15 Sept 2016 – The agreement between Russia and the United States on a ceasefire in Syria is a compromise between rival powers. The respective political objectives of the two sides led the parties to the negotiating table, but likewise made it difficult for them to conclude an agreement. The divergent goals may also make it difficult to implement the agreement. Moreover, although the agreement serves the interests of the United States and Russia, it still lacks a guarantee that the fighting will stop, and it does not have a formula for the full resolution of Syria’s main problems: the nature of the future regime, the status of Assad and the Alawite ethnic minority in a permanent settlement, and the millions of refugees and displaced people. A solution to these issues can only be found if the roadmap to end the fighting and stabilize the arena is implemented. Therefore, the current agreement is not a foundation for stability, and the two parties to the agreement will have to revisit the issue of fighting in Syria and the diverse challenges the arena poses to them. Reuters, Paris Thursday, 15 September 2016 – Al Arabiya – France on Thursday called on the United States to share details of a ceasefire deal it struck with Russia on Syria saying that the information was crucial to ensure militants and not mainstream rebels were being targeted on the ground.Under the deal, the US and Russia are aiming for reduced violence over seven consecutive days before they move to the next stage of coordinating military strikes against the former Nusra Front and ISIS, which are not party to the truce. “The Russians cannot unilaterally continue to bomb saying that they are only striking terrorist groups,” Foreign Minister Jean-Marc Ayrault said in remarks confirmed by his entourage. 15 Sept 2016 – By Scott Lucas – eaworldview – As the ceasefire across Syria enters its third day, the first significant aid convoys are still held up on the Turkish border.Two convoys of 20 trucks, carrying mostly food and flour, set off from the Turkish border town of Cilvegozu on Tuesday, However, they were halted soon after they passed the Turkish customs post on the border, 40 km (25 miles) west of Aleppo city.The convoys are testing the public line of Russia, the main ally of the Assad regime, that it will ensure assistance to opposition territory as well as regime-held districts.While neither Moscow nor the Assad regime have issued a statement on the convoys, “security concerns” are being invoked to justify the hold-up of the trucks. Zakaria Malahifji, of the Aleppo-based rebel group Fastaqim, said factions will comply
