Thursday, 10 March 2016 – Authors: Sergio Carrera and Elspeth Guild – Series: CEPS CommentaryEU-Turkey relations in the scope of the ongoing refugee crisis were at the heart of the European Council meeting of 7 March 2016. Among the set of initiatives proposed, the following two have attracted the most attention: First, for every Syrian readmitted by Turkey from the Greek islands, another Syrian from Turkey would be resettled in an EU member state. This has come to be known as the ‘one for one’ resettlement approach. Second, all new irregular migrants and asylum-seekers crossing from Turkey to the Greek islands would be returned to Turkey without offering any guarantee of protection.This plan raises three main legal issues relating to human rights obligations of the EU member states and two procedural issues. 15 March 2016 by Scott Lucas – eaworldview – In an unexpected announcement, President Vladimir Putin said on Monday that the “main part” of Russia’s forces will leave Syria immediately.Putin’s announcement came on the first day of renewed political talks in Geneva, raising further questions about the President’s timing.The President said Russia’s objectives in thousands of airstrikes and support of pro-Assad ground offensives, which began September 30, had been “generally fulfilled”.

by Aymenn Jawad Al-Tamimi • Mar 14, 2016 – After the assassination of its first leader al-Khal in mid-November 2015, the pro-Islamic State (IS) Liwa Shuhada’ al-Yarmouk (Yarmouk Martyrs Brigade) based in southwest Deraa province along the border with the Golan Heights appointed Abu Obeida Qahtan as new leader. Qahtan, of Palestinian Syrian origin, is a jihadi veteran and apparently among the founders of Liwa Shuhada’ al-Yarmouk. His presence in the group is also rather exceptional in that he is originally from the Yarmouk camp in Damascus, not a native of the Yarmouk Valley/Basin (Wadi/Hawdh al-Yarmouk) where Liwa Shuhada’ al-Yarmouk is based and draws most of its manpower.
