The evacuation of Homs: Humanitarianism or ethnic cleansing?

Amr Salahi – Sunday, 02 March 2014 –

During the now dead and buried Geneva peace talks, the Syrian opposition and government reached a deal allowing evacuation of the 3,500 residents of the Old City of Homs, which has been under siege and bombardment for nearly 600 days. The deal was presented as a breakthrough in the Syrian conflict. Its terms allowed food to be brought in to the starving people of the Old City and residents to leave if they wish. Since then 1,400 residents, malnourished, many elderly, and some wounded, have left the Old City.

A delegation from New York-based Human Rights Watch (HRW) visited Syria’s Kurdish regions, or Rojava, last week, where the Democratic Union Party (PYD) has declared a Kurdish  autonomous government with the help of its armed wing, the People’s Protection Units (YPG). In an important and detailed interview with Rudaw Fred Abrahams, a special advisor to HRW who was part of the delegation, spoke about whether the autonomous government declared by the PYD is truly inclusive as claimed, if local authorities are observing human rights, the status of women, the PYD’s legal reforms and its relations with the regime of Syria’s President Bashar Assad. Abrahams said that the greatest challenge for the PYD is transitioning “from a movement — an opposition group — into a governing body, or into creating authorities, systems and structures that would represent everyone.” Here is an edited transcript of the interview:

Since mid-2012 the Syrian regime has introduced a new weapon in its war against its people. The bombs have wreaked havoc and caused countless civilian victims, especially in the dense urban center of Aleppo that was targeted repeatedly.

The bombs are nothing more than everyday barrels that are filled with highly explosive material along with oil and shrapnel for maximum effect. They are crude in their construction and much cheaper than conventional bombs and the devastating SCUD missiles that were also used; an especially important aspect for a regime that is strapped for cash.
