MESOP : BROOKINGS STRATEGY – Succeeding Against ISIS Requires a U.S. Strategy for Syria / By Salman Shaikh

15-9-2014 – The success of the “broad coalition” to fight ISIS that President Barack Obama announced last week rests on what happens in Syria. For now at least, no one can answer the question of who benefits from any airstrikes — Bashar al-Asad’s regime or the ‘moderate opposition?’ That question would have been easier to answer if we had made a start on the training, support and arming of the moderates more than two years ago when it was first suggested.
