MESOP TODAYS SCANDAL : White House worked secretly to delay Syria sanctions bill

The White House worked behind the scenes last week to prevent a bipartisan bill to sanction the Assad regime for war crimes and atrocities against civilians from getting a vote in the House of Representatives. The Democratic leadership bowed to White House pressure and withdrew its support for voting on the bill for now.

Lawmakers and congressional staff had been preparing to bring up the Caesar Syria Civilian Protection Act this week and pass it out of the House with relative ease. The bill, named after a Syrian defector who presented the world with 55,000 pictures documenting Assad’s mass torture and murder of civilians in custody, has more than 50 co-sponsors, a majority of whom are Democrats. THE U.S. STRIKE IN DEIR AL ZOUR: IMPLICATIONS ON THE GROUND

The episode gives Moscow a great excuse to be uncooperative, which it may have planned to be anyway, but providing clearer information could nevertheless help further the coalition’s goals.

On September 17, planes from the U.S.-led coalition in Syria attacked a target inside the city of Deir al-Zour, triggering an outcry from Bashar al-Assad’s regime and Russia while raising questions about the strike’s goals and consequences. Damascus and Moscow have claimed that the location was a fixed Syrian army position in the southern part of the city, and that 60-90 Syrian soldiers were killed and about a hundred injured. U.S. officials have publicly expressed regret for the strike, confirmed that regime forces were killed, and explained that they were mistaken for Islamic State (IS) personnel. The American ambassador interrupted a Turkish cabinet meeting. He was there to prevent them from deciding to militarily intervene in Syria. He told the Turkish leader that Washington “would not like to see the Turks go beyond their borders. To do so would be a great disservice.”The prime minister nodded his head and said that Ankara “is deeply grateful and thankful to the American government for the interest it is taking to preserve peace in the area.” As a result of this exchange, Turkey refrained from moving into Syria. Three years later, a coup removed the Turkish leader from power. The generals behind it executed him shortly thereafter.As you have likely guessed by now, this does not describe the current situation in Turkey. The discussion happened in 1957, as recorded in declassified State Department files in the National Archives and Records Administration. The coup occurred in 1960. Pro-Assad Bombing of Aid Convoy as Ceasefire Ends

By Scott Lucas – eaworldview – 20 Sept 2016 – Syria’s Assad regime and/or its Russian ally has bombed a UN aid convoy, as it ended a seven-day US-Russian ceasefire.

The convoy the UN and Syrian Arab Red Crescent were delivering assistance at warehouses in Orem al-Kubra in Aleppo Province when they were attacked. The warplanes then struck a second time in a “double tap” operation, as rescuers tried to assist the wounded from the first assault. A local resident reported five missile strikes. Of the 31 trucks, 18 were hit.At least 20 people were killed. The Red Crescent director in the Aleppo area and 11 other personnel died, while 18 were wounded. Bodies burned inside vehicles and could not be retrieved because of the ongoing attacks.The head of UN humanitarian operations, Stephen O’Brien, said: There can be no explanation or excuse, no reason or rationale for waging war on brave and selfless humanitarian workers trying to reach their fellow citizens in desperate need of assistance…. MESOP : TODAYS RECOMMENDATION  – Competing Visions for Syria & Iraq: The Myth of an Anti-ISIS Grand Coalition

The Institute for the Study of War (ISW) and the Critical Threats Project (CTP) at the American Enterprise Institute conducted an intensive multi-week planning exercise to frame, design, and evaluate potential courses of action that the United States could pursue to defeat the threat from the Islamic State in Iraq and al Sham (ISIS) and al Qaeda in Iraq and Syria. ISW and CTP will publish the findings of this exercise in multiple reports. The first report examined America’s global grand strategic objectives as they relate to the threat from ISIS and al Qaeda.[1] This second report defines American strategic objectives in Iraq and Syria, identify the minimum necessary conditions for ending the conflicts there, and compare U.S. objectives with those of Iran, Russia, Turkey, and Saudi Arabia in order to understand actual convergences and divergences. The differences mean that the U.S. cannot rely heavily on international partners to achieve its objectives. Subsequent reports will provide a detailed assessment of the situation on the ground in Syria and present the planning group’s evaluation of several courses of action.

REUTERS  – 20 Sept 2016 – ANKARA,— Turkish armed forces shelled a Kurdish militant target in Iraq’s Kurdistan Region on Tuesday and killed four rebels, Turkish military sources said.

The Turkish army regularly conducts cross-border air operations against the Kurdistan Workers Party (PKK) in Iraq’s mountainous north, where the rebels are based. The sources said unmanned aerial vehicles determined the shelling also wounded a fifth PKK fighter and destroyed weapon depots in an area across from Turkey’s Sirnak province, which borders the semi-autonomous region of Iraqi Kurdistan. www.mesop.de

1 GRENZE AUSSEN WEG – 100000 GRENZEN & KONTROLLEN & CHECKINGS INNEN

No borderline !? – Grenzenlos !?

