MESOP NEWS BACKGROUND Beijing Lays Out Plan to Tighten Economic Regulation

The Chinese government published (SCMP) a blueprint for increasing regulation (FT) of economic sectors such as technology and health care over the next five years. The plan suggests that the government will continue to intervene in the tech and education spheres, crackdowns that triggered a market sell-off (CNBC) in recent weeks.

The document says the changes aim to build a modern regulatory environment that will improve Chinese peoples’ livelihoods. Though the plan is unclear about specific actions the government will take, it forecasts stronger antitrust enforcement and new legal frameworks for the digital economy. In parallel, China’s banking and insurance watchdog issued new recommendations (Bloomberg) for marketing, pricing, and privacy protection. Government regulators in recent months have punished firms (CNN) for issues including alleged mishandling of sensitive data and worsening inequality, with tech groups losing tens of billions of dollars in value.
Analysis
“Beijing’s recent antitrust efforts are motivated less by worries about the tyrannical nature of monopoly power than by the belief that China’s tech giants are insufficiently committed to promoting the goal advanced by the Chinese Communist Party (CCP) of transformative technological innovation—and thus may be undermining the effectiveness of Chinese industrial policy,” Harvard University’s Josh Freedman writes for Foreign Affairs.

“We can’t draw too much insight about enforcement and the potential shape of crackdowns from one document or another,” Graham Webster of Stanford University’s Cyber Policy Center tells Bloomberg. “Much depends on what bureaucrats and their higher-ups land on in terms of priorities month after month.”

Beim Streit um das EuGH-Urteil des Verfassungsgerichts geht es nicht nur um die Machtverteilung in der EU, sondern auch um eine neue Form des Regierens. Der Zentralbankkapitalismus bewirkt eine gigantische Umverteilung von unten nach oben.

In letzter Sekunde hat die Bundesregierung nach einem Bericht der „Süddeutsche Zeitung“ auf das Vertragsverletzungsverfahren reagiert, das die Europäische Kommission wegen des EZB-Urteils des Bundesverfassungsgerichts gegen sie eingeleitet hat. Brüssel wird das Schreiben, dessen Inhalt in dem Bericht nicht erwähnt wird, nun prüfen. Karlsruhe hatte ein Anleihekaufprogramm der EZB für teils verfassungswidrig erklärt. Die Zentralbank habe die wirtschaftspolitischen Auswirkungen des Programms nicht ausreichend geprüft und mit dem Ankauf von Staatsanleihen in Billionenhöhe ihre Kompetenz überschritten. Die Karlsruher Richter verlangten von ihr, die Verhältnismäßigkeit der Anleihekäufe nachzuweisen.

Die darauf folgende Androhung eines Vertragsverletzungsverfahrens wurde zu Recht als ultimativer Machtanspruch und Kampfansage der EU-Kommission an die Mitgliedstaaten verstanden. Wenn niemand mehr außer dem Europäischen Gerichtshof darüber urteilen dürfen soll, ob sich die europäischen Institutionen an die Verträge halten, dann wäre deren Machtanspruch keine Grenze mehr gesetzt. Sie würden zum Richter über sich selbst und würden sich nach Belieben Kompetenzen zuweisen.

Yaniv Kubovich HAARETZ – Aug. 12, 2021 IDF Chief of Staff Aviv Kochavi announced Wednesday that the army will come down harshly on combat soldiers who not follow regulations in the field, in response to the many killings of Palestinians by IDF fire in the West Bank.

“We will back you up when you act according to orders, but we will not accept exceptions,” he said at the change of command ceremony for the head of the Central Command. “We will back you up when you use your judgment, even if there are mistakes, but we will not accept recklessness.”

On top of anti-Kurdish racism now Syrian refugees are being lynched by Turkish nationalist mobs, who also destroy small shops run by Syrians. This country and those “othered” are clearly on the verge of yet another pogrom.
