Die Rede von Strukturen hat Konjunktur. In akademisch gefärbten Debatten über Gerechtigkeit, Inklusion und Exklusion, Privilegien, Kapitalismus, Polizeigewalt oder Hautfarbe besagt der Verweis auf «Strukturen», dass man nicht über Einzelfälle spreche, sondern über Muster. Aus der Soziologie stammend, verweist «Struktur» auf Verhältnisse, die dem Bewusstsein, dem Willen und den Wünschen der jeweiligen Individuen vorausgehen und ihnen a priori übergeordnet sind.

Auf dieser Grundlage ist es etwa möglich, Menschen, die sich niemals rassistisch geäussert haben und die Rassismus explizit ablehnen, als Teilhaber einer rassistischen Struktur zu klassifizieren. Sie sind rassistisch, so die Annahme, weil die sie tragende Struktur rassistisch ist. Umgekehrt kann ein Mensch, der keine konkrete Benachteiligung erfahren hat, als Opfer einer diskriminierenden Struktur klassifiziert werden. Genau an diesem Punkt wird es spannend.

Main events of the past week
  • About a week and a half after the end of Ramadan, there is still a decrease in ISIS’s activity in the various arenas around the globe:
    • Syria: ISIS continued its attacks against the SDF in the Deir ez-Zor-Al-Mayadeen regionIn the Al-Raqqah region, two oil tankers of the Al-Qaterji company (which serves the Syrian regime) were targeted by gunfire. In the Aleppo region, a Syrian army camp near the Syrian-Turkish border was targeted by gunfire.
    • Iraq: This week there was a decrease in the number of attacks carried out by the ISIS operatives in the various provinces in the country. The Iraqi security forces managed to damage ISIS’s logistics infrastructure in Diyala Province, killing two commanders who played a key role in the attacks carried out during the month of Ramadan. The Iraqi army reported that it expects to receive state-of-the-art equipment that will significantly improve its surveillance and detection capabilities in the border region.
    • Africa: In Africa as well, there was a decrease in ISIS’s activity this week. There have been reports that Boko Haram leader Abubakar Shekau was seriously wounded in an attack carried out by operatives of ISIS’s West Africa Province and may have died of his wounds.
    • Asia: There was a decrease in activity in Afghanistan as well. Turkish security forces arrested an ISIS operative, a senior sabotage expert who specialized in manufacturing explosives and explosive belts and even trained ISIS operatives via the Internet.
  • The battle for hearts and minds: This week’s feature article in ISIS’s Al-Naba’ weekly was devoted to Jerusalem. The author stresses that the path of jihad advocated by ISIS is completely different from the path of “resistance” advocated by Palestinian organizations, led by Hamas, as well as the pro-Iranian Hezbollah. The author claims that the only way to liberate Jerusalem from Israel is through the jihad of Muslim believers and not through the activity of Hamas, Hezbollah, and Iran.

The Idlib region
  • During the week, exchanges of artillery fire continued almost daily between the Syrian army and the forces supporting it, and the rebel forces (Syrian Observatory for Human Rights, May 2021).
The Deir ez-Zor-Al-Mayadeen region
  • ISIS continued its attacks against the Kurdish SDF forces operating in the region, although this week there has been a decrease in the scope of the attacks.
  • The following are details about some of the attacks, according to ISIS’s claims of responsibility:
    • On May 23, 2021, an IED was activated near the home of an SDF fighter in the Basira region, about 15 km north of Al-Mayadeen. The house was destroyed.
    • On May 19, 2021, an SDF vehicle was targeted by gunfire in the Shahil region, about 10 km north of Al-Mayadeen. Two SDF commanders and a fighter were e killed, and two others were wounded. An IED was activated against a force arriving on the scene to provide assistance. Six SDF fighters, including a commander, were wounded. Two days later (May 21, 2021), three SDF fighters, including a commander, where shot and killed in the same area.
    • On May 19, 2021, an SDF force in Diban, about 3 km east of Al-Mayadeen, was targeted by gunfire and a rocket. Two fighters were killed.
Al-Raqqah region
  • On May 19, 2021, a lawyer working in the service of the SDF was targeted by machine gun fire in Karameh, east of Al-Raqqah. He was killed. In addition, two oil tankers belonging to the Al-Qaterji company (which serves the Syrian regime) were targeted by gunfire on a road east of Al-Raqqah. They were both put out of commission.
Al-Hasakah region
  • On May 24, 2021, an SDF vehicle was targeted by gunfire in the Shadadi region, about 50 km south of Al-Hasakah. The passengers on board were wounded.
Aleppo region
  • On May 20, 2021, a Syrian army camp was targeted by gunfire in the desert near the Syrian-Turkish border. Two rocket launchers were destroyed.
Southern Syria
  • ISIS claimed responsibility for killing two militia fighters in Khirbat Ghazala (in eastern Daraa), on the Damascus-Amman international highway. According to ISIS, one of the fighters had been acting in the service of Hezbollah, trying to convince residents to convert to Shiite Islam (24SY, May 21, 2021). It was also reported that persons unknown shot and killed Fawaz Abdel Karim al-Salkhadi, an ISIS operative, in Jassem, northern Daraa (24SY, May 21, 2021).

