Russia continues to pressure the U.S. and regional actors into closer cooperation through its military intervention in Syria. Russia ultimately seeks to supplant the U.S. as a security guarantor in the Middle East and has used its air campaign in Syria to galvanize its demands for greater coordination in the theater. Unidentified U.S. administration officials claimed that the White House issued a proposal for military partnership with Russia in Syria after several weeks of negotiations between the two countries. Since the publication of ISW’s last sanctuary map on May 25th, 2016, ISIS militants lost control of the city of Fallujah but were able to launch spectacular attacks in Lebanon and on the Jordanian border. ISIS continues to lose territory in Iraq, and the U.S.-backed Syrian Democratic Forces (SDF) are threatening its last major supply route from ar-Raqqa City to the Syrian-Turkish border. Iraqi Security Forces (ISF) cleared the city of Fallujah with support from coalition airstrikes on June 26, 2016. The presence of Iranian proxy militias in Fallujah, however, will negatively affect government efforts toward Sunni reconciliation. 1 Juli 2016 – Wenn wir Barack Obama glauben dürfen, hat der Massenmord an 49 schwulen Männern und lesbischen Frauen in Orlando nichts mit dem Islam zu tun. In seiner Reaktion auf das Blutbad erwähnte der amerikanische Präsident das Wort „Islam“ kein einziges Mal. Stattdessen stufte er die Tat mit dem Begriff „homegrown terrorism“ als hausgemachtes Problem ein. Außerdem sei dies ein weiteres Beispiel von „Selbstradikalisierung“. Dieser Begriff, wie auch der des „einsamen Wolfes“ wird immer wieder gerne nach radikalislamischen Anschlägen benutzt und deutet sie als das Ergebnis des isolierten Werdegangs eines Individuums ohne jeden Bezug zur muslimischen Gemeinschaft.
