24 Jan 2017 – UPDATE 1125 GMT By Scott Lucas – : The Astana talks have already fallen into acrimony, with the Assad delegation denying the legitimacy of the opposition rebel group. The regime’s UN Ambassador Bashar Ja’afari called the opposition-rebels a “terrorist group delegation” He said it is characterized by “a departure from tact and diplomacy”, with an “insolent” and “provocative” opening statement from the head of the delegation, Mohammad Alloush. –  Ja’afari continued that “this gathering was not organized by Syria” and said the regime is not responsible for the arrangements, i.e., who was invited on the opposition-rebel side. –  UPDATE 0815 GMT: The Astana talks have begun.  The opposition-rebel delegation says that it will only discuss a ceasefire, release of detainees, and end to sieges — thus testing Russian and regime adherence — before any consideration of political arrangements. 24 Jan 2017 – Representatives from Syrian opposition groups and the government of Bashar al-Assad are meeting for the first time since early last year as peace talks sponsored by Russia, Turkey, and Iran begin in Astana, Kazakhstan. Kazakhstan’s foreign ministry said talks would end by midday on Tuesday (Reuters). Kazakh Deputy Foreign Minister Roman Vassilenko said the negotiations are an “additional step” (Al Jazeera) before talks expected to take place in Geneva next month. The director of the Syrian Observatory for Human Rights called a cease-fire negotiated by Russia and Turkey “clinically dead” and reported air raids on rebel-held areas of western Syria and insurgent shelling in Aleppo. The administration of U.S. President Donald J. Trump decided not to send a delegation (WSJ) to the talks despite receiving an invitation and will be represented by the U.S. ambassador to Kazakhstan. MESOP NEWS FLASH : ASTANA – SALIH MUSLIM’S (PYD/PKK) PROGNOSIS

25 Jan 2017 – Salih Muslim, the Co-President of the Democratic Union Party (PYD), said that the Astana peace talks are “doomed to fail”. During a PYD conference, Muslim reaffirmed that the Kurdish people exist in Syria on the ground and that they’ve solidified their presence through their public policies, intellectual thought, and undeniable strength. He added that nobody can exclude the Kurds and hope to achieve any successful political solution for the future in Syria. Astana meeting is sponsored by Russia in the participation of Iran, Turkey, the Syrian regime and armed Islamic groups. 25 Jan 2017 – The Kurdish Democratic Union Party (PYD) held a second Congress in Darbasiyah, Syria. During the Congress, the Co-President of PYD  Salih Muslim criticized the exclusion of Kurdish representatives in the Astana talks about Syria’s future.Muslim described the Astana talks as “the implementation of  the agenda of regional powers rather than the aspirations of the Syrian people.”  “The talks,” Muslim said, “are doomed to failure.”  The PYD Co-President reaffirmed his party’s commitment to continue establishing a political solution in Syria.  He stated: “We want the people of Syria to become decision-makers for a democratic Syria for all.” Read all http://www.mesop.de/?p=82290

MESOP NEWS SHORT CUTS “SOUTH KURDISTAN” IRAQ

  • During a television interview with KNN and NRT, Kirkuk Governor Najmaldin Karim called on the Iraqi Parliament and Cabinet to hold provincial elections in Kirkuk.  Dr. Karim told KNN “Kirkuk local elections must be held without any conditions.” He described the provincial elections as “constitutional rights for Kirkuk’s citizens.” He told NRT that Kirkuk will have “other options if the local elections are not held”. Despite elections recently occurring across Iraq, Kirkuk’s elections have been delayed for more than a decade. Iraq’s electoral commission announced that the provincial elections will be held in Septemeber of 2017.
  • In a press conference, Jabar Yawar, the spokesperson for the ministry of Peshmerga, said that the U.S. will provide arms to two newly created Peshmerga Brigades to face the ISIS terror group. www.mesop.de
