Institute for the Study of  War – 26-11-2013 – Isabel Nassijef -Following sporadic violence throughout the summer of 2013, fighting between pro-regime and rebel forces has begun to concentrate on the Damascus-Homs supply route running through Qalamoun. The battle, which is crucial for both regime and rebel resupply, will focus on contested sections of the M5 highway which runs through Qalamoun. Hezbollah will also focus on cutting off logistical connections between Arsal, Lebanon, and rebels in Qalamoun. Although Hezbollah and the regime share a common goal of the regime’s survival in Syria, the battle for Qalamoun illustrates the potential for disparity in their strategic priorities.

STATEMENT Syrian Coalition: We Look Positively To Setting Date for Geneva II, No Role for Assad in the Political Process

KURDWATCH, 25. November 2013 – Am 13. November 2013 hat der syrische Ölminister, Sulaiman alʿAbbas, Vertretern der Partei der Demokratischen Union (PYD) in Rumailan einen Besuch abgestattet. Vor dem Besuch hat Augenzeugen zufolge der Asayiş, der Sicherheitsdienst der PYD, in der Umgebung von Rumailan die leeren Ölfässer, die die Kontrollpunkte der PYD markieren, blau überstreichen lassen. Zuvor waren sie in den kurdischen Farben rot, gelb und grün gestrichen. An dem Gespräch mit alʿAbbas nahmen neben Mitgliedern der PYD auch arabische Stammesführer der Nationalen Verteidigungsarmee teil. Der Minister soll den Gesprächspartnern feste Anteile aus den Öleinnahmen zugesagt haben. Der Anteil der PYD soll bei zwanzig Prozent liegen.

KURDWATCH, November 25, 2013—On November 13, 2013, the Syrian oil minister, Sulayman alʿAbbas, paid a visit to representatives of the Democratic Union Party (PYD) in Rumailan. According to eyewitnesses, the Asayiş, the security service of the PYD, had the empty oil drums that mark PYD checkpoints painted blue prior to the visit. They had been previously painted in the Kurdish colors of red, yellow, and green. In addition to PYD members, Arab tribal leaders from the National Defense Army also took part in the conversation with alʿAbbas. The minister allegedly promised the involved parties a fixed percentage of oil revenues. The PYD’s share is said to be twenty percent.

MESOP SYRIA INSIDE TODAY : FSA Will Not Halt Fighting for Syrian Peace Conference

Free Syrian Army commander General Salim Idriss said the FSA would not participatein a peace conference on Syria in Geneva, and would not suspend fighting. The United Nations announced Monday that the long-delayed Geneva 2 conference will begin on January 22. The Syrian government said it will attend the talks, but will not accept any preconditions.
