China ist als einzige große Volkswirtschaft im Jahr 2020 gewachsen. Um 2,3 Prozent. Deutschland (minus 5), Europa (-6), USA (-3,5) und auch die Welt insgesamt (-3,3) sind wirtschaftlich geschrumpft. Es setzt sich damit ein Trend der vergangenen Jahre fort: China wird wirtschaftlich bedeutsamer.
Und wer auf die Wechselkurse schaut, erkennt schnell, dass dies am Devisenmarkt nicht spurlos vorübergeht. Mussten vor einem Jahr noch 7,20 chinesische Yuan für einen Dollar gezahlt werden, sind es jetzt nur noch 6,40 Yuan. Der Yuan wird also wertvoller, auch gegenüber dem Euro.

Main events of the past week
- This week, ISIS’s activity in the various provinces continued at a “routine” level:
- Syria: The main event this week was an attack, apparently carried out by ISIS operatives, against a convoy of the Syrian army and members of the Iranian Revolutionary Guards in the Al-Sukhnah Desert, on the Palmyra-Deir ez-Zor highway. More than 20 of the passengers in the convoy were killed, including two senior commanders in the Iranian Revolutionary Guards who served as advisers to the Syrian army, and a Syrian officer with the rank of general (liwa).
- Iraq: ISIS claimed responsibility for detonating an IED near the tomb of Imam Musa al-Kadhim in the Shiite Kadhimiya neighborhood in northern Baghdad. The attack was aimed against Shiite civilians. Three people were killed and at least 20 others were wounded in the attack. The Iraqi government claimed that a gas tank had exploded in one of the restaurants in the neighborhood.
- The Sinai Peninsula: ISIS operatives carried out a combined attack on an Egyptian army camp south of Sheikh Zuweid. The attack included sniper fire, additional gunfire at aid forces which arrived on the scene, and the activation of IEDs against a patrol that was combing the area.
- There has been a downtrend in ISIS’s activity in Africa. A noteworthy incident this week was the attack on a Nigerian army base in the northeastern Nigerian town of Damboa and the simultaneous attack on the town’s police headquarters. About 20 soldiers and policemen were killed.
- Libya: After a long period with no ISIS attacks in the country, this week ISIS carried out a suicide bombing attack at a roadblock set up by General Haftar’s army about 670 km south of Tripoli. At least four military personnel were killed, including an officer.
- The battle for hearts and minds:
- Al-Qaeda published a letter calling on operatives, after the end of the operation in the Gaza Strip, to continue the war, focusing on recruiting young Muslims. The letter also announced the opening of the War of the Mosques, intended to save young Muslims from Westernization, led by “the Zionists and their Arab collaborators.”
- ISIS: ISIS’s Al-Naba’ weekly continues to focus on the importance of propaganda. This time, the magazine addresses ISIS’s supporters, emphasizing the importance of their activity at the propaganda level, along with the organization’s official propaganda activity.
The Syrian arena

The Idlib region
- During the week, exchanges of artillery fire continued almost daily between the Syrian army and the forces supporting it, and the rebel forces (Syrian Observatory for Human Rights).
The desert region (Al-Badia)
- A convoy consisting of seven vehicles, of the Syrian army and Iranian Revolutionary Guards officers, was ambushed and attacked in the Al-Sukhnah Desert, on the Palmyra-Deir ez-Zor highway. A total of 25 (according to some reports, 23) people, including two senior IRGC commanders who had served as advisers to the Syrian army, were killed in the attack. According to the Syrian Observatory for Human Rights, there was a series of incidents and IED detonations in various sites in the desert region, which took place during Russian airstrikes against ISIS targets. So far, no claim of responsibility has been issued, but it seems that ISIS was responsible for it (Syrian Observatory for Human Rights, June 5, 2021).