  • This week as well, ISIS operatives carried out attacks in the various provinces in Iraq, although there was a significant decrease in the number of attacks. The Iraqi security forces continued their counterterrorism measures against ISIS in the various provinces. The following is a list of attacks, mostly according to ISIS’s claims of responsibility.
Kirkuk Province
  • On May 23, 2021, Iraqi policemen were targeted by gunfire in the Riyad region, about 50 km southwest of Kirkuk. One policeman was killed and two others were wounded.
  • On May 22, 2021, an IED was activated against an Iraqi police vehicle in southern Daquq, in southern Kirkuk. The passengers on board were killed or wounded.
Salah al-Din Province
  • On May 22, 2021, an Iraqi army force was targeted by gunfire in the Yathrib region, about 40 km southeast of Samarra. The force was lying in wait for ISIS operatives in the area. One soldier was wounded.
  • On May 22, 2021, a Tribal Mobilization commander was shot dead near his home in Tarmiyah.
  • On May 21, 2021, a Tribal Mobilization commander’s house was attacked east of Tikrit. The commander was killed.
  • On May 20, 2021, an IED was activated against an Iraqi army vehicle northeast of Tuz Khormato, about 100 km northeast of Samarra. The vehicle was destroyed and the passengers on board were killed or wounded.
Al-Anbar Province
  • On May 22, 2021, an Iraqi Border Police patrol was ambushed and targeted by gunfire near the Iraqi-Saudi border. Several fighters were wounded.
Counterterrorism in Iraq
  • The Iraqi army announced that its forces were working in coordination with the US-led International Coalition to receive state-of-the-art equipment that will lead, in two months, to a significant improvement in the army’s surveillance and detection capabilities. With this equipment, it will reportedly be possible to seal the border between Iraq and Syria and prevent the infiltration of terrorist operatives into Iraqi territory (Al-Rafidiyoun, May 22, 2021).
Diyala Province
  • The Iraqi counterterrorism unit reported that it had killed two ISIS commanders who played a key role in the attacks carried out in the district during the month of Ramadan (Al-Hal, May 21, 2021). In addition, unit operatives destroyed several hiding places and caves used by ISIS in the region of the Hamrin Mountains, about 50 km northwest of Baqubah (Al-Sumaria, May 22, 2021).
Salah al-Din Province
  • The Iraqi army located an ISIS weapons cache near Lake Tharthar, southwest of Samarra. The catch contained two drones, a BKC machine gun, an RPG rocket launcher and rockets, hand grenades, as well as two cameras, among other things (Al-Sumaria, May 22, 2021).
Kirkuk Province
  • On May 22, 2021, the Popular Mobilization announced that its forces had located several guesthouses which served as logistics bases for ISIS. In the Popular Mobilization’s assessment, the location of those guesthouses will bring about a drastic decrease in ISIS’s capabilities to carry out attacks in the region (Al-Alam, May 22, 2021).
  • On May 22, 2021, the Iraqi army announced that it had arrested three ISIS operatives and neutralized seven IEDs. In addition, it reported that it had located an ISIS tunnel, seven Kalashnikov submachine guns, and explosives (Al-Sumaria, May 22, 2021).
The Sinai Peninsula
  • Egyptian army forces in Bir al-Abd carried out an operation against an ISIS terrorist cell in the village of Amouriya, after ISIS operatives commandeered a car, abducted the four passengers on board and escaped. Immediately after the abduction, Egyptian army forces pursued the operatives, with air support. They caught up with the abductors and confronted them. Four ISIS operatives were killed and three others were caught, along with their weapons and ammunition (Anbaa Sinaa, May 23, 2021).
  • A security patrol killed three terrorist operatives and arrested others in Bir al-Abd. Another operative was caught two days before while he was trying to plant an IED near the police station in Bir al-Abd (Anbaa Sinaa, May 23, 2021).
Summary of ISIS’s activity in the various provinces
  • This week, ISIS’s media outlets released an infographic summing up ISIS’s activity around the globe in May 13-19, 2021. According to the infographic, during this period, there was a significant decrease in the scope of ISIS’s activity in its various provinces. ISIS operatives carried out 39 attacks in the various provinces in Asia and Africa, compared to 131 in the previous week. The largest number of attacks was carried out in Syria (14). The attacks carried out in the other provinces: Iraq (9); Khorasan, i.e., Afghanistan (7); West Africa (4); Central Africa (2); India (2); Sinai (1) (ISIS’s Al-Naba’ weekly, Telegram, May 21, 2021). According to the infographic, 127 people were killed or wounded in the attacks, compared to 216 in the previous week. The largest number of casualties was in the province of Khorasan, i.e., Afghanistan (64). The other casualties were in the following provinces: Syria (33); Iraq (11); West Africa (10); Central Africa (7); Sinai (2) (Al-Naba’ weekly, Telegram, May 21, 2021).
  •  The infographic indicates a significant decrease in ISIS’s attacks around the globe after the month of Ramadan. In addition, the data reveals that there has been a decrease in the scope of ISIS’s activity in Africa, and that the largest number of casualties was in Afghanistan.

