An article in Iranian media looked to a Russian political analyst to understand how Russia might aid Iran in its own ambitions in the region. “The main goal of the United States in the Middle East and Central Asia at the moment is to create problems for strong political and economic partnerships,” the article notes.

Iran’s media frequently have long interviews when they try to project their own beliefs through the interviewed expert. This interview should be seen in that light.

“It is completely wrong and incorrect to interpret this as some sort of expulsion or something else,” Kremlin Spokesman Dimitry Peskov said, rejecting media reports that the move was a diplomatic goodwill gesture made by Turkey to the United States. Washington and Ankara are at diplomatic loggerheads over the latter’s acquisition of the system from Russia in 2019.

Last week, Bloomberg said Turkey sending the technicians back to Russia was a signal of its willingness to compromise ahead of a meeting between U.S. President Joe Biden and Turkish President Recep Tayyip Erdoğan on the sidelines of a NATO summit in Brussels on June 14.

SPREADING INSTABILITY IN PERU AND GROWING CONCERNS OF SENDERO REVIVAL

  • Growing instability in Peru could lead to the resurgence of Sendero Luminoso, a Maoist insurgent group with a history of bloodshed and violence.
  • Two weeks ago, 16 people were massacred in the district of Vizcatan, a Sendero stronghold, and Sendero propaganda was left next to the bodies.
  • Peru’s economy has been devasted by the pandemic, which could push more people into the illicit economy, strengthening narco-terrorist groups.
  • Peru’s election and the potential for a renewed insurgency could test the Biden administration’s pledge to devote more resources to Latin America.
With votes from Peru’s election on Sunday still being counted, there is widespread concern throughout the country that growing instability could lead to the resurgence of Sendero Luminoso (Shining Path), a Maoist insurgent group with a history of bloodshed and violence that terrorized Peru in the 1980s and 1990s. Overall, nearly 70,000 Peruvians, mostly unarmed civilians, were killed in fighting between the government and the insurgents. Following what has been labeled a “dirty war” for the savagery and indiscriminate brutality and human rights violations by all parties, Sendero Luminoso was crippled by the capture of its leader, Abimael Guzman in 1992. Following his capture and arrest, Sendero fractured into smaller splinter groups, and began focusing more on criminal activities than insurgency and terrorism, though there are still sporadic attacks against law enforcement and security forces. Reflecting this experience, during Peru’s term as Chair of the UN Security Council Counter-Terrorism Committee, they spearheaded negotiations and adoption of a resolution focused on the intersections of terrorism and organized crime – unanimously adopted as Resolution 2482 (2019).

But recent developments in Peru could suggest that a Sendero splinter group—the Militarized Communist Party of Peru—is making a comeback. Two weeks ago, sixteen people, including children, were massacred in the district of Vizcatan, located in Peru’s valley of the Apurimac, Ene and Mantaro rivers (often referred to as VRAEM), one of the leading coca-growing regions in the world and long a hotspot for terrorists, criminal organizations, and narco-traffickers. Attached to the dead bodies were pamphlets and propaganda attributed to a Sendero Luminoso splinter group. The VRAEM has been under a state of emergency since 2003 and is largely beyond the reach of the government. It is estimated that hundreds of thousands of peasant families in this region are employed by the illicit narcotics trade, as its value chain from farming to refinement to distribution has provided livelihoods to generations of Peruvians. This is especially the case in areas of the country where the government offers little to them. Because this is the case, the Peruvian police and military’s heavy-handed counternarcotics strategy and attempt to eradicate coca growing has often been counterproductive in “winning hearts and minds” of the population, one of the primary objectives of counterinsurgency.

During Sendero Luminoso’s apex in the 1980s, Peru was the world’s leading producer of coca leaf and coca paste. The COVID-19 pandemic has devastated Peru’s society and economy and if economic troubles persist, as many economists have forecasted, it will push more people below the poverty line. This could lead to more people searching for work in the informal economy, which includes the coca trade and illicit narcotics smuggling and trafficking. Last year, Peru’s gross domestic product (GDP) contracted by 11 percent. With 213 deaths per 100,000 people, Peru has the highest per capita COVID-19-related death rate in the world. Political volatility and widening socio-economic inequality have further attenuated Peru’s democratic institutions, and could benefit terrorist, insurgent, and criminal organizations looking to take advantage of mounting anger against the government to recruit new members and grow their organizations.

