As adopted the 14th of April 2016 in Strasbourg –  The European Parliament has adopted few moments ago in Strasbourg-France a RESOLUTION ON THE “2015 REPORT ON TURKEY” (the draftswoman is the Dutch MEP Kati PIRI  //

You can find attached the informal English version of the FINAL RESOLUTION as adopted by Members (375 in favour, 133 against, 87 abstentions), I’ve highlighted in bold & red for you the modifications to the original text adopted by the plenary.The European Parliament’s plenary services will edit and publish the formal and official version only tomorrow afternoon / evening, in the different EU languages.

As  released in its official format by the EP Plenary Services few moments ago. The attachment is of course the version recently adopted by the above-mentioned committee. Let me remind you that the draftswoman is the Socialist Dutch Member of the European Parliament Ms Kati PIRI.

In a footage circulating on social media, a group of Turkmen militias appear preparing rockets for an attack against Shikh Maqsoud neighbourhood of Aleppo in the north of Syria. (AINA) — Kurdish security forces (Asayish) imposed a blockade on four Assyrian villages in the Nahla district in North Iraq to prevent Assyrians from going to Arbel to participate in a demonstration. Cars belonging to Kurdish security were parked across the roads leading out of Nahla, blocking more than 100 Assyrians from leaving the villages of Upper and Lower Hezani, Zoly and Khalilane. The demonstration was held yesterday in front of the Kurdish Parliament building in Arbel at 12 P.M. and was attended by more than 60 Assyrians. Nach Angaben der schwedischen Behörden nahm die Polizei am gestrigen Mittwoch einen türkischen Staatsbürger fest, nach dem in Deutschland wegen des Verdachts der Mitgliedschaft in der Terrororganisation PKK gefahndet werde.Der Mann wurde um etwa 0630 GMT am größten Flughafen Schwedens, Arlanda-Stockholm, festgenommen.„Die betreffende Person wird der Mitgliedschaft in einer ausländischen Terrororganisation, namentlich der PKK, beschuldigt“, erklärte eine Sprecherin des Generalbundesanwalts gegenüber der Nachrichtenagentur Reuters.

Sie fügte hinzu, dass der Verdächtige ein türkischer Staatsbürger sei und verdächtigt werde, zwischen Juli 2012 und Juli 2014 einer der so genannten regionalen Anführer der PKK in Deutschland gewesen zu sein. Die schwedischen Staatsanwälte bearbeiteten den Auslieferungsantrag, so die Sprecherin weiter. Der für den Fall zuständige Staatsanwalt Ronnie Jacobsson erklärte am Mittwochmorgen gegenüber der Nachrichtenagentur AP, dass die deutsche Polizei einen internationalen Haftbefehl gegen den am Flughafen in Gewahrsam genommenen Verdächtigen erlassen habe. Jacobsson teilte mit, dass der 1980 geborene Mann sich auf der Durchreise befand. Die türkischen Nachrichtenagenturen Dogan und IHA berichteten, dass der Mann bei der Passkontrolle festgenommen worden sei. VEREDELUNG & ROBOTER  –  Wir laufen auf Autopilot

Der Turing-Test muss umgekehrt gedacht werden: Nicht Maschinen werden wie Menschen, sondern Menschen wie Maschinen. Unsere kognitive Prozesse werden immer mehr automatisiert.

Das  Rätsel des Turingschen Denkens dauert immer noch an : in Gestalt jenes Tests, der gemeinhin als die Gründungsfrage der künstlichen Intelligenz begriffen wird. In seinem Artikel „Computing Machinery and Intelligence” beschreibt Turing 1950 ein Imitationsspiel, bei dem ein Fragesteller (welchen Geschlechts auch immer) mit zwei Personen in einem anderen Raum kommuniziert, einem Mann und einer Frau. Ziel der Unterhaltung ist es herauszufinden, welche der beiden Personen der Mann und welche die Frau ist. Dann wird eine der beiden Versuchsfiguren durch eine Maschine ersetzt. Die wiederum bekommt die Aufgabe, den Eindruck eines Menschen zu simulieren, und zwar den eines ganz bestimmten Geschlechts. Gelingt ihr das, gilt die Maschine als intelligent.

Wenn der Turing -Test die Frage der Sexualität zum Wahrheitskriterium macht, so verläuft der Gender-Gap nicht mehr zwischen männlich und weiblich, sondern zwischen dem menschlichen Leib und dem Geschlecht der Geräte, oder genauer: Er entscheidet sich an der Fähigkeit zur Verstellung, der geistigen Beweglichkeit der Apparatur. Dabei ist die Frage der Körperlichkeit als nachrangig zu werten. Denn so wenig Sinn es macht, einen Computer dafür zu bestrafen, dass er bei einem Schönheitswettbewerb nicht zu reüssieren vermag, so wenig kann man einem Menschen vorhalten, beim Wettrennen gegen ein Flugzeug unterlegen zu sein. Ziel ist vielmehr, mit dem Computer jene höhere geistige Intelligenz zu erschaffen, von der Turing in den Schreiben an die Mutter seines Geliebten Christopher geträumt hat.