Africa

Nigeria

  • According to a source close to Boko Haram, ISIS’s West Africa Province took advantage of the month of Ramadan to initiate clashes with Boko Haram operatives and seize control of their weapons. It was further reported that some of Boko Haram’s commanders had joined ISIS’s West Africa Province (CNN, May 21, 2021). According to several reports, Boko Haram leader Abubakar Shekau was seriously wounded in an attack carried out by operatives of ISIS’s West Africa Province in the Sambisa Forest, south of Maiduguri, in northeastern Nigeria, and may have died of his injuries. The Nigerian army reported that it was examining the information (CNN, May 21, 2021; The Guardian, May 22, 2021). According to a report in The Wall Street Journal, the death of Boko Haram’s leader has been confirmed (The Wall Street Journal, May 21, 2021).
  • The fighting between Boko Haram and ISIS’s West Africa Province (many of whose operatives are former Boko Haram operatives who left the organization after not recognizing Shekau’s authority) is another manifestation of the rift between ISIS’s supporters and Shekau’s supporters. Shekau’s death could significantly weaken Boko Haram and, at the same time, strengthen ISIS’s West Africa Province.
  •  Shekau took control of Boko Haram (then still called Jama’at Ahl al-Sunna lil-Da’wa wal-Jihad) in 2009 and significantly intensified its violent activity. In 2014, he even declared himself a caliph in the city of Gwoza in Borno State, in northeastern Nigeria. That same year he gained worldwide fame for abducting about 300 schoolgirls in Chibok, in Borno State. About 100 of these schoolgirls are still missing. After a year in which the Nigerian army carried out military operations against him, with the help of forces from Cameroon, Chad and Niger, he lost control of Gwoza. In 2016, operatives who had left Boko Haram established ISIS’s West Africa Province (CNN, May 21, 2021; The Guardian, May 22, 2021).

