The latest regime attack has once again shown that any effort to confront the Islamic State in Syria must also confront Assad. – Bashar Assad has struck again. The Syrian regime has carried out an air attack using Sarin gas in the town of Khan Sheikhoun. Early reporting from the Syrian Observatory for Human Rights suggests as many as 100 are dead, many of them children. As if it was not enough to drop chemical weapons on the town, the regime then targeted, with an airstrike, the clinic where the victims of the chemical assault were being treated. He accused Saudi Arabia and the U.S. of being responsible for ISIS’s actions, stressing that Iran is the only country that has helped his militia. Key Points – Tehran’s military expenditures can be reasonably estimated based on Iran’s GDP growth rates and the price of oil, if the regime’s threat perceptions of potential major conventional conflict are generally understood.
- Iran will retain a preference for proven domestic production of critical platforms over foreign weapons acquisition as it spends its post-JCPOA resources. Tehran could achieve more blue-water naval capabilities, but a full army or air force modernization remains unlikely.
- Washington and its allies have an enormous capacity to influence military spending levels and allocations by affecting the regime’s threat calculus, foreign investment climate, and global energy prices.

Russland macht syrische Rebellen für den Tod von mindestens 72 Menschen in Chan Schaichun verantwortlich. Doch die Erklärung, die Moskau zu dem Giftgasangriff präsentiert, kann nicht stimmen.

Ziemlich genau 24 Stunden brauchte Russlands Regierung um ihre Erklärung für den Giftgasangriff auf die syrische Stadt Chan Schaichun zu liefern. Bei dem Luftschlag kamen nach aktuellen Angaben von Augenzeugen und Medizinern 72 Menschen ums Leben, darunter 20 Kinder. Nach Darstellung des Kremls starben sie, weil ein syrischer Kampfjet ein Chemiewaffenlabor der Rebellen traf. Demnach wären die Aufständischen, die Chan Schaichun kontrollieren, selbst für die Toten verantwortlich. Doch die Erklärung von Generalmajor Igor Konaschenkow, dem Sprecher des russischen Verteidigungsministeriums, weist mehrere Ungereimtheiten auf. So behauptet der Sprecher, der Luftschlag habe “zwischen 11.30 Uhr und 12.30 Uhr Ortszeit” stattgefunden.
