Assad Regime to Participate in Talks, Russia Says

Russia’s Foreign Ministry has confirmed that the Assad regime will participate in proximity talks with the Syrian opposition next week in Geneva. “They said straight away that they are taking part, they’re ready, they will be the first to arrive, wherever is needed,” Russian spokesperson Maria Zakharova said Friday. U.S. Secretary of State is traveling today — over the weekend, he will visit Saudi Arabia and France to discuss diplomatic prospects in Syria, Yemen, and Libya. MESOP FLASH : Russia expects Syrian government to attend Geneva peace talks next week

Reuters – 11 March 2016 – MOSCOW (Reuters) – President Bashar al-Assad’s government has said its delegates will attend peace talks on the Syrian conflict due to start in Geneva next week, Russia’s foreign ministry said on Friday.Damascus has yet to publicly confirm it will be taking part in the talks.

Asked whether Russia, a close ally of Assad, was encouraging Damascus to attend, Russian foreign ministry spokeswoman Maria Zakharova said: “They’re not refusing.””They said straight away that they are taking part, they’re ready, they will be the first to arrive, wherever is needed,” she said.The Syrian foreign minister is expected to formally announce his government’s position on the Geneva talks at a news conference in Damascus on Saturday.

On February 27, 2016, a ceasefire went into effect in Syria between the forces of the Assad regime and the opposition. The understandings underpinning the ceasefire rely on the agreement between Russia and the United States, which are determined to promote a broader settlement in Syria. To maintain the ceasefire, they will need to restrain the other actors involved in the crisis. It is important for the United States to focus on fighting the Islamic State, and the key question is whether or not it will be able to join forces with Russia in this effort, with the Islamic State being one of the actors in the Syrian arena with an interest in violating the ceasefire. After years of siege and bombardment, the Assad regime agreed a truce with rebels with al-Wa’er in December. However, a member of the rebel negotiating committee said on Thursday that the deal has begun “to fall apart” and that “it is no longer in anyone’s interest to hold on” to it.On Tuesday, regime representatives told opposition negotiators that only 137 detainees would be released as part of the truce.