- The Iranian officers killed were General Hassan Abdollahzadeh, who had served as an adviser to the Iranian Revolutionary Guards and to Qassem Soleimani, former IRGC’s Qods Force commander; and Brigadier General Sa’id Majidi. Mohsen Abbasi, the escort of Hassan Abdollahzadeh, was also killed. Among those killed was also Nizar Abbas al-Fahoud, a Syrian major general (Tasnim, June 5, 2021; Al-Ayn, June 5, 2021; Al-Hal, June 5, 2021; Al-Arabiya, June 5, 2021).

- On June 3, 2021, an IED was activated against a Syrian army vehicle east of Salamiyah, about 30 km southeast of Hama. No casualties were reported. Two days earlier, a Syrian army camp (which was apparently empty) in the area was targeted by gunfire and sustained damage.
Al-Hasakah region
- On June 4, 2021, the SDF counterterrorism unit detained Abd al-Karim Abdullah, who had served as ISIS’s commander in Shadadi. He was detained in one of the villages in the Shadadi region (kurdistan24.net, June 4, 2021).
Al-Raqqah region
- ISIS claimed responsibility for carrying out several attacks in the region, including the detonation of IEDs against SDF vehicles (June 4, 6, 2021) and the abduction of an SDF member who was later executed (June 2, 2021).

Provinces of Iraq (Wikipedia)
- This week as well, ISIS operated in the various provinces in Iraq, but a significant decrease was evident in the number of attacks. The Iraqi security forces continued their counterterrorism measures against ISIS. The following is a list of attacks, mostly according to ISIS’s claims of responsibility.
Kirkuk Province
- On June 5, 2021, two Iraqi army camps were attacked south of Daquq, in the southern part of Kirkuk. One of them sustained damage. The camps were apparently empty of soldiers.
- On June 2, 2021, an Iraqi police post was targeted by gunfire in the Rashad region, about 40 km southwest of Kirkuk. One policeman was killed.
Salah al-Din Province
- On June 8, 2021, an IED was activated against a vehicle carrying Tribal Mobilization fighters in the Alam region, about 10 km north of Tikrit. The five passengers were wounded.
- On June 7, 2021, an Iraqi army camp about 50 km northwest of Baiji was targeted by gunfire. Two soldiers were killed.
- On June 5, 2021, an IED was activated against an Iraqi army vehicle west of Tuz Khormato, about 100 km northeast of Samarra. The passengers were killed or wounded.
- On June 3, 2021, there were exchanges of fire between ISIS and a joint force of the Iraqi police and Iraqi army in the Yathrib region, about 40 km southeast of Samarra. Two members of the joint force were wounded.
- On June 1, 2021, mortar shells were fired at the Popular Mobilization headquarters in the Mashahida region, about 20 km north of Baghdad. According to ISIS, definite hits were observed, but there were no details of casualties (Telegram, June 2, 2021). The Popular Mobilization confirmed the incident, noting that eight mortar shells had been fired but there were no casualties, since the shells landed outside the camp area (Popular Mobilization website, June 1, 2021).
- On May 31, 2021, an IED was activated in an Iraqi army camp in the Al-Abaiji region, about 40 km north of Baghdad. One soldier was wounded. In the same area, Popular Mobilization fighters were targeted by gunfire. One fighter was killed and another was wounded.
Baghdad Province
- On June 3, 2021, ISIS claimed responsibility for detonating an IED against a group of Shiites near the tomb of Imam Musa al-Kadhim in the Kadhimiya neighborhood, in northern Baghdad. At least three people were killed and at least 20 others were wounded. According to the Iraqi government, a gas tank exploded in one of the restaurants in the neighborhood (Al-Hurra, June 3, 2021). ISIS claimed that the Iraqi government had attempted to cover up the incident in order to hide the fact that ISIS operatives had managed to infiltrate the area (Telegram, June 4, 2021).
Al-Anbar Province
- On June 5, 2021, an IED was activated against an Iraqi army foot patrol near the Iraqi-Saudi border. One soldier was wounded.
