MESOPOTAMIA NEWS : ISRAEL’S SOFT TOUCH WITH RED CHINA  (At the very basic level, Israel should continue to adapt its relations with Washington and Beijing to the era of great power competition. )

The Democrats on China, and the Significance for Israel

Shira Efron – 18 August INSS – Institute for National Security Studie  – ISRAEL

Even if Joe Biden enters the White House in 2021, US policy toward Beijing is not expected to change dramatically. The rivalry between the superpowers will continue – but it will likely be managed differently, and Israel would do well to prepare for this scenario

By Jonathan Fulton and Roie YellinekAugust 18, 2020 –  BESA Center Perspectives Paper No. 1,698, August 18, 2020 – ISRAEL

EXECUTIVE SUMMARY: While normalization between the UAE and Israel is probably not the game-changer some believe it to be, it does firm up a changing regional environment. The deal will create a new dynamic on three levels: domestic, regional, and international. Expect more pieces to fall into place soon as other countries adjust.

Court Finds Hezbollah Leadership, Syria Not Responsible for Hariri Assassination

MESOPOTAMIA NEWS RELEVANT SOURCES – Top of the Agenda
Court Finds Hezbollah Leadership, Syria Not Responsible for Hariri Assassination
An UN-backed tribunal in the Netherlands has begun issuing (Reuters) its ruling on the 2005 killing of former Lebanese Prime Minister Rafik Hariri, with the chief judge saying neither Hezbollah leadership nor Syria played a role. Hariri died in an explosion (National), allegedly carried out by Hezbollah members, that killed twenty-one other people, injured more than two hundred, and incited mass protests.

The court’s ruling has been delayed (Haaretz) for nearly two weeks as Lebanon struggles to right itself after explosions devastated Beirut and prompted the government to resign. Lebanon, already hamstrung by a multilayered economic and social crisis, is also dealing with a surge of coronavirus cases that could overwhelm (WSJ) its fragile health system.

Analysis
“Most people you speak to, even die-hard supporters of Rafik Hariri, do not believe that this is really justice because it’s been 15 years, because there were so many shifting alliances in the past 15 years, because Hariri’s son, [former Prime Minister Saad Hariri], himself in 2009 reconciled with Syrian President Bashar al-Assad,” Saint Joseph University’s Karim Emile Bitar tells Al Jazeera.

“The tragedy in Beirut—the result of decades of systemic negligence and lack of accountability—made clear that a new government, parliamentary elections, and new political parties will not be enough to save Lebanon. The Lebanese must rid themselves of the corrupt sectarian leaders and parties that have dominated the country for decades,” Mohamad Bazzi writes in Foreign Affairs.

MESOPOTAMIA NEWS ANALYSIS – LESSONS OF THE UAE BREAKTHROUGH: HOW WE GOT HERE, AND WHY THE U.S. ROLE REMAINS CENTRALby David Makovsky

PolicyWatch 3364 – August 17, 2020

Statements and actions by Israel and the UAE show how much regional decisionmaking is still shaped by U.S. assurances that enable parties to calibrate their cost-benefit analyses—an approach that could serve as a template for potential future Israel-Gulf ties.

In parsing the significance of the landmark August 13 announcement that Israel and the United Arab Emirates would be normalizing their relations, it is important to understand how U.S.-led diplomacy developed over the course of this year. It is fair to say that none of the participants foresaw this outcome at the start of 2020, and the manner in which they arrived there reveals the diplomatic dynamics between Washington, Israel, and Arab governments.

MESOPOTAMIA NEWS : CORONA SURPRISE ?

MESOPOTAMIA NEWS INTEL : Researchers find lost interview of MI6 officer who helped plan 1953 coup in Iran

AUGUST 18, 2020 BY JOSEPH FITSANAKIS INTEL ORG

British researchers have found a lost interview by a senior British intelligence officer who led the joint Anglo-American coup in Iran in 1953. The coup overthrew the democratically elected government of Prime Minister Dr. Mohammad Mossadegh and reinstalled the shah (king) of Iran, Mohammad Reza Pahlavi, a close Western ally. London was alarmed by Dr. Mossadegh’s decision to nationalize the Anglo-Iranian Oil Company (later renamed to British Petroleum, or BP), which would deny Britain its lucrative stake in the Middle Eastern energy market. The British also viewed Dr. Mossadegh as being too close to the Soviet Union.

MESOPOTAMIA NEWS : LEBANESE SHIITE LEADER NABIH BERRY CALLS ON ISRAEL VIA USA / PREFERS HARIRI LEADERSHIP Berri: Maritime Border Demarcation Finalized, Awaits Israeli Response Tuesday, 18 August, 2020 – 11:45 ASHARQ AL AWSAT Speaker Nabih Berri meets with US Assistant Secretary of State David Hale in Beirut (NNA). Lebanese Parliament Speaker Nabih Berri said that the negotiations with the US over the demarcation of the southern maritime borders were concluded, adding that he expected US Envoy David Schenker to convey the Israeli response in this regard soon. In talks with a small group of media professionals, Berri stressed that the only serious candidate to head the next government was Prime Minister Saad Hariri. Hariri “cannot say that he does not want that,” he underlined. Berri denied that Hariri had set conditions, including obtaining exceptional powers. He said that he expressed his view on his support to Hariri’s appointment to President Michel Aoun, French President Emmanuel Macron and other international officials who visited Lebanon. “There are many conditions, which Lebanon must meet in order to get out of its crisis,” Berri noted. While he refused to enter into the details of the next cabinet, he emphasized that it must be “a strong government that can make decisions and implement them, because the opportunity given to Lebanon is running out…” “There is no salvation for Lebanon unless everyone has the courage to go towards a civil state. Lebanon’s salvation can only be achieved by undertaking this constitutional surgery,” Berri stated. He noted that the Lebanese Constitution, especially Article (22) thereof, talked about a national parliament and a senate, in which spiritual families are represented and its powers be limited to crucial issues. Explaining his concept for a national parliament, the speaker said it should be established on the basis of equality between Christians and Muslims, without specifying the sectarian quota, while the representation of sects be limited to the senate, which is entrusted with crucial issues. Berri, on the other hand, revealed that the issue of the demarcation of the southern Lebanese maritime borders, which he has personally supervised for nearly 11 years, “has reached its end.” “We are about to set a date to announce the framework and the mechanism by which the demarcation will take place,” he announced, ruling out any disagreement with Aoun on this matter. He stressed that both Aoun and Hariri personally assigned him to manage this issue. “When the actual demarcation begins, the matter will be in the hands of the government, the army, and the presidency of the republic,” he explained. He noted in this regard that US envoy David Schenker would convey the Israeli response, stressing that his talks with US Assistant Secretary of State David Hale were “more than excellent.” Asked about the verdict that the Special Tribunal for Lebanon (STL) will issue in the assassination of former Prime Minister Rafik Hariri, Berri expressed relief at the statement by Hariri’s family, especially Saad Hariri, on the need to avoid problems and escalation in the Lebanese street. “I think that everyone is keen not to increase tension
