ARA News – 17-10-2014 – Damascus, Syria – Military forces loyal to the Syrian President Bashar al-Assad committed what activists described as “a massacre” in the Eastern Ghouta of Damascus, where at least 15 civilians were killed on Thursday.

By Scott Lucas October 17, 2014 11:19 Updated – The Assad regime has shown its concern over proposed “safe havens” along the Turkish-Syrian border from the Mediterranean to Iraq, protesting in letters to the UN Secretary-General and Security Council.Turkish President Recep Tayyip Erdoğan set out the idea, with an international force and air cover protecting the areas, after another 200,000 refugees crossing from northern Syria into Turkey amid an Islamic State offensive near and in the Kurdish center of Kobane. On Thursday, Turkish Prime Minister Ahmed Davutoglu defined a “humanitarian safe zone under military protection” which was far larger than expected, including northern Latakia Province in western Syria on the Mediterranean; Idlib Province in the northwest of the country; Jarablus, the Kurdish areas of Kobane, Tel Abyad, and Afrin; and “certain areas in al-Hasakah” Province in the east of Syria.

بناءً على رغبة قيادة وحدات حماية الشعب (YPG) زار وفد منها برئاسة السيد ريدور خليل المكتب المركزي للحزب الديمقراطي الكردستاني- سوريا في قامشلو بتاريخ 15/10/2014م وهذه الزيارة هي الأولى من نوعها, وقد استقبل الوفد من قبل الأستاذ محمد سعيد وادي عضو اللجنة المركزية للحزب وعدد من أعضاء اللجنة المركزية, وقد دار الحديث خلال اللقاء حول الأوضاع الراهنة على الساحة الكوردية وما تتعرّض له كوباني من هجوم وحشي من قبل داعش الإرهابية، وتطرق الجانبان إلى أهمية الحوارات الجارية في إقليم كوردستان بين الأطراف السياسية الكوردية, وتمنّى الطرفان من خلال الحوارات الوصول إلى نتائج ترضي الشعب الكردي في سوريا.

MESOP : MADAME PSAKIS INTERPRETATION / UNITED STATES WITH PYD/PKK
17- Oct 2014 – State Department spokeswoman Jen Psaki said the U.S. is “certainly aware of the connection” between the PKK and what she described as some members of the PYD. She said the U.S. still considers the PKK as a terrorist group, and “we have the same concerns we’ve had for a long time.”It was the first time U.S. officials have met with the PYD, although the two sides have communicated in the past through intermediaries.

Huff-Post – 17-10-2014 – After more than a month of being outnumbered and outgunned, facing likely doom in Kobani, Kurdish fighters have begun to turn the tide against Islamic State militants with help from airstrikes by the U.S.-led coalition.The U.S. has said the strikes are intended to aid Kobani’s defenders. But it has been reluctant to admit the likely reason for the recent success against ISIS: Unprecedented new coordination between Washington and the main Syrian Kurdish organization, the PYD.Such cooperation represents a significant development in U.S. strategy in Syria and the Middle East, Syria watchers told The Huffington Post. As the U.S. develops a tactical relationship with the Syrian Kurds, it must rapidly consider the role the group will play in the coalition against ISIS, the PYD’s future political goals, and ways to help the group without further destabilizing the region, experts said. The strongest new confirmation that the U.S. has decided to work with the PYD comes from a senior Department of Defense official interviewed by The New York Times. The official, granted anonymity by The Times, revealed that “a system had been devised that allowed Kurdish fighters to help American mission planners pinpoint Islamic State targets. ”

Associated Press – By KEN DILANIAN and ZEINA KARAM 17 oct 2014 – WASHINGTON (AP) — Despite years of diplomacy and a CIA operation to vet and train moderate rebels, the U.S. finds itself without a credible partner on the ground in Syria as it bombs the Islamic State group. That’s a potentially serious flaw in its strategy to ultimately defeat the militants. Obama administration officials have long conceded that airstrikes alone won’t drive IS from its strongholds across Syria and Iraq, but it also has ruled out the use of American ground troops. The U.S. strategy to crush IS rests on the use of local proxy forces, and hinges on plans to use $500 million and a base in Saudi Arabia to build an army of moderate Syrian rebels.

General Allen met with a number of representatives from across the spectrum of the Syrian opposition including key military figures. In all the meetings, General Allen was clear that the US was committed to building upon the existing military capacity of the vetted elements of the Free Syrian Army.He was also clear about the need for the political elements of the moderate Syrian opposition to become as coherent as possible as they will be essential to the long term political outcomes in Syria.

MESOP : Syrian Kurdish Councils to Reach an Agreement on Rojava
16.10.2014 – Hoshmand Sadiq & Diyako Murad – BasNews, Dohuk – Syrian Kurdistan political parties continue their negotiation in Dohuk to form a committee and write a draft agreement, which will be a principle for governing jointly in Syrian Kurdistan. The draft agreement would be for the parties to negotiate among themselves and all the Kurdish political parties have promised Kurdistan Region President Massoud Barzani to reach an agreement in a near future. On Wednesday, The Kurdish National Council in Syria (KNCS) and the People’s Council of Western Kurdistan (Syrian Kurdistan) started their meeting and negotiation in Dohuk and both sides agreed to form a council consists of six members.
