Turkey and Russia have a centuries-long history woven together by eras of conflict and halfhearted cooperation. In recent years, the two countries have moved closer together under the increasingly authoritarian leadership of Turkish President Erdoğan and Russian President Vladimir Putin. In September, Turkey rebuffed NATO warnings and finalized a deal to purchase advanced S-400 air defense missile systems from Russia, a move Erdoğan called a matter of Turkey’s national security. Russia, Turkey, and Iran are also seeking deeper cooperation on Syria, where despite clashing interests, the three are negotiating an end to the conflict on their own terms. Finally, and after a brief halt in 2016 due to political tensions, Russia’s State Atomic Energy Corporation (Rosatom) is set to build a $20 billion nuclear power plant in southern Turkey, which some estimate to become operational by 2023.

Pinar Tremblay – October 4, 2017 – AL MONITOR – On Sept. 26, a day after the Kurdish referendum, Turkish President Recep Tayyip Erdogan gave a harsh speech criticizing Massoud Barzani, the leader of the Kurdistan Regional Government (KRG). Erdogan questioned what Barzani possibly could be expecting of this referendum given the fact that he cannot pay his own bureaucrats’ salaries and had to borrow $1.5 million from Turkey. Erdogan was disappointed that Barzani did not even bother to consult with him about this referendum. Erdogan said, “Up until the last minute, we did not expect Barzani to make such a decision [to hold the referendum], but we were wrong. In a time when our relations were at its best, we consider this decision [to be] treachery against our country.” Erdogan also emphasized his doubts about the voter turnout and legitimacy of the results of the referendum, while repeatedly highlighting Israeli meddling for an independent Kurdistan. Erdogan warned attempts at Kurdish independence would harm both Turkish-Israeli and Turkish-KRG relations. Still, he did not utter a word about other Arab countries’ support toward the KRG.

ANKARA – 5 Oct 2017 – Hurriyet – Turkey, Iran and Iraq will jointly decide on closing the flow of oil from northern Iraq, Turkish President Tayyip Erdoğan has said, as the three neighbors mull retaliatory moves after the Kurdistan Regional Government (KRG) voted for independence.
“In the case of northern Iraq, Iran, Iraq and Turkey will form a tripartite mechanism and will decide on shutting down the oil [from the KRG],” Erdoğan said. The KRG currently exports its oil to international markets via a pipeline that passes through Turkey.