Democratic Republic of the Congo
  • On May 24, 2021, ISIS operatives attacked a Congolese army camp near Kanjabai Prison, in the Beni region, about 50 km west of the Congo-Uganda border. Two soldiers were killed in the exchange of fire. ISIS operatives set fire to the camp.
Niger
  • On May 22, 2021, a Nigerien police headquarters was targeted by gunfire on the Chetimari-Maine-Soroa road, about 40 km west of Diffa, near the Nigeria-Niger border. One policeman was killed and several others were wounded. ISIS operatives seized weapons and ammunition.
Mali
  •  ISIS’s Al-Naba’ weekly published an article about the execution of a sentence handed down against three criminals in an open market in the Tin-Hama region in southeastern Mali. This is a region far from the control of the central government, which has been taken over by global jihad elements. According to ISIS, following complaints from local residents, ISIS operatives detained three people in the area between Gao and Menaka, in southeastern Mali. The three were tried and sentenced to amputation of their hands and feet. According to the article, the sentence was carried out according to Sharia law for the crime of Ḥirābah, a particularly violent robbery which, according to Sharia law, requires a severe punishment (Al-Naba’ weekly, Telegram, May 21, 2021). In the absence of a stable government in the area in question, ISIS operatives have apparently managed to establish a form of governance over the local population and to impose Sharia law (www.longwarjournal.org, May 23, 2021).

Asia

Afghanistan
  • This week, ISIS continued to carry out attacks, mainly against the Afghan security services. Most of the attacks were carried out in Jalalabad. Following are several noteworthy attacks, according to ISIS’s claims of responsibility:
    • On May 24, 2021, an IED was activated against a vehicle of the Afghan Intelligence in Jalalabad. Six intelligence personnel were killed and three others were wounded.
    • On May 22, 2021, an Afghan Intelligence “spy” was targeted by gunfire in a town in the Kunar Province. The “spy” was killed.
    • On May 19, 2021, two Afghan policemen were targeted by gunfire in Jalalabad. Both were killed.
    • On May 18, 2021, an IED was activated against an Afghan police vehicle in Jalalabad. One policeman was killed and three others were wounded.
Turkey
  • As part of the Turkish security forces’ counterterrorism activity, a senior ISIS sabotage expert was arrested in Istanbul on May 24, 2021. He had apparently planned to carry out terrorist attacks in Turkey. The detainee, Mustafa Abd al-Wahhab Sufi Mahmoud, 22, a native of Egypt, traveled to Syria, where he joined the ranks of ISIS and specialized in manufacturing explosives and explosive belts for ISIS. He also trained ISIS operatives on how to manufacture explosives via the Internet. After leaving Syria, he returned to Egypt and from there he moved to Turkey (www.turkeynow.news, May 24, 2021).
The battle for hearts and minds
The liberation of Jerusalem from the perspective of ISIS
  • The feature article of ISIS’s Al-Naba’ weekly, entitled The Road to Jerusalem, deals with Jerusalem, in view of recent events in the city and the fighting in the Gaza Strip. The article states that the only way to liberate Jerusalem from Israel is through the jihad of Muslims believers and not through the activity of Hamas, Hezbollah, and Iran.
  • The article begins by stating that people used to say that “all roads lead to Rome,” but the truth is that only one road leads to Rome, and that is the road that leads to Mecca, Jerusalem and Andalusia. It is also the same road that leads to Baghdad, Damascus and the other capitals and fortresses of the Muslims, which have become hostages and were stolen from the Muslims. The author further notes that Jerusalem is a “debt to be repaid and a promise to be kept.”
  • The author stresses that the path of jihad advocated by ISIS is completely different from the path of “resistance” advocated by Palestinian organizations, led by Hamas, as well as the pro-Iranian Hezbollah. Therefore, Muslims should choose the path of jihad and not the path of “resistance.” The author adds that jihad fighters in Iraq, Afghanistan and Africa are closer to Jerusalem than those who claim to be assisting it (i.e., Hamas) because their path is corrupt. Those who created rifts in Islam, turned their backs on ISIS and collaborated with the “objectors” (a derogatory term for the Shiites) and with the “tyrannical” Arab regimes, will not liberate Jerusalem, and only the Muslims who adhere to their faith will do so.
  • In conclusion, the author states that ISIS does not exaggerate the importance of Jerusalem and does not distinguish it from other issues of the Islamic nationHe calls on all jihad fighters everywhere to help their “brothers in Palestine;” Anyone who cannot fight the Jews in Palestine must fight them outside Palestine. They must also fight against the allies of the Jews and the Arab and foreign regimes that support them (Al-Naba’ weekly, Telegram, May 21, 2021).