As occurred elsewhere throughout Latin America, including in Bolivia, Chile, and Colombia, Peruvians took to the streets to participate in massive protests toward the end of 2020. Still, even a looming change in leadership will do little to assuage ordinary citizens—both current presidential candidates remain largely unpopular. First time candidate Pedro Castillo of the far-left Free-Peru Party is a rural schoolteacher who skyrocketed to prominence for his role in leading a teachers’ strike. Castillo has been slandered for his party’s Marxist-Leninist policies and accused of having sympathies for Sendero Luminoso front group The Movement for Amnesty and Fundamental Rights (MOVADEF) and its extreme far-left ideology, allegations Castillo forcefully denies. The other candidate for president is Keiko Fujimori, leader of the Popular Force party, who holds a slight lead following Sunday’s election as votes continue to be tallied. Keiko is the daughter of Peru’s former president Alberto Fujimori, whose claim to fame is the draconian war he waged on Sendero Luminoso in the 1990s. The former president is currently serving a 25-year prison sentence for corruption and other abuses. Upon taking office, the Biden administration has pledged to devote more attention and resources to Latin America than previous administrations had done. Peru’s election and the potential for a renewed insurgency in its rural hinterlands will be a test case to see if Washington will keep its promise, or continue to be consumed with ongoing crises in the Middle East and other traditional hotspots. Moreover, while many countries have focused counterterrorism concerns on the increased profile of violent far-right groups, the resurgence of groups like Sendero, and the possibility of similar iterations as the pandemic devastates economies and communities across the globe, will reiterate the need for international counterterrorism approaches that can be tailored to a wide range of threats.

Über Jahre hat die Bundesregierung alle politischen Argumente gegen die Gaspipeline Nord Stream 2 beiseite gewischt: Es sei ein ausschließlich wirtschaftliches Projekt, das der Ukraine nicht schaden werde, denn Deutschland werde dafür sorgen, dass sie weiter Transitland für russisches Gas bleibe. Als gehe es bei Nord Stream 2 wirklich vor allem um Wirtschaft, wurde von den Befürwortern viel über die – durchaus bedeutenden – Einnahmen der Ukraine aus dem Gastransit geredet, das eigentliche Argument gegen die Pipeline aber ignoriert: Dass die Ukraine verwundbarer für politische und militärische Attacken aus Russland würde, sollte der Kreml nicht mehr wirtschaftlich vom ungestörten Transit seines wichtigsten Exportguts durch das Land abhängig sein.

RUSSIAN INTELLIGENCE ACTIVITY in Germany has reached levels not seen since the days of the Cold War, while espionage methods by foreign adversaries are now more brutal and ruthless, according to the country’s spy chiefs. These claims were made by Thomas Haldenwang, who leads Germany’s Agency for the Protection of the Constitution (BfV), and Bruno Kahl, head of the Federal Intelligence Service (BND), which operates externally.

The two men spoke to the Sunday edition of Die Welt, one of Germany’s leading newspapers. Their joint interview was published on June 6. Haldenwang told Die Welt am Sonntag that the presence of Russian spies on German soil reflects Moscow’s “very complex intelligence interest in Germany”. Accordingly, Russia has “increased its [espionage] activities in Germany dramatically” in recent years, said Haldenwang.

The counterintelligence chief added that Russia has a “large number of agents” that are currently active in German soil. Their goal is to try to “establish contacts in the realm of political decision-making”. One of many topics that the Kremlin is intensely interested at the moment is the future of Russia’s energy relationship with Germany, according to Haldenwang.

At the same time, Russia’s espionage methods are becoming “coarser” and the means that it uses to steal secrets “more brutal”, said the spy chief. Kahl, his external-intelligence colleague, agreed and added that Germany’s adversaries are “employing all possible methods […] to stir up dissonance between Western states”. Their ultimate goal is to “secure their own interests”, concluded Kahl.

However, despite Russia’s increased intelligence activity in Germany, the most serious threat to the security and stability of the German state is not Moscow, but domestic rightwing extremism, said Haldenwang. Notably, the German spy chief discussed the unparalleled rise of rightwing rhetoric on social media and websites. Such propaganda is being spread by people that he termed “intellectual arsonists”. Their “hate-filled messages” are essentially anti-democratic, said Haldenwang.

Turkish Cypriot journalists are receiving direct threats for reporting on Sedat Peker’s allegations, Nuri Sılay told the agency.

Peker had revealed details on the murder of Turkish Cypriot journalist Kutlu Adalı, accusing former interior minister Mehmet Ağar of hiring his brother Atilla Peker for the assassination.

Damit war ich gemeint. Konkrete Grundlage der Schlussfolgerung über meine vermeintliche Parteizugehörigkeit war, dass ich die „Gemeinsame Erklärung 2018“ mitunterzeichnet hatte. Der Verlauf der Vereinssitzung erinnerte mich an Kafkas „Prozess“, ich zitierte in meinem Beitrag den Kernsatz des Protagonisten: “Jemand musste Josef K. verleumdet haben, denn ohne dass er etwas Böses getan hätte, wurde er eines Morgens verhaftet.“

Da es vor Ort kaum andere Therapiemöglichkeiten gibt – deshalb ist der Verein überhaupt gegründet worden – wären die Folgen für die betroffenen Kinder fatal. Offensichtlich war dieser Mutter aber die Zukunft ihres und anderer Kinder weniger wichtig als die Gefahr, dass die Kinder in den Dunstkreis des Teufels in Parteigestalt kommen könnten.

Chaim Noll hat in seinem Artikel „Die Rückkehr zum Menschenopfer“ beleuchtet, dass Menschenopfer in der gesamten Menschheitsgeschichte nicht selten, in der Antike sogar durchaus üblich waren. „Das Opfern von Kindern war alltäglich. Die Juden wurden, indem sie es verboten, zu unbeliebten Außenseitern.“
