MESOP REPORT : THE DEATH OF A DEVIL – Abu Muhammad al-Adnani & Jaysh Khalid ibn al-Waleed

by Aymenn Jawad Al-Tamimi  •  Aug 30, 2016 – The Islamic State (IS) has recently announced the death of its official spokesman Abu Muhammad al-Adnani, first via its auxiliary outlet Amaq News and then through an official posting under Wilayat Halab (‘Aleppo Province’). It seems most likely that he was killed in a U.S. strike on the al-Bab area in north Aleppo, the last remaining stronghold in the area amid rebel advances along the border with Turkey. Thus, it is unsurprising that the announcements of his death mention he was ‘inspecting’ IS military operations in Aleppo. It is also of note that the Wilayat Halab posting describes Adnani as a Husseini (a descendant of the Prophet Muhammad’s household) and Qurashi (of the Quraysh tribe to which the Prophet belonged). As Charles Lister notes, the bestowal of these epithets on Adnani suggests that he may have been groomed to be the successor to Abu Bakr al-Baghdadi (as Baghdadi, in his role as Caliph, also has his reputed Husseini and Qurashi origins trumpeted). Certainly the conception of Adnani as the successor would not be surprising in light of the fact that he had the most recognisable persona in IS as embodied in the speeches he gave.  Mesop Syria Daily: Rebels Advance Farther In Hama Province

31 August 2016 – By Scott Lucas – eaworldview – Syria’s rebels advanced farther in northern Hama Province on the second day of their offensive on Tuesday.Having taken three villages and the town of Halfaya on Monday, the rebels moved into more villages and the town of Taibat al-Imam yesterday to close within 10 km (6 miles) of Hama city.The rebels regained al-Buwaydah, which they had briefly held on Monday before withdrawing under airstrikes. They then secured Taibat al-Imam. By last evening, they were in the village of Khattab, with a significant arms depot, northwest of Hama. US Claims Truce in Rebel Fighting with Kurdish-Led SDF; Turkey & Rebels Say No

31 August 2016 – The US and a Kurdish official claimed on Tuesday that fighting had stopped between Turkish-backed rebels and the Kurdish-led Syrian Democratic Forces in northern Syria, but Turkey rejected the assertion.White House spokesman Josh Earnest said, “The United States welcomes the overnight calm between the Turkish military and other counter-ISIL [Islamic State] forces in Syria,” while the State Department’s John Kirby said the period of calm had lasted 12 to 18 hours and the US would like it to continue. PUTIN SAVES THE SYRIAN GASMAN : Russia Blocks UN Action on Assad Regime’s Chemical Attacks

Russia indicated on Tuesday that it will block any Security Council action over a UN report which, for the first time, found the Assad regime responsible for chemical attacks.Last week’s report tied the regime to chlorine assaults on two towns in Idlib Province in spring 2015. Previous UN investigations — including of the sarin attacks near Damascus in August 2013 that killed at least 1,400 people — have not been able to assign responsibility because of Security Council restrictions. Russia’s Ambassador to the UN, Vitaly Churkin, acknowledged after a closed-door Council meeting on Tuesday that chlorine is being used, despite the Assad regime’s supposed handover of chemical weapons and destruction of facilities. MESOP SUMMARY : RUSSIAN AIRSTRIKES IN SYRIA  28 July – 29 August 2016 (BY ISW)

Russia continued to focus its air campaign against Aleppo City and its environs after opposition groups lifted the siege of the eastern districts of the city on August 6, setting conditions for a potential pro-regime counteroffensive to reestablish the encirclement. Russia conducted airstrikes in support of pro-regime forces in frontline districts on the southern outskirts of Aleppo City undertaking repeated efforts to roll back opposition gains. Meanwhile, Russia increasingly directed its air operations against a swathe of opposition-held terrain in the western and southwestern countryside of Aleppo Province in an attempt to block the opposition from dispatching reinforcements from Idlib Province towards Aleppo City. Russia also continued to conduct sorties targeting opposition-held suburbs northwest of Aleppo City in an effort to prevent the opposition from threatening the new regime ground line of communication (GLOC) to Western Aleppo City through the nearby Castello Highway. At the same time, Russia maintained its targeting of core opposition terrain in Idlib Province, including a wave of reported incendiary attacks on August 28 – 29 that came in likely response to the start of a new opposition offensive in Northern Hama Province. Russia will continue to use its air power in order to disrupt the movement of opposition forces in Northern Syria and thereby render the opposition increasingly vulnerable to a pro-regime counteroffensive in Aleppo City. The self-proclaimed Islamic State said that its chief strategist Abu Muhammad al-Adnani had been killed in northern Syria Tuesday. The Pentagon confirmed it had carried out an air strike targeting Adnani. Unnamed U.S. officials told reporters (NYT) a U.S. drone hit a vehicle believed to be carrying Adnani. Meanwhile, Russia’s foreign ministry claimed its forces were responsible for Adnani’s death (Middle East Eye).