Overview
  • During the Israeli military operation in Gaza (“Guardian of the Walls”), senior Iranian officials maintained constant contact with the senior leaderships of Hamas and Palestinian Islamic Jihad. During the military escalation, the Commander of the IRGC’s Qods Force, Esmail Qa’ani, spoke on the phone with the head of Hamas’ politburo and the secretary general of Palestinian Islamic Jihad and stressed to them Iran’s support for the Palestinians. In addition, Qa’ani sent a message of support to the head of the Hamas’ military wing and the commander of Palestinian Islamic Jihad’s military wing. At the end of Israel’s military operation, the supreme leader of Iran issued a statement of support to the Palestinians and congratulated them for their “victory against the Zionist regime.” At the same time, the commander of the IRGC spoke with the head of Hamas’ politburo and the secretary general of Palestinian Islamic Jihad and vowed to maintain Iran’s support to the factions.
  • On May 22, following the visit of the Iranian minister of foreign affairs to Damascus, Iran opened a consulate in the city of Aleppo.
  • The Iranian minister of defense met with deputies of the ministers of trade and industry in Syria and discussed with them the participation of conglomerates linked to the Iranian ministry of defense in Syria’s reconstruction.
  • The Reuters news agency published a report claiming that over the past year, Iran established several small pro-Iranian factions, made up of several hundreds among the central Shia militias operating in Iraq. These groups answer directly to the Qods Force of the Islamic Revolutionary Guards Corps (IRGC) and are responsible for a series of attacks carried out in recent months against American forces in Iraq. According to this report, the establishment of these factions is intended to allow Iran to overcome the challenges it now faces due to Soleimani’s assassination, and act in a more clandestine manner while using new tactics, such as the deployment of armed unmanned aerial vehicles (UAVs).
  • Iranian President Rouhani spoke on the phone with the Iraqi Prime Minister, al-Kazimi, and stressed the need to expand the economic ties between the two countries and accelerate the implementation of the plan to lay a railway from western Iran to Basra in southern Iraq, which was recently approved by the Iraq government.
  • Meanwhile, Israeli Prime Minister Benjamin Netanyahu declared during his meeting with the German minister of foreign affairs that the armed UAV that was spotted and downed by the IDF in the Valley of Springs region (near the Jordanian border) on May 18, was deployed to Israel by Iran, from either Iraq or Syria.
Iranian Involvement in Syria
  • On May 22, Iran opened a consulate in Aleppo. The consulate was opened following the visit of the Iranian Minister of Foreign Affairs, Mohammad Javad Zarif, to Damascus. During the visit, held on May 12, Zarif discussed the opening of the new consulate with senior regime officials, chief among them President Assad. The Iranian Ambassador to Damascus, Mehdi Sobhani, attended the opening ceremony of the consulate. The Iranian and Syrian ministers of foreign affairs participated in the ceremony via video link (ISNA, May 22).
  • On May 19, the Iranian Minister of Defense, Amir Hatami, met with Jamal Eddin Ibrahim Shuaib, the Syrian Deputy Minister of Internal Trade, and with Jamal al-Ammar, the Syrian Deputy Minister of Trade. Hatami remarked during the meeting that the conglomerates belonging to Iran’s Ministry of Defense are willing to participate in Syria’s reconstruction and providing Syria’s needs. He stressed that Iran will continue to assist Syria in preserving its territorial integrity and its reconstruction. The two Syrian deputy ministers thanked the Iranian minister of the support of the Islamic Republic of Iran to the Syrian regime throughout the years of the civil war, and welcomed the participation of Iranian businessmen, from the private and public sector, in the reconstruction of their country (ISNA, May 19).
Iranian Involvement in Iraq
  • A report published by the Reuters news agency (May 21) claimed that over the past year, Iran established a number of small pro-Iranian factions made up of several hundreds of fighters, which were carefully selected by the IRGC from the ranks of the pro-Iranian Shia militias operating in Iraq. These units, whose commanders answer directly to the Qods Force of the IRGC, are responsible for a series of attacks carried out in recent months against American forces in Iraq and targets in Saudi Arabia. Iraqi military sources, commanders of militias and Western diplomats told Reuters that the establishment of these factions is intended to allow Iran to overcome the challenges it is facing following Qasem Soleimani’s assassination. His successor, Esmail Qa’ani, does not enjoy the same clout Soleimani enjoyed among the Shia militias. In addition, the pro-Iranian militias are forced to operate more clandestinely due to the growing popular opposition in Iraq to Iranian meddling in the country. The establishment of the small factions and focusing on work with them, rather than with the large Shia militias in Iraq, allows Iran to operate more secretively, while using new tactics such as drone strikes. The report also claimed that in late 2020, at least 250 fighters arrived in Lebanon to participate in training led by IRGC advisers and Hezbollah members on the use of UAVs, rocket fire, laying explosive devices, and propaganda on social media.
  • On May 17, the President of Iran, Hasan Rouhani, spoke on the phone with the Iraqi Prime Minister, Mustafa al-Kazimi, on the occasion of Eid al-Fitr. Rouhani told al-Kazimi that Iran sees Iraq’s stability and security as an indispensable element of its own security, and stressed the need to maintain cooperation between the two countries in the campaign against ISIS. Rouhani also called for expanding economic ties between the two countries and highlighted the need to accelerate the implementation of the project to lay a railway connecting the city of Shalamcheh in western Iran to Basra in southern Iraq; the project was recently approved by the Iraqi government. Rouhani remarked that Iran and Iraq can financially afford the implementation of the project Addressing the attacks of Iraqi protesters on the Iranian consulate in Karbala on May 9th, Rouhani called on the Iraqi government to act forcefully to prevent any harm to Iranian diplomatic missions within its borders (ISNA, May 17).
