Michael Rubin | Washington Examiner – 18 Nov 2018 – On Nov. 6, the U.S. Embassy in Ankara posted a notice that “The Department [of State] has authorized rewards for information leading to the identification or location of the senior Kurdistan Workers Party (PKK) members: Murat Karayilan (up to USD $5 million), Cemil Bayik (up to USD $4 million), and Duran Kalkan (up to USD $3 million).” Such bounties are not uncommon when it comes to master terrorists. In years past, the U.S. government, for example, issued bounties for Al Qaeda founder Osama bin Laden, Islamic State head Abu Bakr al-Baghdadi, and Boko Haram head Abubakar Shekau.
But the three men just named are hardly in the same league.

Ankara has been targeting both the PKK and YPG, because the Turks are aware of the organic relationship between the two entities
I will explain below why Turkey won the war on terror. First, I want to talk about a curious incident that took place last week: The United States announced that it was going to pay millions of dollars for information leading to the identification or location of three senior leaders of the designated terrorist organization PKK. Admittedly, many Turks found Washington’s move confusing at first. Yet later statements betrayed the Trump administration’s real motives. James Jeffrey, U.S. President Donald Trump’s Special Representative for Syria, reiterated that the PKK was indeed a terrorist organization and said that Washington did not consider the People’s Protection Units (YPG) a terrorist group. In other words, Jeffrey promised to support Turkish efforts against the PKK, while adding that he saw the YPG – which he has described as the PKK’s Syrian branch in the past – as a legitimate player. Hence Washington’s decision to put a bounty on three senior PKK leaders, as U.S. troops conduct joint patrol missions in northern Syria with YPG terrorists.

The KCK statement further said that: “The Turkish state has been exerting intense pressure on the Kurdish people and the democratic forces for over three years. The attacks and arrests are intended to weaken the struggle of the people by using means of psychological warfare. An important dimension of psychological warfare is the concealment of guerilla actions and casualties suffered by the military and police forces. On the other hand, the losses of the guerrilla are greatly exaggerated in order to undermine the morale of the people.

Deutschland – Fünfte Festnahme nach Entführung von Ex-PKK-Mitglied bei Stuttgart
Im Fall der Entführung eines früheren Mitglieds der verbotenen Arbeiterpartei Kurdistans (PKK) in Deutschland hat die Bundesanwaltschaft einen fünften Tatverdächtigen in Haft genommen. Frankreich habe einen 31 Jahre alten türkischen Staatsangehörigen ausgeliefert, der sich im Nachbarland seit Mitte Juli in Auslieferungshaft befunden habe, teilte die Bundesanwaltschaft am Dienstag in Karlsruhe mit.
Ein Ermittlungsrichter des Bundesgerichtshofs habe Özkan T. bereits den Haftbefehl eröffnet und den Vollzug der Untersuchungshaft angeordnet. T. soll mit den bereits seit Juni in Haft sitzenden anderen vier Männern beschlossen haben, das ehemalige PKK-Mitglied zu entführen und unter Androhung seiner Tötung zur Weiterarbeit für die Organisation zu zwingen. Dazu wurde der Mann im April unter einen Vorwand zu einem abgelegenen Ort bei Stuttgart gelockt und gewaltsam in ein Auto gezogen.

Tensions have risen in northern Syria amid threats by Turkish President Recep Tayyip Erdogan to intervene in areas east of the Euphrates River and Turkish artillery fire on Oct. 26 against Tell Abyad, Kobani and Zor Mughar. The Turkish attacks, which Ankara claims killed 16 fighters from the Kurdistan Workers Party (PKK), came the day after Erdogan held a summit in Istanbul with the leaders of Germany, France and Russia.
“We will eradicate the terror structure east of the Euphrates,” Erdogan asserted, referring to Syrian Kurdish groups that Turkey considers PKK affiliates. “We have completed our preparations and plans. Soon we will crush the terror outfit.”