Diyala Province
- On June 3, 2021, a Tribal Mobilization camp was targeted by gunfire in the Miqdadiya region, 40 km northeast of Baqubah. One fighter was wounded.
- On June 1, 2021, mortar shells were fired at the house of an Iraqi government “spy” in the southern Bahraz region, about 2 km southeast of Baqubah.
Counterterrorism in Iraq
Nineveh Province
- On June 2, 2021, the Iraqi army located 20 tons of sulfur, normally used for making explosive charges, in the Badoush Mountain area, northwest of Mosul. According to the Iraqi army, it belonged to ISIS (Al-Hurra, June 2, 2021).
Kirkuk Province
- On June 6, 2021, the Iraqi security forces located an ISIS sleeper cell that had helped ISIS mainly logistically (Al-Sumaria, June 6, 2021).
- On June 3, 2021, the Iraqi security forces in Kirkuk located a network consisting of four ISIS members who used to smuggle operatives (Al-Araby al-Jadeed, June 3, 2021).
- On June 2, 2021, Kurdish Peshmerga forces, operating with the support of the US-led International Coalition, killed eight ISIS operatives south of Kirkuk (shafaq.com, June 2, 2021).
Diyala Province
- On June 6, 2021, the Iraqi army in the Khanaqin rural area located a weapons cache that contained, among other things, mortar shells, rockets and explosives, apparently belonging to ISIS (Al-Sumaria, June 6, 2021).
The Sinai Peninsula
- On June 3, 2021, ISIS carried out a combined attack, during which ISIS operatives infiltrated an Egyptian army camp in the Hamrawi region, south of Sheikh Zuweid. The operatives seized a rifle and an RPG launcher. One soldier was wounded in the exchange of fire. A rescue force arriving at the site was targeted by gunfire, and three additional soldiers were wounded. The following day, the operatives detonated an IED against a patrol setting out to comb the area. Three soldiers were killed or wounded, and a tank was put out of commission. A soldier was killed and two others were wounded by sniper fire. That same day, an IED was activated against a vehicle of a militia loyal to the Egyptian army in the Barth area, south of Rafah. The passengers were killed or wounded.
- Egyptian security sources reported that ISIS operatives had abducted at least five residents of northern Sinai who were on their way to work in Bir al-Abd, in the Al-Salam water project, which was intended to bring water for agricultural purposes from the Nile Delta region. So far, ISIS has not issued any claim of responsibility (AFP, June 8, 2021).
- On June 4, 2021, another Egyptian officer was killed in Sinai: Ahmad Jum’ah, an intelligence officer with the rank of lieutenant colonel, was killed in the detonation of an IED in northern Sinai (www.light-dark.net, June 4, 2021). Apparently, the IED was planted by ISIS.
Three military campaigns did not change the reality in the Gaza Strip, and any quiet enjoyed by Israeli civilians in southern Israel was temporary. Might this time be different? Now, following Operation Guardian of the Walls, Israel should act with other states in the region and the international system – collaboration that might well lead to genuine reconstruction of the Gaza Strip, a weakened Hamas, and an end to the violence toward Israel

The commander of the IRGC’s Qods Force. (Tasnim, May 29)
Overview
- Two senior officers, IRGC advisers to the Syrian army, were ambushed by ISIS and killed in Syria on their way from Deir ez-Zor to Palmyra. The Iranian media avoided referring to them as senior officers.
- On June 9, the commander of the IRGC’s Qods Force arrived for talks in Baghdad with senior Iraqi politicians and commanders of Shia militias. The visit took place against the backdrop of the latest escalation between the Iraqi government and the Shia militias following the arrest of a senior militia commander by Iraqi security forces answering to the government.
- The New York Times reported that Iran is behind several attacks carried out in recent months against American targets in Iraq using advanced armed drones.
