May 1: ISW Board Chairman Gen. (Ret.) Jack Keane testified at the hearing “Countering a Resurgent Russia” before the U.S. House of Representatives Committee on Foreign Affairs. Gen. Keane stressed the need for a comprehensive strategy to counter the hybrid warfare employed by Russia. He underscored the importance of continued sanctions that help deprive Russian President Vladimir Putin of “resources he needs to build his military to conduct major conventional operations.” The challenges posed by Russia and the foundation for a necessary approach by the U.S. are the topic of a new joint report by ISW and the Critical Threats Project (CTP) at AEI entitled “Confronting the Russia Challenge: A New Approach for the U.S .”

May 1: ISW Counterterrorism Research Assistant Brandon Wallace and ISW Research Director Jennifer Cafarella assessed that ISIS would likely focus on expanding and launching attacks in Africa in their article “ISIS Reasserts Global Reach for Ramadan 2019.” ISIS later claimed a significant attack in Nigeria. This analysis is part of a broader project assessing ISIS’s global military campaigns. ISW will soon release a report on ISIS’s renewed insurgency in Iraq and Syria.

May 7: The U.S. Department of Defense incorporated work by ISW into an interagency report to Congress on the mission to defeat ISIS in Iraq and Syria. The 17th Lead Inspector General Report on Operation Inherent Resolve cited ISW’s research on forces operating in Northern Syria. The U.S. Department of Defense Inspector General (IG) publishes this quarterly report with support from the U.S. State Department and Agency for International Development Inspectors General.

May 7: ISW Board Member Bruce Mosler, Chairman of Global Brokerage at Cushman & Wakefield, received the prestigious Theodore Roosevelt Award at the Navy League’s Maritime Gala. The award honored his work with non-profit organizations focusing on military and veterans’ issues, including the Navy League of the United States, the Syracuse University Institute for Veterans and Military Families, Team Rubicon, and the Intrepid Sea, Air and Space Museum.

May 8: ISW President Dr. Kimberly Kagan participated in a panel discussion entitled “Rising to the Threat: Revitalizing America’s Military and Political Power” hosted by the Foundation for Defense of Democracies. The panel touched on a range of topics, from the evolution of the fight against ISIS to Russia’s growing footprint in the Middle East and its consequences for the U.S.

May 13: ISW Syria Research Assistant John Dunford and ISW Research Director Jennifer Cafarella published an article entitled “ISIS’s Opportunity in Northern Syria’s Detention Facilities and Camps” detailing the potential for ISIS to exploit the dire humanitarian conditions in detention facilities and internally displaced persons’ camps across Northern Syria. The article assesses that ISIS is already networking in the Al-Hawl Camp in Northern Syria and outlines some short- and long-term steps that the U.S. can take to mitigate the risk of a resurgent ISIS.

May 25: ISW Syria Research Assistant Michael Land assessed escalating operations in Northern Syria in an update entitled “Pro-Regime Air Campaign in Greater Idlib Province.” The piece mapped the aggressive air campaign by Russia and Syrian President Bashar al-Assad targeting civilian populations and hospitals across Idlib Province.
