The Iraqi state has become increasingly fragile for decades and is plagued with instability, social conflicts and wars. Many drivers have contributed to the country’s intractable fragility, one of which relates to its highly centralised and poorly institutionalised governing system, which has failed to manage centre-periphery tensions and integrate local communities into the country’s polities. Rebuilding Iraq’s governance along the lines of its democratic Constitution, which adopts decentralisation at its core, will be a critical step toward stabilisation, reconstruction, and socioeconomic recovery.

DEIR EZZOR NEWS : Today, Wednesday, May 20, 2020, a meeting brought together Dr. Ghassan Yousef, joint president of Deir Ezzor Civil Council, the U.S. Ambassador and representative of the International Coalition, William Roebuck and his assistant, Emily Brandet in Hasakeh province.

During the meeting, the U.S. ambassador stressed the importance of the international coalition’s presence in the region to ensure that Daesh will not return.

Dr. Ghassan al-Yousef told Deir Ezzor 24 network:

“The meeting was fruitful and good, during which we discussed continuing the fight against the cells of the terrorist organization Daesh, and ways to support the region to ensure its stability and to protect it from any threats, as well as supporting it economically with a number of vital projects.”

The meeting coincides with intensive security operations by the international coalition and the SDF in several areas of Deir Ezzor (east of the Euphrates) to search for remnants and cells of Daesh.

On May 18, Israel swore in its new cabinet, ending 507 days of caretaker governance punctuated by three inconclusive elections. Under the coalition deal reached by Prime Minister Binyamin Netanyahu and new defense minister Benny Gantz, a resolution to apply Israeli sovereignty to portions of the West Bank can be brought before the cabinet as soon as July 1—provided the government obtains “full agreement” from the United States for the move, conducts “international consultations,” and ensures the “preservation of existing Israeli-Arab peace treaties.” Although Washington and Jerusalem’s internal views on the matter still appear to be crystalizing, Secretary of State Mike Pompeo’s May 13 trip to Israel may have provided some early clues.

On Wednesday, Qatar expanded an existing swap deal to $15 billion, raising the prior limit from $5 billion to help bolster depleted Turkish central bank reserves and help steady the lira. The move underlines strong relations between the two nations, which opened swap arrangements during a 2018 currency crisis in Turkey and continue to cooperate amid a Saudi Arabia-United Arab Emirates-led economic blockade on Qatar.

The unclaimed gesture—almost certainly by one of the Iranian-backed militias that have conducted many such strikes in the past—came less than a day after new prime minister Mustapha al-Kadhimi visited the headquarters of the Popular Mobilization Forces (PMF), the state agency led by the same Iranian-backed groups. It was his final stop on a tour of the country’s main security agencies as their new commander-in-chief, following visits to the Counter Terrorism Service (CTS), the Ministry of Defense, and the Ministry of Interior.