- The Iranian minister of energy announced that Iraq agreed to release 125 million dollars of the Iranian funds frozen in Iraqi banks to allow Iran to purchase vaccines against COVID-19. Meanwhile, a high-ranking delegation of economic officials, headed by Iraq’s minister of finance, visited Tehran and discussed the matter of the Iraqi debt to Iran. Shortly afterwards, the Iraqi Ministry of Electricity announced that senior Iraqi officials agreed on a timetable for settling Iraq’s debt to allow the resumption of supplying gas from Iran to its neighbor to the west.
- A senior Iranian official announced that Iran will participate in the 62nd International Trade Fair, set to commence in Syria in late August 2021.
- In a media interview, the editor of the Lebanese pro-Hezbollah paper, al-Akhbar, claimed that during the last round of fighting between Israel and the factions in Gaza, a joint operations room was set up in Beirut, made up of commanders from Hezbollah, the IRGC’s Qods Force, Hamas and other Palestinian factions. A source within the Qods Force denied the report.
- Iranian officials continue to present the conclusion of the fighting in Gaza as a victory for the “resistance front.” The commander of the IRGC’s Qods Force declared that the Palestinians should prepare for governing all of Palestine and advised “the Zionists” to leave Palestine and buy back the homes that they had sold off abroad prior to their arrival in Israel. The adviser to the speaker of the Majlis stated that the Israeli operation in Gaza exposed “the fragility of the Zionist entity.”
Iranian Involvement in Syria
- Two IRGC senior officers who served as advisers to the Syrian army were killed in Syria. The Iranian media reported that Hassan Abdollahzadeh and Mohsen Abbasi had been ambushed by ISIS and killed on their way from Deir ez-Zor to Palmyra (Mehr, June 3, 2021). The Iranian media avoided referring to them as senior officers.

- The Iranian Ministry of Foreign Affairs published a congratulatory message on the occasion of the victory of Bashar al-Assad in the Syrian elections. The message congratulated the Syrian people and its government for the elections and remarked that the participation of Syria’s citizens is an important step in restoring peace, stability and prosperity in Syria. The Ministry of Foreign Affairs stressed Iran’s support for Syria’s sovereignty and the right of citizens of the country to determine their own fate without any foreign intervention. The Iranian President, Hassan Rouhani, also congratulated Assad for his victory in the elections. In his letter to President Assad, Rouhani stated that the mass participation of the Syrian people in the elections is an important step in determining Syria’s fate and ensuring its prosperity and expressed hope for expanding cooperation between Iran and Syria (ISNA, May 28).
- The Executive Direction on Arab and African Countries at the Iranian Organization for Trade Development, Farzad Piltan, announced that Iran will participate in the 62nd International Trade Fair that will be held in Syria between August 25 until September 3, 2021. The Fair will be run by the Company for International Fairs of Iran, in cooperation with the joint Iranian-Syrian Chamber of Commerce, the Bureau for Developing Iranian and Syrian ties, and the Iranian Ministry of Foreign Affairs. He reported that various products will be on display at the Fair, including: machinery and equipment for food manufacturing, agricultural machinery and equipment, medical equipment, construction equipment, cooling and heating systems, carpets, electronics, plastic goods, water and sanitation equipment, chemicals and automobiles (ILNA, June 2).
Iranian Involvement in Iraq
- Iraqi media outlets reported that on June 9, the Commander of the IRGC’s Qods Force, Esmail Qa’ani, arrived for a visit in Baghdad. According to these reports, he is expected to hold meetings with senior Iraqi government officials, politicians and commanders of the Shia militias and discuss the recent developments in Iraq, and particularly the escalation between the government of Mustafa al-Kazimi and the Popular Mobilization Units (al-Hashd al-Shaabi, the umbrella organization of the Shia militias) following the arrest of the operations’ commander of the Hashd in al-Anbar Province, Qasim Muslih, who was released from detention on June 9. In addition, the commander of the Qods Force is set to discuss with Iraqi officials the upcoming general elections in the country, scheduled for October 2021 (al-Arabiya, June 9).