  • The Iranian Ambassador to Baghdad, Iraj Masjedi, met with the Iraqi Minister of Agriculture, Karim al-Khafaji, and discussed expanding economic cooperation between the two countries in the spheres of agriculture, and coordinating the visit of the Iraqi minister of agriculture and an economic delegation from Iraq to Iraq. The two also discussed the bans that Iraq placed on the import of several agricultural products from Iran (IRNA, May 17). In late 2017, Iraq banned the import of several Iranian agricultural goods, arguing that it can produce sufficient quantities on its own.
  • On May 25, a parliamentary delegation headed by the Iraqi Deputy Speaker of Parliament, Hassan al-Kaabi, arrived for a visit in Tehran to participate in a special conference with representatives from 15 parliaments of Muslim countries to discuss the question of Palestine, following the Israeli military operation in Gaza. During the visit, the delegation met with the Deputy Speaker of the Majlis, Amir Hossein Ghazizadeh Hashemi, and discussed expanding parliamentary and economic ties between the two countries (ISNA, May 24).
Iranian Involvement in the Palestinian Arena
  • On May 15, the Commander of the IRGC’s Qods Force, Esmail Qa’ani, spoke on the phone with the Head of Hamas’ Politburo, Ismail Haniyyeh, and discussed the fighting between Israel and the Palestinians. Qa’ani praised the acts of “resistance” against the “Zionists” and stressed Iran’s support for the Palestinians in light of the “aggression and crimes of the Zionist enemy in Jerusalem and Gaza.” Shortly after, Qa’ani also spoke to the secretary general of Palestinian Islamic Jihad, Ziad al-Nakhleh, and stressed that Iran is standing by the Palestinians who are defending their land and their rights. He also praised the improvement in the weaponry used by the Palestinian factions against Israel (Fars, May 15).
  • On May 20, Esmail Qa’ani sent a message of support to the Head of Hamas’ Military Wing, Mohammad Deif, and the Commander of the Military Wing of Palestinian Islamic Jihad (“al-Quds Brigades”), Akram al-Ajouri. Qa’ani congratulated Hamas, the Palestinians, and the residents of Gaza, and proclaimed that through their unity and perseverance, they were able to destroy the pridefulness of the Israeli Army and proved that they are capable of inflicting heavy losses to it, making the enemy experience the taste of horror and defeat. He added that the Palestinians proved that Jerusalem is not alone, and its rights can not be erased. Qa’ani expressed confidence in the victory of the Palestinians and liberation of Jerusalem and stressed that Iran will continue its support for the Palestinians until the destruction of the “Zionist regime” (al-Mayadin, May 20).
  • On May 16, Ali-Akbar Velayati, the Adviser on International Affairs to the Supreme Leader of Iran, who is also the executive director of the International Association for Muslim Awakening, spoke on the phone with the Secretary General of Palestinian Islamic Jihad, Ziad al-Nakhleh, and discussed developments in Gaza. Velayati declared that the defense of the Palestinian people is the obligation of all Muslims worldwide, and praised the heroism of the Palestinians, promising that Iran will maintain its support for them until the liberation of Jerusalem. Al-Nakhle thanked Iran for its support for the Palestinians and asserted that the “resistance” and defense of the al-Aqsa mosque will persist until the final victory. On May 17, Velayati also spoke with the Head of Hamas’ Politburo, Ismail Hanniyeh, and congratulated him for the Palestinians “victories” (ISNA, May 16-17).
  • The Head of Hamas’ Politburo, Ismail Hanniyeh, sent another message to the Supreme Leader of Iran, Ali Khamenei, detailing the developments in the fighting between Israel and the Palestinians. Hanniyeh updated Khamenei regarding his diplomatic efforts to stop Israel’s actions, and highlighted the need to rally the Muslim, Arab and international community to stop the “enemies of the Zionist enemy” (Fars, May 18). This is Hanniyeh’s second letter to Khamenei since the start of the Israeli military operation in Gaza.
  • In his meeting with Heiko Maas, the German Minister of Foreign Affairs, Israeli Prime Minister, Benjamin Netanyahu, stated that Iran deployed and armed UAV into Israel from Iraq or Syria. He presented the German minister with an Iranian UAV that was identified and shot down in the area of the Valley of Springs on May 18, and stated that Iran provides the infrastructure terrorist organizations rely upon. The UAV entered through Jordanian territories and was shot down after being tracked by Israel’s air defense units (Ynet, May 20).
  • A rally in support of the Palestinians was held on May 19th in Tehran. During the rally, participants chanted against Israel and the United States and in support of the Palestinians. The rally was attended by the Commander of the IRGC, Hossein Salami, and the Representative of Hamas in Iran, Khaled Qodoumi, who thanked Iran for its support for the Palestinian “resistance.” Salami addressed the Palestinian people, wished for their speedy victory and proclaimed that “today, we are all Palestinians.” He detailed the accomplishments of the Palestinians, stating that for the first time in 60 years, thousands of missiles were launched toward Tel Aviv, and that nowhere is safe for the Zionists, and all the Iron Dome systems could not counter with thousands of Palestinian missiles. Salami asserted that Israel’s defeat attests to the defeat of the United States, and that the Americans were the first to depart Tel Aviv and can no longer rescue Israel. He added that the Palestinian cause has become international and is not limited to Gaza and the West Bank alone (Fars, May 19).

