INSS Insight > The Changing of the Guard: Israel at the Outset of the Biden Era
- Nov 2020 – INSS – After a volatile and charged campaign marked by unexpected events and reversals, the American people chose Joe Biden, former Vice President, as their next President. The agenda of the President-elect, who will enter the White House on January 20, 2021, is replete with a host of urgent needs and challenges, but most share one feature: a change in policy, after four years of the Trump administration. What will the United States look like under Biden, and what are the implications of this new policy for Israel?

In relation to the Israeli-Palestinian conflict, the Biden administration can be expected to reaffirm principles of past Democratic administrations and reinstate the vision of two states for two peoples as the preferred resolution to the conflict; to reopen the PLO representative office in Washington; and to condemn unilateral Israeli measures, beside annexation initiatives, that have drawn no response from the Trump administration. These include settlement expansions and the demolition of Palestinian buildings, whether as an Israeli response to terrorism or to Palestinian construction in Area C. The administration can be expected to view this stance as contributing to the US ability to resume its role an acceptable mediator to the Palestinians, as well as to Israel.
The Iran issue will likely be the focus of the administration’s Middle East policy. In an opinion piece published during the campaign, Biden outlined his commitment to prevent Iran from attaining nuclear weapons and to return the United States to the JCPOA if Iran fulfills its obligations, as outlined in the agreement. All this, however, is a precursor to continued negotiations – together with European partners – to extend the limits stipulated in the deal, and address regional tensions in a revised agreement. Biden has been opaque on the Iranian demand, presented as a precondition for entering negotiations, that all sanctions are lifted and compensation is made for the consequences of the re-imposed US sanctions. In any scenario, whether negotiations are renewed or Iran takes further escalatory steps, Israel should anticipate gaps between its interests and those of the United States.

Was uns ausmacht: Der Verhaltensforscher Michael Tomasello legt eine übergreifende Entwicklungstheorie vor. Das Bewusstsein miteinander geteilter Intentionen spielt dabei eine Schlüsselrolle.
Was macht den Menschen zu einer besonderen Spezies? Und wie werden aus Kindern sozial kompetente Mitglieder einer Gesellschaft? Will man diese beide Fragen vor dem Hintergrund neuester wissenschaftlicher Erkenntnisse erörtern und sinnvoll miteinander verknüpfen, braucht es dafür exzellente Sachkenntnis. Die bringt Michael Tomasello ohne Zweifel mit. Als ehemaliger Max-Planck-Direktor und weltweit führender Experte auf dem Gebiet der Evolutionären Anthropologie haben er und sein Team über viele Jahre das Verhalten von Menschenaffen und Kindern vergleichend untersucht. Die Früchte dieser Arbeit sind nun in einem Buch zusammengetragen, in dem Tomasello eine Brücke schlägt zwischen Anthropologie und Entwicklungspsychologie. Zudem stellt er eine eigene Theorie vor, die hilft, den Prozess der Menschwerdung sowohl aus phylogenetischer als auch aus ontogenetischer Sicht zu verstehen.

Nov 2020 Iran’s President Hassan Rouhani said that Iran has suffered years of US “economic terrorism” and that now after the US election Iran hopes that the US will learn the lesson that Iran will not “submit” to US pressure. Iran’s regime is calculating that US President Donald Trump has lost the election is portraying itself as self-sufficient and strong in front of years of US pressure. The US walked away from the Iran deal in 2018 and has put “maximum pressure” on Iran led by men like Secretary of State Mike Pompeo, and Iran czar Brian Hook and Elliott Abrams. Abrams took on the Iran file from Hook in August. A hawk on Venezuela, he has barely settled into his role. Now it looks like these Trump powerhouses will be leaving office and Iran faces some tough choices. Iran’s foreign minister Javad Zarif was sent to Venezuela to shore up Iran’s role there and carve out some influence. Iran calculates on several frontlines at once. It wants the US to leave Iraq. It wants to open new relations with China. It has a pro-China lobby who argues that Rouhani should not grovel to the new US administration. It also wants to work with Europe and Russia but knows that Europe lacks substance and is mostly virtue-signaling. That leaves Iran with several options. It is suffering economic pressure and putting on a brave face while it builds new missiles and drones, hoping that the end of an arms embargo will mean it can sell its wares. Rouhani told the public on Saturday that “our people have been facing economic terrorism for the past three years, and in this regard, they have shown remarkable resistance, patience and unparalleled resilience.” Read the full report at The Jerusalem Post. |
