Abstract
Why did Syria collaborate with al-Qaeda’s Iraqi branch after 2003 and with ISIS during the Syrian civil war? States’ support for terrorist groups is risky, but cooperation with jihadi actors who see the Syrian regime as an enemy and wish to impose a radical Islamic rule in its stead is particularly dangerous. This paper argues that such ideologically-unlikely partnerships reveal the workings of the instrumental logic behind state-sponsored terrorism. Collaborating with terrorist groups is a rational strategy. States such as Syria will partner with ideologically-incompatible terrorist groups when they judge there to be a greater and more urgent threat from a third actor; when they believe the partnership would give them unique capabilities or produce special, otherwise unattainable effects; and when they believe they can shield themselves from the relationship’s potential adverse effects. The Syrian case also shows that such a pairing is likely to have limited utility. In order to have meaningful impact, the terrorist group must have a significant role, but the greater this role is, the higher the direct danger the group poses to its ally and the greater the likelihood of international action against the sponsoring state.

The Afghan government reportedly expelled from the country 10 Chinese intelligence officers on Saturday, after they were found to have contacts with pro-Taliban groups. Meanwhile the White House was recently briefed about claims that Beijing offered Afghan militants bounties for killing American soldiers.

(Kurdistan 24) – The Kurdistan Region’s finance ministry on Monday announced that it had cut over 10,000 illegal salaries as part of the government’s reform package regarding the payment of salaries, allowances, and pensions.
The order from the Kurdistan Regional Government (KRG) Ministry of Finance came after the government’s biometric system detected that 10,609 salaries were being paid illegally.

Unusual deployments by the U.S. and Israeli navies may be intended to deter Iranian attacks in the Gulf, but both moves are ripe for misinterpretation in Tehran.
On December 21, the American nuclear-powered guided missile submarine USS Georgia (SSGN-729) transited the Strait of Hormuz and entered the shallow waters of the Persian Gulf. The massive vessel is one of only four in the U.S. Navy converted to carry 154 conventionally armed Tomahawk land-attack cruise missiles—about half the tactical missile strike capability of an entire naval task force, with ranges of 1,300 to 2,500 kilometers. The Georgia can also carry sixty-six SEAL commandos and deploy them covertly for clandestine operations. Offering robust intelligence gathering and task force command-level secure communications capabilities, the Navy’s four cruise missile submarines are usually assigned the most challenging tasks.
