MESOP TODAY : ANOTHER ERDOGAN PURGATORIUM – Government Fires Another 40,000 State Employees
September 03 – 2016 – Turkey’s Government has carried out another purge of State employees following the failed July 15 coup, firing more than 40,000 in three new emergency decrees. Of those fired in Wednesday’s decrees, 28,163 personnel are from the Education Ministry. In the Health Ministry, 2,018 personnel have been dismissed, while 1,642 have been removed from the Finance Ministry and related institutions. By Emily Anagnostos with Tori Keller (ISW) – 3 Sept 2016 – Key Takeaway: The Iraqi Council of Representatives (CoR) will likely dismiss Kurdish Finance Minister Hoshyar Zebari if a no-confidence vote occurs on September 6. New interpretations of the Iraqi Constitution require only a simple majority to remove ministers, making his ouster more likely. Zebari, a well-liked and effective minister, is being targeted to undermine the leader of the Kurdish Democratic Party (KDP), Masoud Barzani, who has centralized power within the Kurdish Regional Government at the expense of rival parties – the Patriotic Union of Kurdistan (PUK) and Gorran. Kurdish political parties lack the discipline to vote as a single voting bloc because of infighting, which the Reform Front, the shadow political party led by former Prime Minister Nouri al-Maliki, has exacerbated. Should the Kurdish Alliance in fact collapse, allowing Zebari’s removal, the Kurds will lose their important influence over Arab Iraq. For this reason, the PUK leaders are attempting to instill party discipline and compel members to support Zebari, but they are unlikely to succeed if the vote proceeds on September 6 as they need more time to organize. SULAIMANI, Iraq’s Kurdistan region,— 3 Sept 2016 – Divisions within the Patriotic Union of Kurdistan (PUK) were on display Friday after one faction in the party responded to the announcement of a new decision-making body that would determine the legitimacy of party policies.Politburo head Mala Bakhtiyar, member Hero Ibrahim Ahmed and others released a statement following a meeting in Sulaimani that said anybody formed outside of the party’s established regulations would be deemed illegitimate. The statement was in response to an announcement the previous day by another faction in the party – that includes deputy Secretary-Generals Kosrat Rasul and Barham Salih – that a new decision-making center would be the only legitimate producer of PUK policy. The 70th unit of the Peshmerga forces, which is under the control of PUK, will not side with the conflicting factions, and it attempts to pressure the sides to maintain the unity of PUK, reads a statement released by the PUK-affiliated Peshmerga unit. DÜSSELDORF, 2. September. Der 1. September 2016 dürfte als schwarzer Donnerstag in die Geschichte des Zentrums für Türkeistudien und Integrationsforschung (ZfTI) in Essen eingehen. Es begann damit, dass der nordrhein-westfälische Landesrechnungshof dem Forschungsinstitut, das seit 2001 eine Stiftung des Landes ist und das vertiefte Kenntnisse über das Leben der türkischstämmigen Bevölkerung in Deutschland vermitteln und dabei helfen soll, gegenseitiges Misstrauen abzubauen, abermals ein verheerendes Zeugnis ausstellte. Demnach stellt das Institut offenbar seit Jahren gänzlich unrealistische Wirtschaftspläne auf: Für die Jahre 2011 bis 2013 wies es Einnahmen in erheblichem Umfang aus, die tatsächlich nie erwirtschaftet werden konnten.
