22 July 2021 – That’s correct. “State within a state” framework is false–on both ends. 1- it’s wrong re Hezbollah’s position, and 2- it’s wrong in identifying the Lebanese polity. Hence, the premise of US policy –“strengthening state institutions”– is both flawed and precisely pro-Hezbollah.

22 July 2021 – Similarly, it confuses the nature of Hezbollah with terminology like “non-state actor,” which it tries to resolves through the concept of hybridity. Those are likewise inadequate categories, which emanate in part from a misunderstanding of Lebanon as a “state.”

One problem with the paper, of course, is that it accepts the premise of a Lebanese “state,” which is merely the flip side of the “state within a state” fallacy. Both are wrong. Policy based on either is likewise flawed. Cf. https://hoover.org/research/does-us-need-lebanon-policy

While the paper is to be lauded for collating the areas of Hezbollah integration with so-called “state institutions,” and for trying to break away from flawed categories and frameworks, it remains partially trapped within them.
