EU and Turkish Energy Interests in the Caspian and Middle East Regions / MERI MIDDLE EAST RESEARCH INSTITUTE
28 March 2018 – This paper aims to identify energy-sector drivers at the regional level in the Middle East and Caspian Basin, examine their impact on EU–Turkey relations and classify them based on whether they are likely to result in conflict, cooperation and/or convergence. Multiple energy drivers strategically incentivize their cooperation but they must first shift away from conflict on larger geopolitical issues regarding migration, counterterrorism, the war in Syria, Turkey’s enhanced relations with Russia and Iran, and Turkey’s domestic politics. Otherwise, the two sides will fail to realize the full range of mutual benefits. A new study reveals the varying motivations of the 28 EU member states for keeping Turkey close – but not too close. “The Discreet Charm of Hypocrisy: An EU-Turkey Power Audit“ by the European Council on Foreign Relations (ECFR) highlights the factors that render Turkey’s EU accession process dysfunctional. The public strongly opposes Turkey’s EU accession, but European officials, diplomats, and decision-makers want to maintain it in its current state of inconclusiveness. Asli Aydıntaşbaş, the author of the study that was released on 26 March 2018, recommends continued engagement with Turkey outside the scope of accession through bilateral ties, counter-terrorism cooperation and a human rights dialogue within the Council of Europe.

Turkish security forces have routinely intercepted hundreds, and at times thousands, of asylum seekers at the Turkey-Syria border since at least December 2017 and summarily deported them to the war-ravaged Idlib governorate in Syria, Human Rights Watch said today. Turkish border guards have shot at asylum seekers trying to enter Turkey using smuggling routes, killing and wounding them, and have deported to Idlib newly arrived Syrians in the Turkish town of Antakya, 30 kilometers from the Syrian border.
