| Turkey, U.S. Discuss Regional Security
U.S. Secretary of State Rex Tillerson met with Turkish President Recep Tayyip Erdogan and other high-ranking officials while on a trip in the capital of Ankara. Tillerson and Turkish Prime Minister Binali Yildirim discussed the fight against the self-proclaimed Islamic State and Turkey’s demand that the United States extradite a Pennsylvania-based cleric (Hurriyet) it blames for an attempted coup. The State Department said that Tillerson emphasized the importance of Turkey as a NATO ally (RFE/RL) in enhancing “critical security” in the region. The visit comes as Turkey’s relations with Europe have strained ahead of a contentious April 16 referendum (NYT) to boost the powers of Erdogan’s office. Prior to Tillerson’s visit, Turkey announced an official end to its seven-month Operation Euphrates Shield (BBC) in northern Syria, where the United States and Turkey have been at odds over U.S. support for Kurdish forces (FT). Trump Administration — Syria’s Assad Can Stay in Power – March 31 – 2017 – MESOP – Shifting the long-standing US policy, the Trump Administration has indicated its acceptance of Syria’s President Assad remaining in power.
The announcement came in a statement by UN Ambassador Nikki Haley and a brief but pointed comment by Secretary of State Rex Tillerson during his meetings in Turkey. Haley told reporters on Thursday: You pick and choose your battles and when we’re looking at this, it’s about changing up priorities and our priority is no longer to sit there and focus on getting Assad out. – Do we think he’s a hindrance? Iraqi Prime Minister Haider al-Abadi said recently that any group taking up arms in Iraq outside the state’s official framework will be considered outlaws. However, it seems at least some of the factions fighting under the banner of the Popular Mobilization Units (PMU) in Iraq would not obey Abadi’s order. – On March 22, Abadi spoke at a meeting of the Global Coalition to Counter ISIS (Islamic State, or IS) in Washington. Also during his trip, he told the media that IS will be eliminated from Iraq’s cities “within weeks.”

30 March 2017 – The Syrian Kurdish National Council (ENKS) on Wednesday pulled out from the negotiations in Geneva as a protest against the Syrian opposition’s High Negotiations Committee (HNC). – “The ENKS delegates pulled out from these negotiations as a protest against the High Negotiations Committee because they rejected the Kurdish issue to be included in the [negotiations] schedule,” Zara Salih, a senior ENKS-affiliated Yekiti politician told ARA News. by Aymenn Jawad Al-Tamimi • Mar 30, 2017 – The number 313 has turned up multiple times in the Syrian civil war. Referring to the supposed number of Muslim soldiers at the battle of Badr but also the companions of the Imam al-Mahdi in eschatology, 313 can have significance for both Sunni and Shi’i Muslims. However, in the Syrian civil war, the 313 reference seems to appear more on the regime side, particularly in association with Shi’i militancy in support of the regime. The 313 Battalion is another example of this trend. The militia is also known as the 313 Force and Liwa al-Rasul al-‘Adham (“The Great Apostle Brigade”: a reference to the Prophet Muhammad).

PKK on Kurdistan Flag in Kirkuk: It Does Not Represent People
Basnews English – 30/03/2017 – ERBIL — The Kurdistan Workers’ Party (PKK) has officially expressed its opinion on raising the Kurdistan flag over the government institutions across Kirkuk, saying the move is not representing people.
Mustafa Karasu, co-leader of the Kurdistan Communities Union (KCK) has made a clear stance against hoisting the Kurdish flags in Kirkuk and stated that the flag should not be imposed on people.Similar to the Islamic Republic of Iran and Turkey’s Nationalist Movement Party (MHP), the PKK official referred to Kurdistan flag as “the flag of southern region”.