  • Following the ending of the Israeli military operation in Gaza, the Supreme Leader of Iran, Ali Khamenei, published a message of support for the Palestinians, in which he congratulated them for their “victory of the Zionist regime,” which had to concede its defeat, according to him. He claimed that Palestine will become stronger day-by-day, while Israel will grow even weaker. He added that the decision when to start and end the conflicts is that of the Palestinian leadership themselves, but the preparation for the fight is ongoing. Khamenei called on Muslim governments to support the Palestinians and provide them with military and financial assistance and help them in rebuilding the infrastructure and destruction in Gaza. The supreme leader of Iran also called to prosecute the heads of the “Zionist regime” in international courts, including prime minister Netanyahu personally. President Hasan Rouhani remarked that the Palestinian people achieved a great victory over the “occupying Zionist entity” and that the Palestinian people everywhere came together during the conflict (Fars, May 21).
  • The IRGC also issued a statement welcoming the “great victory of the Islamic resistance in Palestine.” The statement claimed that the operation brought Israel’s destruction closer and proved that the Zionists are the ones who from now on will have to leave in fear and terror while running to shelter. The statement also asserted that “the occupiers” know well that they will not be able to continue to oppress and kill innocent Palestinians, and that the Palestinian factions will no longer pay heed to Israel’s empty threats (Tasnim, May 21).
  • On May, the Commander of the IRGC, Hossein Salami, also spoke with the Head of Hamas’ Politburo, Ismail Hanniyeh. Salami praised the accomplishments of the “Palestine’s resistance groups” in the fight campaign against Israel and stated that Iran is willing to assist the Palestinians and the “forces of resistance” in all spheres. Hanniyeh thanked Salami for Iran’s support for the Palestinians. Shortly afterwards, Salami also spoke on the phone with the Secretary General of Palestinian Islamic Jihad, Ziad al-Nakhleh, and stressed Iran’s unyielding support for the Palestinians (IRNA, May 21). The Spokesman of Palestinian Islamic Jihad, Abu Hamza, expressed his appreciation for Iran’s role and all the forces of the “resistance axis” that provided weaponry and knowledge and bolstered the hardware and technical capabilities of the organization (al-Mayadin, May 21).

