MESOP TODAYS Opinions – Enough is enough — U.S. abdication on Syria must come to an end

By Michael Ignatieff and Leon Wieseltier February 9 at 9:09 AM – Michael Ignatieff is the Edward R. Murrow professor of practice at the Harvard Kennedy School. Leon Wieseltier is the Isaiah Berlin Senior Fellow in Culture and Policy at the Brookings Institution.

As Russian planes decimate Aleppo, and hundreds of thousands of civilians in Syria’s largest city prepare for encirclement, blockade and siege — and for the starvation and the barbarity that will inevitably follow — it is time to proclaim the moral bankruptcy of American and Western policy in Syria. Actually, it is past time. Read all http://www.mesop.de/?p=71067

MESOP TODAYS COMMENTARY BY DAVID IGNATIUS : – John Kerry’s desperate push on Syria

By David Ignatius Opinion writer February 9 – Washington Post – Secretary of State John F. Kerry said in an interview that the United States is nearing a final “crunch time” on Syria — in which it will either make progress toward a cease-fire or begin moving toward “Plan B” and new military actions. For Kerry-watchers, it’s a familiar moment of brinkmanship: He’s making a last, desperate push for a diplomatic breakthrough with Russia and Iran at a meeting in Munich on Thursday, even as he warns that the United States has “other leverage” if diplomacy fails. MESOP : OBAMA’S SYRIA DESASTER – Syrian Opposition Groups Sense U.S. Support Fading

By ANNE BARNARD – FEB. 9, 2016 – The New York Times – GAZIANTEP, Turkey — The United States and its allies have spent many millions of dollars backing Syrian opposition fighters they deem relatively moderate and secular, and civilian groups whose work on small businesses and local councils they billed as the cornerstone of Syria’s future. But the very Syrians who benefited — and risked their lives in the process — now say that investment is in danger of going down the drain, and they see little urgency from Washington, diplomatic or military, to save it. MESOP : EDOGAN’S MILITARY OPERATIONS DEVELOPIING – Military operations to expand to İdil, Nusaybin, minister says

ANKARA – 10 Feb 2016 – HURRIYET – While military operations against the outlawed Kurdistan Workers’ Party (PKK) are coming to an end in the southeastern town of Cizre, they will be intensified in the region’s İdil and Nusaybin districts, according to Turkish Interior Minister Efkan Ala.Responding to a question on whether the Education Ministry’s invitation to 1,200 teachers in İdil to come to a seminar in Istanbul via text message was a sign the operations would expand to İdil in southeastern Şırnak province, the minister said they would clear all barricades and ditches in the district. MESOP REPORT : Turkey Clashes with Syrian Kurds as Tensions with U.S. Rise

10 Feb 2016 – Turkey summoned the U.S. ambassador in Ankara yesterday to protest U.S. coalition support being provided to Kurdish militias in Syria. The latest indication of the long-running tensions between the United States and Turkey over aid to Kurdish militias comes after U.S. officials met with Kurdish rebels in Syria last Sunday and in advance of a summit of the military coalition fighting the Islamic State that’s set to begin in Brussels tomorrow. Today, hours after summoning the U.S. ambassador, Turkish officials reported that the military clashed with Syrian Kurdish fighters when they tried to cross into Turkey.

Those talks in Brussels are expected to include discussion of a potential escalation of the coalition’s strategy. “I don’t think anybody’s satisfied with the pace of the (campaign), that’s why we’re all looking to accelerate it,” U.S. Secretary of Defense Ashton Carter said. www.mesop.de

WEST KURDISTAN (SYRIA)

MESOP BACKGROUNDER : Why Are Russian Engineers Working at an Islamic State-Controlled Gas Plant in Syria?

Moscow says it’s at war with the jihadist group — but both sides aren’t opposed to cutting economic deals amid the bloodshed. – BY CEREN KENAR, RAGIP SOYLU – FOREIGN POLICY – FEBRUARY 9, 2016 – Officially, Syrian President Bashar al-Assad’s government and his Russian allies are at war against the Islamic State. But a gas facility in northern Syria under the control of the jihadi group is evidence that business links between the Syrian regime and the Islamic State persist. According to Turkish officials and Syrian rebels, it is also the site of cooperation between the Islamic State and a Russian energy company with ties to President Vladimir Putin. MESOP SPECIAL : THE ISIS WATERFRONT

Saira Khan explains how the Islamic State uses water infrastructure as both a weapon of war and a political instrument.

Author: – Saira Khan – Tel viv Notes – In late January 2016, an article in the Wall Street Journal stated that the Islamic State (IS) was using Syria’s largest dam, Tabqa Dam, as a “fulcrum of power,” hiding prisoners and sheltering senior officials at the dam in the belief that it would not be bombed by the United States.[1] While many journalists focus on the use of water infrastructure as a weapon of war, in the words of Jürgen Todenhöfer, “we have to understand that ISIS is a country now.”[2] The Islamic State also uses its control of water infrastructure as a political instrument to confer bargaining power, earn political legitimacy, and marshal local support. The Islamic State’s control over dams in Iraq and Syria allows it to use water as both a weapon and a tool of governance. Read all http://www.mesop.de/?p=71098

MESOP EMPFEHLUNG : CHRISTOPH REUTER – IPG

Volltext http://www.mesop.de/?p=71071

MESOP EMPFEHLUNG – GUIDO STEINBERG (IPG / SWP)

Volltext http://www.mesop.de/?p=71069