Die moderne Grenzforschung spricht heute weniger von borders als von bordering.  Grenzen sind keine statischen Gebilde, waren es auch nicht, sondern flexible Prozesse und heute sind sie dies mehr denn je.

Tatsächlich geht es in modernen Grenzregimes im gleichen Maße um die Beherrschung von zirkulierenden Strömen wie um die Sicherung fester Grenzen. Weltweit gibt es zur Zeit etwa 20 000 km schwerbefestigte Grenzanlagen – das ist der halbe Erdumfang (Dan Diner/Hagen – Borders –  Oxford 2013, S. 56-58)

Ideologisierte linke Sekten irren, wie Michael Walzer  lapidar beschreibt: „Die Grenzen des Staates niederreißen“ heiße nicht etwa , eine grenzenlose Welt zu schaffen, „sondern vielmehr tausend kleine Festungen zu errichten“ (Walzer, Sphären der Gerechtigkeit, Frankfurt 2006, S. 92)

 

No borderline außen !? – Innen Gated Communities !?

Grenzen schaffen Sicherheit. – Jeder der einmal versuchen würde das Sendegebäude am Mainzer Lerchesberg oder das Justizministerium in München oder die neue teure Wertanlage-Immobilie von medco international – gleich neben Draghis EZB in Frankfurt – einfach mal so am Pförtner vorbei zu betreten, als handele es sich um die rumänisch-ungarische Grenze, dem würden sehr schnell Grenzen aufgezeigt.  Die politischen und medialen Propagandisten der Grenzenlosigkeit wissen die Grenzen ihrer Lebensräume gut zu schützen.  Franziska und Rudolf Augstein und Heribert Prantls leben so und bestens abgesichert, während ihnen gegenüber allen anderen jede Begrenzung überflüssig erscheint.

Offene Landesgrenzen bringen privilegierte Schutzzonen im Binnenraum hervor, Gated Communities für die, die sie sich leisten können. Und auch die, die es sich nicht leisten können, ziehen Grenzen.

Es entstehen no-go-Areas und Parallelgesellschaften, die nicht mit Mauern umgeben und von Sicherheitspersonal bewacht werden, aber dennoch klar markiert und für die „Anderen“ nicht begehbar sind. (Dan Diner/Hagen, Borders, Oxford 2013, S. 56 – 9)

No borders  !?/ Nationalstaat im vitalen Trend !

Ein Blick auf die globale Wirklichkeit der Nachkriegszeit: die Zahl der Nationalstaaten, gleichgesetzt mit UN-Mitgliedstaaten, hat rapide zugenommen: 51 im Jahre 1945  – 193 im Jahr 2014. Allein zwischen 1990 und 2014 sind 34 Staaten dazugekommen.

Dort hingegen, wo Nationalstaaten zusammengebrochen sind,  herrschen Bürgerkriege und Chaos. Die Alternative zum Nationalstaat ist nicht der ‚Weltbürgerstaat‘ sondern empirisch konstatierbar: der ‚failed state“.

Der unangenehmste Effekt des »Brexit« für die EU und ihre tragenden Säulen besteht im Erstaunen über die schlichte Ästhetik einer souveränen Entscheidung: Die vermeintlich hochkomplizierten Probleme, mit denen sich die Organe der EU legitimieren, werden mit einem Schlag bedeutungslos.

Für die BRD und ihre Bevölkerung kann die britische Entscheidung indessen nicht als Vorbild dienen. Alle anderen EU-Mitgliedsländer könnten dem britischen Beispiel folgen und austreten. Sie würden dann zurückgeworfen – auf sich selbst, und aufgefangen – von sich selbst. Wovon aber würde die BRD aufgefangen werden?

Im Rückblick erscheinen die alte BRD und die alte DDR wie ein »Gnadenhof« für die Deutschen, welche das »Dritte Reich« der völkischen Bockelsons hinter sich gebracht hatten.  Es war ja viel mehr zerschlagen worden als eine Einpartei-Diktatur, nämlich: alles. Schon die Wiedervereinigung war für die politische Klasse der beiden deutschen Staaten unerträglich. Nach einer Phase der Verwirrung nahm um 1995 eine neue, um die DDR erweiterte BRD Gestalt an.

Eine BRD, die ihre deutsche Geschichte und Kultur selbst ausradierte, wie Gekrakel aus einem Schulheft. Eine völlig haltlose Bevölkerung stellte auf Kommando wieder einmal die Sandalen am Rande des Vulkans ab – und sprang …

Henry Kissinger hat über die »economy in search of political purpose« gewitzelt. Die ohnehin eher ökonomische als politische Klasse hat diese ›Suche‹ ersatzlos gestrichen.

Sie sieht in der BRD einen Wirtschaftsstandort und nichts anderes mehr, ein Land ohne Volk, mit einer beliebigen »werktätigen Bevölkerung«. Ein Land, das mit einem an die erste Hälfte des 20. Der Jurist hat Kontakte zum Geheimdienst und ein Institut mitgegründet, das mit deutschen Rechtspopulisten kooperiert.