- The American newspaper, the New York Times reported (June 4), that in recent months, Iraq witnessed at least three attacks on American targets utilizing unmanned aerial vehicles (UAVs) that were manufactured in Iran or included Iranian technological components. According to this report, the UAVs used by the pro-Iranian militias have become more sophisticated and cheaper owing to the technology provided by the IRGC’s Qods Force to the militias. American and Iraqi officials told the newspaper that Iran is behind the attacks using the sophisticated drones, and that the attacks are carried out in a manner intended to reduce the number of fatalities, to avoid an American retaliation. The report also stated that the members of the Iraqi factions used by the Iranians to attack the American targets undergo training by the IRGC in Iraqi bases in Lebanon and Iran.
- On May 29, the Iranian Minister of Energy, Reza Ardakanian, announced that Iraq had agreed to release 125 million dollars of the Iranian funds frozen in Iraq’s Trade Bank, to allow Iran to purchase 16 million doses of COVID-19 vaccines. The funds were transferred to a Swiss bank ahead of their transfer to Iran. Meanwhile, a delegation made up of senior economic officials, headed by the Iraqi Minister of Finance, Ali Abdul-Amir Allawi, arrived for a visit in Tehran and met with the Iranian ministers of economy and oil. During the meetings, the Iraqi delegation discussed the matter of the Iraqi debt to Iran for the import of gas and electricity, and economic cooperation between the two countries in the sectors of trade, banking, insurance, and investments (Tasnim, May 29). On June 4, the Iraqi Ministry of Electricity announced that the Iraqi ministers of electricity and finance and the chairman of the Iraqi Trade Bank agreed on a timetable to repay Iraq’s debt to Iran, to allow for the resumption of gas supply from Iran to Iraq (Tasnim, June 4).
Iranian Involvement in the Palestinian Arena
- The Editor of the pro-Hezbollah newspaper, al-Akhbar, Ibrahim al-Amin, claimed in an interview to the al-Manar TV Channel (May 28), that during the latest round of conflict between Israel and the factions in Gaza, a joint operations room was established in Beirut, which was made up of commanders of the IRGC, Hezbollah, Hamas and other Palestinian factions. The room was responsible for coordinating between the two sides, including information and intelligence sharing and tactical cooperation. He remarked that the Commander of the IRGC’s Qods Force, Esmail Qa’ani, visited Beirut twice during the military conflagration.
- Following the interview, an official with the IRGC’s Qods Force denied to the Lebanese al-Mayadeen TV Channel (May 29) the existence of a joint operations room. He stated that Iran has assisted, is assisting and will assist the “resistance in Palestine,” but Palestinians alone were the ones who oversaw the last campaign in Gaza, and a joint operations room did not operate out of Beirut.
- During a ceremony marking the 40th day (Arbayeen) since the passing of the IRGC’s Deputy Commander, Mohammad Hejazi, the Commander of the IRGC’s Qods Force, Esmail Qa’ani, praised the struggle of the Palestinians against Israel. He remarked that the era when Israel wanted to kill the children of Palestine has passed, and now Palestinian children are the ones manufacturing the weapons in their disposal, including the 3,000 rockets fired at Israel during the last military confrontation. Qa’ani added that from now on, the Palestinians ought to prepare for governing all of Palestine, including the 1948 territories. He advised all the Zionists to leave Palestine and purchase the homes they once sold in Europe, the United States, and other countries, before their prices rise. Qa’ani added that during the last conflict, the Palestinians avoided firing rockets toward much of the infrastructure in “occupied Palestine,” because soon enough, they will be able to use that infrastructure themselves (Tasnim, May 29).
