Statement by the Secretary General after Article 4 consultations
The North Atlantic Council has just met, following a request by Turkey to hold consultations under Article 4 of NATO’s founding Washington Treaty on the situation in Syria.

Under Article 4 of the Treaty, any Ally can request consultations whenever, in the opinion of any of them, their territorial integrity, political independence or security is threatened.
I spoke to the Turkish Foreign Minister Mevlut Cavusoglu last night about the situation in Syria, and he requested these consultations.
Allies offer their deepest condolences for the death of Turkish soldiers in last night’s bombing near Idlib.
Allies condemn the continued indiscriminate air strikes by the Syrian regime and its backer Russia in Idlib province.
We call on them to stop their offensive.
To respect international law.
And to back UN efforts for a peaceful solution.
This dangerous situation must be deescalated to avoid further worsening of the horrendous humanitarian situation in the region, and to allow urgent humanitarian access for those trapped in Idlib. We urge an immediate return to the 2018 ceasefire.
Today’s meeting is a sign of solidarity with Turkey.
Turkey is the NATO Ally most affected by the terrible conflict in Syria, which has suffered the most terrorist attacks, and which hosts millions of refugees.
NATO continues to support Turkey with a range of measures, including by augmenting its air defences, which helps Turkey against the threat of missile attacks from Syria.
I thank Turkey for briefing Allies regularly on the situation in Syria.
Allies will continue to follow developments on the South-eastern border of NATO very closely.

Fünfzig ehemalige europäische Spitzenpolitiker haben sich in scharfen Worten gegen den Nahost-Plan Donald Trumps gewandt und von Europa verlangt, dessen Implementierung zu verhindern. Das Ergebnis sei mit einer Apartheid-Situation vergleichbar, heißt es in dem Schreiben an europäische Außenminister, das auch vom ehemaligen deutschen Außenminister Sigmar Gabriel (SPD), dem früheren Präsidenten des Europäischen Parlaments Hans-Gert Pöttering (CDU) und dem damaligen Nato-Generalsekretär Javier Solana unterzeichnet ist und der Frankfurter Allgemeinen Zeitung vorliegt. „Der Plan widerspricht international vereinbarten Parametern des Nahost-Friedensprozesses, einschlägigen UN-Resolutionen und den grundlegendsten Prinzipien internationalen Rechts“, heißt es darin.

Special counsel Robert Mueller’s mandate defined “collusion” as “links and/or coordination” with foreign powers. Democrats and their media allies tried and failed to hang the charge around President Trump’s neck. But one of their own darlings, Rep. Ilhan Omar, has inarguably colluded with an unsavory Islamist regime: Turkey’s.
In fall 2017, Omar, then a state representative, attended a closed meeting with Turkish President Recep Tayyip Erdogan on the sidelines of the UN General Assembly. According to a report since deleted from a Somali-language periodical, Omar and the Islamist strongman discussed “issues involving Omar’s native Somalia and issues for Somalis in Minnesota. … The meeting ended with Erdogan asking Omar to voice her support for Turkey.”
A month later, Omar would take to Twitter to praise Turkey for providing airlifts for Somalis injured in a Mogadishu truck bombing.

The second volume of Winston Churchill’s The Second World War is titled “Alone”. Turkish President Recep Tayyip Erdoğan seems intent on preparing to apply that title to a volume in the series recording Turkey’s position in the ongoing Syrian war, now several years longer than WWII.
Over the last few years, he struck out on an ambitious program to expand Turkey’s and his influence to entanglements in foreign lands – Qatar, Somalia, Sudan, Libya, and Syria most of all. Now he finds his nation facing a vengeful Syrian leader undeterred in his drive to restore control over every square foot of Syrian land. Unlike his Syrian rival, Erdoğan does not enjoy unrestricted support for his military endeavours from a powerful third state.
To his dismay, he is learning too late that Russia’s President Vladimir Putin was happy to encourage Turkey’s distancing itself from the West and its accompanying increased dependency on Russia as it serves Putin’s interests, but not Turkey’s. Both the distancing and dependency will prove difficult to undo.
