MESOP TODAYS COMMENTARY by THE ATLANTIC COUNCIL  –  Frederic C. Hof & Faysal Itani’s Joint Statement on US-Russia Agreement for Syria  –

If, in the end, Russian air strikes in Syria are subjected to an American veto, the Assad regime is kept from striking civilian neighborhoods, and significant aid flows resume to opposition areas, something of great value will have been accomplished. Nothing good can happen politically in Syria unless civilians are removed from the Assad regime and Russian bullseye. Nothing. If this agreement can spare Syrian civilians from continued mass murder it will be good in and of itself. There are however good reasons to believe the gains will be limited or temporary, judging from the regime’s track record during the previous cessation of hostilities and the lack of any enforcement mechanism. NORTH KURDISTAN TURKEY)

MESOP FLASH : REGISTERED APOC’IS – Netherlands to register sympathisers of Turkey’s Kurdish PKK

13 Sept 2016 – AMSTERDAM,— Dutch police are planning to register the names of Dutch Kurds who sympathise with the Kurdistan Workers’ Party (PKK) in their official computer system, the Telegraaf said on Tuesday.

The organisation is on the EU’s official terror list and the police have now had a series of ‘secret’ meetings about the movement and the communist DHKP-C, the Telegraaf said. Some people are concerned that Dutch police officers of Turkish origin could pass the information on to Ankara, which launched a major crackdown on the PKK last week, the paper said. However, a spokesman for Amsterdam police told the Telegraaf that the force had confidence in the ‘strict rules to guarantee police officer integrity’. www.mesop.de

MESOP : A SIMULATED TRUCE HAS STARTED / REPORT FROM FRONTLINES SYRIA

  1. Sept 2016 – UPDATE 1215 GMT: Russian Foreign Minister Sergei Lavrov has maintained pressure on the US, accusing it of not pursuing the separation of rebels from the jihadists of Jabhat Fatah al-Sham, formerly Jabhat al-Nusra:

It will be twelve months since [the US assumed the obligation]. Nothing has been done. Moreover, there have been speculations the moderate opposition should not be separated from al-Nusra, but legalized altogether and possibly, merged with ever more groups to create an effective force on the ground for resistance to the Syrian army.

All this will require a very frank discussion.

Lavrov called for the US-Russian agreement to be made public so “there should be no doubts as to how we will go about the business of implementing the agreement”.

<id=”aleppo”>UPDATE 1100 GMT: The pro-opposition Aleppo Media Center claims that regime bombing in Aleppo Province killed some civilians and wounded at least 20 this morning.

MESOP ANALYSIS – PolicyWatch 2680 – Rojava’s Sustainability & the PKK’s Regional Strategy

Fabrice Balanche – Also available in العربية  – August 24, 2016 -As the Kurds continue to pursue their goal of a contiguous territory in northern Syria, various nonmilitary factors will determine whether their nascent statelet is viable in the long term, including a host of demographic, economic, water, and oil issues.

Although it is still difficult to predict the future of Syria as a whole, the existence of an increasingly autonomous Kurdish region along the country’s northern frontier has become a reality. For now, the boundaries of this “Rojava” remain blurred and might be different from those officially claimed by the Syrian Kurdish Democratic Union Party (PYD). Yet the group’s ongoing efforts to expand and merge its cantons reflect a firm commitment to gathering Syria’s Kurds into an economically viable statelet that extends tantalizingly close to the Mediterranean Sea — a prospect that could also advance the goals of its parent organization in Turkey, the Kurdistan Workers Party (PKK).

Volltext http://www.mesop.de/?p=78075