Scarcely a day passes without a major British institution announcing it is ‘decolonizing’ itself. Most recently it was the turn of Shakespeare’s Globe, which announced a series of ‘anti-racist Shakespeare webinars’ as part of its ‘commitment to decolonizing the plays of Shakespeare’. That brought me up short. At the time of Shakespeare’s birth, England didn’t have any colonies, although other European states did. True, The Tempest can be read as a metaphor for colonialism, with Prospero taking Sycorax’s island from her and enslaving Caliban, but Prospero is Milanese, not British. And it’s not exactly an argument in favor of colonial rule. Prospero wants nothing more than to return to Milan to reclaim his dukedom. He’s only on the island because his brother usurped him — he didn’t colonize it to enrich himself or his royal patron.

MESOPOTAMIA NEWS  -UNHRC to call for arms embargo against Israel along with war crimes probe

The United Nations Human Rights Council is set to vote Thursday on a resolution that would call for an arms embargo against Israel and would create a permanent fact finding commission to investigate it for war crimes against Palestinians. 

If approved at Thursday “special session” the 47-member UNHRC the “commission of inquiry’ would begin looking at incidents that occurred both before and after April 13, 2021. The decision to call for such a probe was sparked by the 11-day IDF-Hamas war and was submitted by the Palestinian Authority and Pakistan on behalf of the Organization of Islamic Cooperation.It would mark the first time that the UNHRC created a permanent fact-finding mission with respect to any UN member state.

New ECFR report | Free to choose: A new plan for peace in Western Sahara / EUROPEAN COUNCIL ON FOREIGN RELATIONS

·         The recent violent end of the ceasefire in Western Sahara means the EU and the UN should pay renewed attention to resolving the longstanding conflict between the native Sahrawis and Morocco. 

·         Various peace-making efforts over the years have led the Sahrawis’ representative organisation, Polisario, to make concessions to Morocco. However, Morocco remains insistent on an autonomy option for the Sahrawis – not independence. 

·         The UN should pursue a “free association” option for Western Sahara – a third way that offers a realistic means of fulfilling Sahrawi self-determination. 

·         France, along with the US, should encourage this by removing their diplomatic protection for Morocco both within the EU and at the UN. 

·         Correctly aligning the EU’s political and trade relations will be vital to bringing this conflict to a close. It is in EU member states’ interest to ensure a stable southern neighbourhood. 

This year marks the anniversary of the creation of the UN Mission for the Referendum in Western Sahara (MINURSO). The mission was originally tasked with laying the groundwork for Sahrawi self-determination while monitoring a ceasefire between Morocco and Polisario – the Western Sahara national liberation movement. Yet, three decades later, the UN has little to show.  

In a new report -  Free to choose: A new plan for peace in Western Sahara  - by the European Council on Foreign Relations, authors Hugh Lovatt and Jacob Mundy argue that a diplomatic solution to the Western Sahara conflict is possible – one that can preserve each side’s core interests and fulfil the Sahrawi people’s right to self-determination in a manner consistent with international law and political realism. But this will still require both sides to make concessions to get what they want.  

Drawing on interviews with serving and former officials, and with leading experts and academics, this paper argues that, at this critical juncture, European governments – including those with a seat on the UN Security Council – must urgently relaunch a viable UN-led peace process in the Western Sahara. In doing so, they should avoid repeating the mistakes of old.

“For far too long, the UN peace process in Western Sahara has drifted aimlessly without a clear path forward, and now the ceasefire has broken down. To stop the situation from spiralling out of control, the people of Western Sahara will need to see credible, non-partisan engagement from the UN Security Council and EU countries”, highlights Jacob Mundy.

As Hugh Lovatt emphasises: “The European Union has a core interest in reaching a just and sustainable solution to the Western Sahara conflict. It can play an important role in supporting UN-led negotiations. But to do so, it will need to re-align its political and trade relations.”
