Seit dem im Februar 2013 Abgeordnete der Partei (BDP) den auf der Insel İmralı inhaftierten Führer der PKK, Abdullah Öcalan besuchten und einen Brief mit Vorschlägen zur Lösung der Kurdenfrage mitbrachten, wird erwartungsvoll von einer neuen Phase im Friedensprozess gesprochen. Dies hat Irfan Aktan zum Anlass genommen, um am 6. März 2013 einen Artikel bei Bianet (1)zu verfassen. Dieser Report ist teilweise eine Wiedergabe seiner Thesen.

Ismail Besikci weist darauf hin, daß die Kurden seit der Ittihat und Terraki Bewegung so belogen und instrumentalisiert wurden.
Dem kann man noch hinzufügen, daß die Kurden (laut einigen Autoren) schon im Krieg von Tschaldiran (Çaldıran) 1514 regelrecht mißbraucht und instrumentalisiert wurden. Die Masche ist also noch weit älter und hat schon zur ersten Teilung Kurdistan beigetragen.
[Der Vertrag von Zuhab wurde am 17. Mai 1639 zwischen den Safawiden und den Osmanen unterzeichnet und bildet bis heute die Abspaltung Ost-Kurdistan (Iran) von den anderen kurdischen Regionen]
Wobei in Çaldiran die sunnitischen Kurden von den Osmanen und die alevitischen Kurden von den Safawiden instrumentalisiert wurden. [Die safawidische Dynastie geht zurück auf den Vorfahren Firūz Schah Zarrīn-Kullah al-Kordī al-Gilanīs und ist damit eigentlich eine kurdische Dynastie aber hat nichts dazu beigetragen etwas für die Kurden zu leisten].
– Die tausendjährige [türkisch-kurdische] Brüderlichkeit ist ein reines Märchen da es damals keine ethnischen Türken in Anatolien gab. (Heute gibt es verschwindend wenige Turkmenen deren Vergangenheit und Herkunft völlig unaufgeklärt ist). Nur der Turkismus als kranke politische Idee ist leider real und entstand ab den ca. 1880 er Jahren als Kopfgeburt einiger Personen.
– Die Kurden haben auch niemals diese Republik gegründet sondern wurden von Mustafa Kemal Pasa schlichtweg verarscht als man mit dem Vertrag von Lausanne (1923) die Vierteilung Kurdistans absegnete und zur systematischen Leugnung und virtuellen Auslöschung der Kurden im nordkurdischen (Türkei) Teil überging.
– Es gibt sogar heute sunnitische Kurden die auf paramilitärische radikal-islamistische Gruppen reinfallen und lieber für die Palästinenser (oder Araber) kämpfen als sich für ihr eigenes Volk in West-Kurdistan (Syrien) einzusetzen. Die türkische Hizbullah schaffte es sogar sunnitische Kurden gegen die politisch säkular aufgestellten Schwestern und Brüder in der PKK zu instrumentalisieren, also sich für den türkischen Staat dienlich zu machen.

As the 2013 resolution process began, Öcalan’s move verified the veracity of the above observation. Öcalan’s formulation was as simple: if Turkey consolidates its democracy the Kurdish question will have a resolution. The more Turkey democratizes, the better it will get for everyone including the Kurds. Öcalan has recognized the fact that Turkey’s democratic consolidation would be delayed as long as the PKK continued to hold arms. He acknowledged it was this delay that prevented Kurds gaining their rights under democracy. He also noticed that the PKK did not have a future as an armed organization in the new equilibrium of the Middle East. Having rejected the secular leftist jargon that has dominated the PKK’s discourse for years, he announced the “end of the armed struggle.”

And what was the truth?
Öcalan stated in his March 21 letter that, “there was no Kurdish question but an overall problem of democratization and that Kurds will benefit from Turkey’s steps toward democratization.” Later, he declared the armed struggle to be over due to “Turkey’s recent transformation and changes in the Middle East.” This way, the country skipped through all the various stages of the Western tale of conflict resolution at once. Unable to process this development, the liberal/left discourse responded to the peace process with low-intensity opposition! Had they known, however, the merits of a simple dinner that the people of Anatolia used to cease numerous blood feuds over thousands of years, they would not be so surprised. And they were so shocked that some even went as far as claiming that the PKK and Öcalan had betrayed the Kurds!

Ocalan himself recently suggested that his colleagues in the Kandil Mountains were not as enthusiastic about his peace efforts:
“Even the PKK does not understand me. . . . Qandil [Kandil] is pessimistic; it would be good if they get over it. . . . I’m angry with them.”
Meanwhile, the chief adviser to the Turkish prime minister, Yalçın Akdoğan, criticized the senior PKK leader’s approach to the peace process.
“In Murat Karayılan’s statements there is an approach suggesting ‘First there will be normalization, then we will lay down the arms.’ This is not an accurate approach. The normalization stage will start after [the PKK] lays down its arms. In my opinion, Karayılan has misunderstood that part of the process,” Akdoğan said.

Many countries in the region and around the world welcomed the peace process between the Turkish government and the Kurds, especially after the release of the letter written by Abdulla Ocalan, the jailed Kurdish leader of the Kurdistan Worker Party (PKK). Ocalan’s message is quite broad and lacks a tangible and concrete political proposal. We should not forget that since Ocalan is not a free man, we must read his messages very cautiously. However, the key message of Ocalan’s letter is that the armed conflict can be resolved through dialogue and negotiations between Turks and Kurds. This message can be used for different aims

PKK says accepts mistakes
26.5.2013 – KURDPRESS / MESOP – The leading officials of Kurdistan Workers’ Party (PKK) accepted the party has committed mistakes during its fight against Turkey.
The chief officials of PKK leading council, among them Murat Karaiylan, PKK land commander, Sabri Ok and Cemil Bayik, accepted in a joint meeting with T24 journalist Hassan Cemal that the outlawed party has committed mistakes during its three-decade-long war against Turkey. “Yes. That’s right. As PKK we accept we have committed mistakes and we should accept the truth. That’s a reality,” Karaiylan said answering the question whether PKK believes it has committed mistakes.
Our mistakes in less than those of Turkey Republic, Ok said in replaying the same question, where Bayik accepted the issue, confessing there is no way other than facing the mistakes to stabilize peace and democracy. “Both PKK and Turkey Republic should accept their mistakes. I’m really afraid whether Turkey is able to stand the heavy burden of its mistakes,” Bayik said. – The PKK officials said they will decide later in answering the question will they prefer to stay in Qandil Mountains or return to Turkey after the peace process ends, Jamal added.
This struggle is being played out by the PKK’s efforts to check the influence of Massoud Barzani, president of the Kurdistan Region of Iraq, over leadership of the Kurds. By engaging in the Kurdistan Region’s messy pre-election politics and supporting the opposition Change Movement (Goran), the PKK is attempting to stifle a third mandate for Barzani, while stirring local criticism of the Kurdistan Regional Government (KRG). These PKK interventions are unlikely to alter the status quo in the region — at least for the forthcoming elections — however; they are fueling political fragmentation and creating additional challenges to regional stability.