- Hossein Amir Abdollahian, the Adviser on International Affairs to the Speaker of the Iranian Majlis, stated in an interview to the Yemeni TV Channel al-Masirah (May 28) that the recent fighting in Gaza exposed the fragility of the “Zionist entity” and the failure of the Iron Dome system, despite U.S. and Western support provided to Israel. He proclaimed that the dream of the Zionists to establish a Jewish state “from the Nile to the Euphrates” will never be realized and stressed that Iran will not hesitate to answer all the needs of the Palestinian people and its leadership.
Iran’s hard-liners have long been disillusioned with a system in which all citizens are encouraged to vote.

Another presidential election is unfolding in Iran. Many observers expect a low turnout as many ordinary Iranians are either discouraged or disillusioned. However, those in power seem not to mind.
The political elite of the Islamic Republic of Iran had once considered elections a source of the regime’s legitimacy. According to them, Iranians who voted in the past polls approved the system and wanted to participate. However, it all changed when Iranians increasingly voted for the candidates not endorsed by the hard-liners. In 1997 Iranians surprised the political establishment by voting for the Reformist Mohammad Khatami. In the years that followed, presidential elections remained a point of dispute.

The Qatari media giant said it was able to thwart the hacking attempts, which came just ahead of the airing of a series about Gaza-based militant groups.
Al-Monitor Staff June 10, 2021 – Al Jazeera said it was hit by a series of cyberattacks this week, many of which came ahead of a program about Israeli soldiers captured by Hamas.
The Qatari outlet was the target of several hacking attempts aimed at “accessing, disrupting, and controlling” some of its platforms. The cyberattacks occurred between June 5 and 8 and were thwarted, Al Jazeera Media Network said in a Wednesday statement.
Many of the cyberattacks occurred on Sunday ahead of a screening of Al Jazeera Arabic’s documentary series “What is Hidden is Greater.” The episode, called “In the Grip of the Resistance,” was on Gaza-based Palestinian groups’ armed conflict with Israel. Specifically, it was about Israeli soldiers in Hamas captivity and included an interview with Hamas military leader Marwan Issa.

THE GOVERNMENT OF FRANCE has suspended all civilian and military aid to the Central African Republic (CAR), after authorities there charged a French national with espionage and conspiracy to overthrow the state. The charges were announced approximately a month after the arrest of Juan Remy Quignolot, 55 (pictured), who was arrested in CAR capital Bangui on May 10 of this year. Following Quignolot’s arrest, CAR police said they found more than a dozen cell phones, machine guns, ammunition and foreign banknotes in his hotel room.
Speaking to reporters in Bangui on Wednesday, the CAR’s attorney general, Eric Didier Tambo, said that Quignolot had been charged with espionage, illegal weapons possession, as well as conspiracy against the security of the state. According to CAR authorities, Quignolot has been providing training and material support to anti-government rebel groups for nearly a decade. However, CAR authorities have not specified for which country or group Quignolot performed his alleged activities.
The French Ministry of Foreign Affairs and the French embassy in Bagnui have not commented on Quignolot’s charges. When the French national was arrested in May, French Foreign Affairs Ministry officials said the move was part of “an anti-French campaign” orchestrated by Russia. Paris has been competing with Moscow for influence in this former French colony —a diamond- and gold-producing country of nearly 5 million people— which remains highly volatile following a bloody civil war that ended in 2016.
Earlier this week, France said it would immediately suspend its $12 million-a-year civilian and military aid to the CAR. The reason is that the African nation’s government had allegedly failed to take measures against “massive disinformation campaigns”, purportedly originating from Russia, which have “targeted French officials” in the CAR and the broader central African region. Despite suspending financial aid, France continues to maintain approximately 300 soldiers in the CAR. In recent years, however, France’s military presence in its former colony has been dwarfed by contingents of Russian military instructors, who are now training government forces.
Quignolot’s trial is expected to take place by December. Speaking about the Frenchman’s possible sentence, attorney general Tambo said on Wednesday that, “in cases of harming domestic security, you’re talking about lifetime forced labor”.
