As the Russian-backed offensive continues, some routes for humanitarian aid to Aleppo have been cut off, according to the International Committee of the Red Cross, which has been trying to deliver water to besieged residents because the city’s water system has stopped working. A new report by the Syrian Centre for Policy Research concluded that 470,000 people — 11.5% of Syria’s population — have been killed by the war.

MESOP TODAYS OPINION : THE INTOLERANCE OF PERCEPTUAL AMBIGUITY / Syria Daily: Allies Turn on “Ambiguous” US / THE MUNICH CONFERENCE

February 11 – By Scott Lucas – eaworldview – French Foreign Minister Laurent Fabius lashed out on Wednesday at the US over its approach to Syria, joining Turkey in criticism of Washington.

Fabius, who is resigning to become head of the Constitutional Court, denounced the “ambiguities” of the US-led coalition, “in particular [of] the principal pilot”: One doesn’t get the sense that there is a very strong commitment. There are words, but actions are another matter, and obviously the Iranians and Russians feel that. He specifically challenged the political will of President Obama: “I don’t think that the end of Mr Obama’s mandate will push him to act as much as his minister [Secretary of State John Kerry] declares.” Read all http://www.mesop.de/?p=71124

MESOP : Russia Proposes March 1 Syria Cease-Fire / Commentaries by Dennis Ross & Roula Khalaf & Jeremy Shapiro et.al.

U.S. Secretary of State John Kerry will meet (AP) with Russian Foreign Minister Sergei Lavrov in Munich on Thursday to discuss possibilities for a cease-fire in Syria. Moscow’s proposal suggests a March 1 start to a cease-fire; the United States says fighting should stop immediately. Peace talks are slated to resume on February 25. Meanwhile, a Syrian government-led offensive, backed by Russian bombardments, has forced 50,000 people to flee (Al Jazeera) Aleppo, according to the International Red Cross. A recent report by the Syrian Center for Policy Research, which until recently was based in Damascus, estimated that the five-year Syrian conflict has caused 470,000 fatalities (Guardian) and displaced 45 percent of the population. The UN warned (Reuters) a Syrian government offensive in Homs has cut off 120,000 people from crucial food and medical supplies since mid-January. Click for Analaysts + Commentaries :

Why doesn’t Obama seem to listen to Syria experts?

U.S. policy toward Syria is a fascinating, if depressing, case study. Many of my friends and colleagues who work on Syria—nearly all of them, in fact—have been baffled by President Obama’s approach to the Syrian conflict. The administration’s apparent resistance to rethinking its policies, despite rapidly changing events on the ground, sparks a number of challenging questions, particularly for someone like me who works at a think tank: When the basic thrust of policy seems immovable, irrespective of events on the ground, how should researchers respond? Should influencing policy be the animating objective of policy research? Who exactly should our work be directed to? Read all http://www.mesop.de/?p=71148

MESOP : KANI YILMAZ – A GREAT DEMOCRATIC KURDISH LEADER – MURDERED BY PKK LEADERSHIP – “WE SALUTE YOU !”

A Message From The Grave – On the 10th anniversary of assassination of Kani Yilmaz

Kani Yilmaz, who had been assassinated in Sulaimani city, Iraqi Kurdistan on Feb. 11, 2006.

From the friends of Kani Yilmaz

If I could see the changes over the decade since my former comrades took my life, what would I tell you?

I would say our relations with Turkey are darkening with echoes of the worst days of the 1990s. I might think the suffering of the region’s peoples have been in vain. I would tell you a new generation of Kurdish children are growing up with the same fear and bitterness as did our generation and our grandfathers’. All that remains is this memory. MESOP : MUNICH & AFTER MUNICH – WHAT WILL BE WITH SYRIA ?

Russian Intervention in Syrian War Has Sharply Reduced U.S. Options

By DAVID E. SANGER – FEB. 10, 2016 – MUNICH — For months now the United States has insisted there can be no military solution to the Syrian civil war, only a political accord between President Bashar al-Assad and the fractured, divided opposition groups that have been trying to topple him.But after days of intense bombing that could soon put the critical city of Aleppo back into the hands of Mr. Assad’s forces, the Russians may be proving the United States wrong. There may be a military solution, one senior American official conceded Wednesday, “just not our solution,” but that of President Vladimir V. Putin of Russia. SOUTH KURDISTAN (IRAQ)

Who are Iraq’s Kakai?

Al Monitor – 11 Feb 2016 – HALABJA, Iraq — The Kakais are one of the religious minorities scattered throughout northern Iraq in the provinces of Sulaimaniyah and Halabja, in the Ninevah Plains of Ninevah province and in villages to the southeast of Kirkuk. Historians and researchers disagree on their classification, as mystery and secrecy shroud this sect. Kakais have kept their beliefs hidden, and this secrecy has prevented them from forming their own independent political parties and gaining representation in the parliaments of the central Iraqi government and Kurdistan Region. MESOP SPECIAL : New Report Released – Jabhat al Nusra and ISIS: Sources of Strength

By Jennifer Cafarella, Harleen Gambhir, and Katherine Zimmerman

The Institute for the Study of War (ISW) and the Critical Threats Project (CTP) at the American Enterprise Institute conducted an intensive multi-week planning exercise to frame, design, and evaluate potential courses of action that the United States could pursue to destroy the Islamic State in Iraq and al Sham (ISIS) and al Qaeda in Iraq and Syria. ISW and CTP are publishing the findings of this exercise in multiple reports in a series titled U.S Grand Strategy: Destroying ISIS and al Qaeda. The first report – Al Qaeda and ISIS: Existential Threats to the U.S. and Europe — described America’s global grand strategic objectives as they relate to the threat from ISIS and al Qaeda. The second – Competing Visions for Syria and Iraq:  The Myth of an Anti-ISIS Grand Coalition — defined American strategic objectives in Iraq and Syria, identified the minimum necessary conditions for ending the conflicts there, and compared U.S. objectives with those of Iran, Russia, Turkey, and Saudi Arabia in order to understand actual convergences and divergences.

Sowas nennt man dann Vorbedingungen:
