Summary
The forces and agencies of Kurdistan’s Ministry of Interior and the Kurdistan Region Security Council, collectively referred to the Kurdistan Region Interior Forces, are now the region’s main security actors, but their role as instruments of partisan rivalry and enforcers of public loyalty to the political bureaus threatens the Kurdistan Region’s stability. This report makes the case that coalition security sector reform efforts should be refocused on them. Although Peshmerga reform is necessary to improve the Kurdistan Region’s ability to combat external threats, it is equally, if not more important to start the same reform within these internal forces and agencies to achieve durable stability.

MESOPOTAMIA NEWS : Biden’s airstrikes fail to halt cycle of militia violence in Iraq
The Pentagon says it is taking a recent spate of drone and rocket attacks “deadly seriously.”

Fourteen rockets were fired on July 7 at an air base hosting US troops in Anbar, causing minor injuries to two personnel, the coalition said. The rockets “landed on the base & perimeter” of al-Assad base, the coalition spokesman tweeted, adding that local homes and a mosque were also damaged. Iraqi security forces said the rocket launcher had been hidden inside a truck carrying bags of flour.

US has limited options in Iraq as attacks increase
Iraqi Prime Minister Al Kadhimi, whose government has failed to curb pro-Iran militia attacks, will visit Washington next month
Joyce Karam – THE NATIONAL Jul 8, 2021 – An increase in attacks against American troops and interests in Iraq and Syria is leaving the Biden administration with limited options as it seeks to set a credible deterrence without being caught in a spiral of violence with pro-Iran militias.
Just this week, six attacks were launched against US troops and diplomats in Iraq and Syria, including two aimed at Ain Al Assad airbase. Two US personnel were injured in the latest of these attacks.
The other assaults, using drones and rockets, hit Erbil airport, the coalition headquarters in Baghdad, a US base in eastern Syria and the Iraqi capital’s Green Zone.
The escalation followed last month’s US strike on the Iraqi-Syrian border against a pro-Iranian Iraqi militia, killing four of its members. That strike was meant to deter further incidents after five previous attacks on US forces inside Iraq.
Randa Slim, director of the Conflict Resolution and Track II Dialogues Programme at the Middle East Institute, sees the current escalation by Iraqi militias as directly related to the stalled nuclear talks with Iran.

Laut einem Bericht des Gemeinsamen Krisenkoordinationszentrums (JCC) der Kurdischen Regionalregierung beherbergt die Region Irakisch-Kurdistan weiterhin knapp eine Million Vertriebene, die in den Städten der Region sowie in Lagern in den Gouvernements Duhok, Erbil und Sulaimani leben
Insgesamt gibt es 928.674 registrierte Vertriebene in der Region, von denen 665.505 Binnenvertriebene (IDPs) sind und 263.169 Flüchtlinge aus einem anderen Land: 242.824 Syrer, 8.747 Türken, 10.760 Iraner, 753 Palästinenser und 85 Personen mit anderer nationaler Herkunft.

In a grotesque miscalculation – the fallout from which has become ever more alarming – the US and British handed Iraq to its enemies penly advancing Tehran’s agenda. The bungled US occupation fuelled Iranian revenge and is now leading to Tehran’s ultimate conquest of Iraq.
On June 26, 2021, Mustafa al-Kadhimi stood among the Hashd al-Sha’abi militia leaders, including Badr Organisation strongman, Hadi al-Ameri, addressing the parade in its dramatic show of thousands of men marching under arms. Iranian and Russian-made weaponry was flaunted from mounts on the back of trucks. (At least four of the Shrine Brigades loyal to Grand Ayatollah Ali Sistani (Atabats) refused to participate alongside the pro-Iran majority.[1])
The parade took place in Khalis, Diyala, at Camp Ashraf – a site once home to hundreds of anti-Khomeini activists and their families from Mujahideen al-Khalq (MeK), supported by Saddam. It was an irony not lost on the well informed. Criticism of the militias carries potentially lethal consequences.

Overnight Turkish raids on suspected PKK targets cut power to rural villages in Kurdistan Region

ERBIL (Kurdistan 24) – Overnight Turkish raids felled power transmission lines in rural parts of the Kurdistan Region near the border with Turkey, local sources said on Saturday.
Ankara’s operation was targeting suspected positions of the Kurdistan Workers’ Party (PKK) near the Qandil Mountains, where the armed group is headquartered. Nearby villages lost electricity due to the Turkish strikes.
The attack terrorized rural populations and caused severe damage to the area’s infrastructure, locals told Kurdistan 24. The Ministry of Electricity in the Kurdistan Region reported an interruption to the supply of electricity in the area.
The ongoing clashes recently caused 17 additional villages to fully evacuate, authorities in Duhok announced on Saturday. In total, at least 200 rural communities have fled the region due to the Turkey-PKK fighting.

Clashes between PKK, Iranian Kurdish opposition group in Erbil province
Khazan Jangiz 4 July 2021 – RUDAW – ERBIL, Kurdistan Region – Clashes broke out between the Kurdistan Worker’s Party (PKK) and the military wing of a Iranian Kurdish political group in Erbil province over the weekend, a military leader confirmed to Rudaw on Sunday.
“The PKK guerillas apparently were not aware of our trainings. They first came here and asked us to move away, and we agreed, but to showcase their power and force, they came back and fired shots in the air over our base, and our Peshmerga answered their shots,” Abdullah Azarbar, head of the military wing of the Komala party, an Iranian Kurdish political group, told Rudaw.
Azarbar said their fighters had been attending a military training course in Erbil’s Sidakan sub-district for the past few days, and have now begun coordinating with local security forces after tensions with the PKK broke out on Saturday evening. No one was injured, he added.

Hiwa Shilani ERBIL (Kurdistan 24) – The US Department of State says that the Kurdistan Workers’ Party is continuing to recruit and arm children and then push them into areas of conflict, especially the Qandil mountains.
The PKK is based in Qandil and uses the area as a launchpad for attacks on Turkish forces, in addition to occupying border villages.
In its 2021 report on human trafficking, the State Department said: “Multiple sources report the PKK and People’s Protection Units (YPG) operating in the [Kurdistan Region of Iraq] and Sinjar continued to recruit and use children. In 2021, an unverified source reported that the PKK recruited dozens of children to prepare them for combat, including children from Kirkuk, Iraq.”

Seit dem 23. April versucht die türkische Armee mit aller Gewalt, Teile Südkurdistans zu besetzen. Während die mit der Türkei kollaborierende südkurdische PDK immer wieder behauptet, die Operation richte sich gegen die Guerilla, zeigt das Vorgehen der türkischen Armee, dass es um eine dauerhafte Besatzung der Region durch die Türkei geht. Bei erfolgreicher Besatzung droht eine Annexion von Südkurdistan. Aldar Xelîl, Vorstandsmitglied der nordsyrischen Partei der Demokratischen Einheit (PYD) bewertet im ANF-Interview die türkische Invasion und die Kollaboration der PDK aus der Perspektive von Rojava .
„Im Kern steht das Invasionsprojekt“
Warum hat die PDK während der türkischen Angriffe Truppen in die südkurdischen Medya-Verteidigungsgebiete verlegt und was würde ein Verlust von Südkurdistan für die Kurden und Rojava bedeuten?
Bei den aktuellen Angriffen auf Südkurdistan handelt es sich um eine Invasion. Erdoğan will auch Südkurdistan besetzen. Dieser Plan ist offensichtlich. Es geht darum, noch vor dem Ende des Jahres 2023 Südkurdistan und Nord- und Ostsyrien vollständig zu besetzen. Dass dies bisher noch nicht geschehen ist, liegt allein am Widerstand. Hätten wir uns nicht verteidigt, wäre Erdoğan jetzt bereits in Mossul und Kerkûk angekommen. Ein Grund, warum Südkurdistan bisher erhalten geblieben ist, ist der Widerstand in Rojava, ein weiterer ist der Widerstand der Guerilla in den Bergen Kurdistans und aktuell vor allem in Avaşîn, Zap und Metîna. Bei diesem Kampf geht es auch um den Schutz der Errungenschaften von Südkurdistan.
