While even before the crisis, Syria was a poor economy, in the last five years GDP per capita fell to less than a third of its pre-war level. Approximately 11 percent of the population in Syria were killed or injured in the course of the war. In addition, late 2015 estimates point to about 3.1 million refugees, 1.2 million migrants, and 6.4 million displaced persons within Syria. Even with foreign aid, it would take the Syrian economy decades to recover to its previous level: the IMF estimates 20 years of reconstruction. Overall, Syria no longer represents the stable rival with which Israel contended both in war and in peace negotiations, and such stability is unlikely to be the case going forward. MESOP INSIGHT : By Aymenn Jawad Al-Tamimi The regime’s dependency on foreign and native militias to deal with manpower shortage issues and the decline of the regular army is well known. An immediate problem that arises with this phenomenon is a potential breakdown in order and control as militias take power on the ground into their own hands. A mechanism to try to minimize this problem is to have militias operate under some framework of the Syrian state. For example, some militias like the Homs-based Kata’ib al-Jabalawi (Jabalawi Battalions) and Leopards of Homs are affiliated with the al-Bustan Association of regime businessman Rami Makhlouf, who is also Bashar al-Assad’s cousin. Russia has altered the security balance in the Black Sea, Eastern Mediterranean and Middle East by establishing large anti-access/area-denial (A2AD) exclusion zones. Russia’s power projection in these regions has been further extended by the deployment of the S-400 air defense system to Crimea in August 2016 and to Syria in November 2015. Advanced air defense systems create A2AD “bubbles” that prevent Russia’s opponents from establishing air supremacy in strategically significant theaters. The Baltic States, much of Ukraine and the Black Sea, northern Poland, Syria and parts of Turkey fall under Russian A2AD bubbles created by S-300 and S-400 air defense systems. Russia operates advanced air defense not only within its own territory, but from sites in Syria and occupied Crimea, as well as cooperatively through the Joint Air Defense Network in Belarus and Armenia. Russia can use these systems to impede the ability of the U.S. to defend its NATO allies by disrupting the ability of US air forces to access conflict zones in the event of a crisis. www.mesop.de

Herfried und Marina Münkler über „Die neuen Deutschen“ (Rowohlt Verlag) – (..) Leitlinien erfolgreicher Integration: statt Drohkulisse eine Belohnungskultur.
Herfried und Marina Münkler halten den Deutschen auch den Spiegel vor. So sei der oft kritisierte Traditionalismus türkischer Familien vor allem die Folge einer Politik, die Einwandererfrauen jahrelang bewusst vom Arbeitsmarkt ausgeschlossen habe. Dies müsse in Zukunft dringend vermieden werden. Der ständige Verweis auf die religiöse Identität als angebliches Integrationshindernis von Muslimen diene auch der Selbstentlastung der Deutschen. So brauche man sich über soziale Fehlentwicklungen, die man hingenommen oder sogar indirekt gefördert habe, keine Gedanken zu machen. Doch nicht der Islam, sondern das soziale Scheitern stehe in der Regel am Anfang problematischer Zuwanderer-Karrieren.
Insgesamt wünschen sich die Autoren mehr positive Motivation für Zuwanderer: Gratifikation statt Sanktion. Statt Drohkulisse eine Belohnungskultur. Dieses Buch könnte für die Politik ein hervorragender Kompass sein.

…… größeren Stuss kann einer kaum verzapfen, auch dann nicht, wenn die Gattin nach 2 VHS Kursen mit Migranten hauptsächlich den Inhalt des Buchs verfasst hat. Sie hat allerdings Münkler auch endlich befreit aus den Emeuten an der FU Berlin gegen ihn, der von cultural study Leuten + dem dortigen LBGTI Chapter getragen war. Deren Vorwurf, Münkler sei „Rassist und Sexist und Militarist“, ist nun an Marina Münkler endgültig gescheitert.
