MESOP SPECIAL: PUTIN’S HYDRA –  INSIDE RUSSIA’S INTELLIGENCE SERVICES – European Council on Foreign Relations

Far from being an all-powerful “spookocracy” that controls the Kremlin, Russia’s intelligence services are internally divided, distracted by bureaucratic turf wars, and often produce poor quality intelligence – ultimately threatening the interests of Vladimir Putin himself.

Drawing on extensive interviews with former and current intelligence officials, “Putin’s hydra: Inside Russia’s intelligence services” explains how the spy agencies really work, and argues that Europe’s view of them is patchy and based on outdated caricatures.

The paper punctures the myth that the agencies are the power behind the throne in Russia. They are firmly subordinated to the Kremlin, and Putin plays them off against one another. They are not a united bloc but a disparate group, whose solidarity disappears as soon as there is an opportunity to make money or avoid blame. Read all http://www.mesop.de/?p=73926

MESOP Arguments & Analysis – FROM “NEW AMERICAN SECURITY”

“From the Bottom, Up: A Strategy for U.S. Military Support to Syria’s Armed Opposition” (Nicholas Heras, Center for a New American Security)

“With the current state of the Syrian civil war, the conditions are not ripe for de-escalation in the conflict. If the United States is seeking a transition from the Assad regime that does not lead to the enduring rule of ideological extremist organizations throughout Syria, it will need to become the decisive influence that shifts the military balance on the ground in rebel-ruled areas in favor of the politically moderate armed opposition. Therefore, the primary U.S. effort should be on a bottom-up strategy for building cohesive, moderate armed opposition institutions with a regional focus that is tailored for each individual region within Syria.  Read all http://www.mesop.de/?p=73922

By Scott Lucas – eaworldview – 11 May 2016 – US Secretary of State John Kerry, hoping for a renewal of the February 27 “cessation of hostilities” agreement, has blamed both sides in Syria’s five-year conflict. Speaking in Geneva on Monday after a meeting with UN envoy Staffan de Mistura, Kerry also absolved Russia of any responsibility for the recent bombing that has killed hundreds of civilians and medical personnel in and near Aleppo city. Kerry noted the airstrikes, particularly on medical facilities such as the Al-Quds Hospital last Wednesday, when 55 people were killed — “The attack on the hospital is on unconscionable, under any standard anywhere. It has to stop.” However, he then declared: Read full text http://www.mesop.de/?p=73908

MESOP : ALL AROUND ERDOGAN – THE SITUATION TODAY / 24 HOUR SAMPLER

Turkish President Recep Tayyip Erdogan boasted that Turkish forces have killed 3,000 Islamic State forces in Syria and Iraq and claimed no other nation is fighting the terrorist group like Turkey. Earlier this week, Turkey confirmed that it has been sending commandos into Syria on reconnaissance missions, and it has been engaging Islamic State forces along the border, especially near the town of Kilis, which has repeatedly been shelled by terrorists from the Syria side of the border. Erdogan’s comments come as he is trying to reassert his leadership and put constitutional reform back on the agenda after Prime Minister Ahmet Davutoglu announced his intention to resign last week. “No one has the right to turn Turkey into a country of lions condemned to a vegetarian diet,” he said yesterday, describing the strength of the government under a new presidential system.
