A source who has traveled recently along the Syria-Turkey border region has told EA that the Islamic State of Iraq and ash-Sham is increasingly posing a threat to the moderate insurgency in the area, mostly because of the Islamist faction’s ability to attract and mobilize foreign funding and resources. The source, who is an Arabic speaker, and who spoke to EA on condition of anonymity, says that he recently spent time in the town of Jarablus near the Turkey border.

AL MONITOR – 13-11-2013 – The Democratic Union Party (PYD), affiliated with the Kurdistan Workers Party (PKK), on Monday, Nov. 11, announced from the unofficial Syrian Kurdish capital of Qamishli that it would form an interim transitional administration, despite objections from Turkey.

WEST KURDISTAN (SYRIA) : Declaration of transitional administration in Qamishli

Declaration of a transitional administration is a step towards an autonomous region i northern parts of Syria. A local parliament w 82 members to be established, furthermore there will be 3 “Kantons”, Jazeera, Kobanê &Afrin w their own assemblies. Transitional administration according PYD project created after meeting in Qamislo w Kurds, Arabs, Christian& Chechens. More details will be released soon. On Thursday, a meeting of the Supreme Kurdish Council will be held (earlier they held a meeting after holding no meetings for six months), and most likely the KNC is involved in the project (8 parties of KNC).

Why Isn’t Washington Talking Directly With Syrian Kurds?
By Armando Cordoba – RUDAW – 12.11.2013 – ERBIL, Kurdistan Region – The United States claims it is actively “in touch” with Syrian Kurdish political parties, yet it passed up an unprecedented opportunity for direct talks with Salih Muslim, the leader of the Kurdish Democratic Union Party (PYD) in Syria. “My friend and colleague of many years Ambassador Robert Ford (U.S. Ambassador to Syria), other colleagues who work from here in Turkey in particular, and also around the world, are in touch with a wide variety of Syrian oppositionists including many Kurds,” US Ambassador to Turkey, Francis Ricciardone, told a press briefing in Ankara recently. He also added that Turkey has had a dialogue with many Kurds in Syria “quite openly,” and subsequently the US government is “in touch with some of the factions from there.”

Since the ongoing talks between PKK-leader Abdullah Öcalan and the Turkish state most experts have focused on the statements of the PKK and the AKP to assess the peace process and a possible solution to the Kurdish problem in Turkey. But it might be better to look to Syria and the PYD after the events in Aleppo and Qamishli to see if there is a strategic shift in PKK policies.
I am not a fan of conspiracy theories, but the recent fighting in which the YPG claimed to have killed 40 Syrian soldiers and the continuous bombing of the PYD-controlled districts of Sheikh Maqsoud and Ashrafiya in Aleppo since 29 March and the killing of 3 YPG fighters by Syrian soldiers in Qamishli could be a sign the Imrali-process (the talks between the PKK and Turkey) is affecting the neutrality of the PKK in Syria and the Assad government is trying to punish the PYD. Although it did not lead to a major conflict in Qamishli yet and there was fighting in the areas before.
