As fighting has resumed in many parts of Syria, the optimism felt by many in mid-September when a cease fire ended most of the violence, has vanished. With American and Russian diplomats locking heads over the bombardment of government troops and a UN convoy in Syria, it seems that a return to the negotiation table is unlikely in the foreseeable future. However, as US President Obama has recently reiterated, there will not be a military end to the conflict in Syria. Instead, diplomatic efforts need to result in a comprehensive cease fire, which will lay the foundations for peace negotiations and a new post-war order in Syria. Please be informed that the European Parliament decided few moments ago in Strasbourg to award its “2016 Sakharov Prize for Freedom of Thoughts” to Ms. Nadia Murad Basee and Ms Lamiya Aji Bashar, advocates for the Yazidi community and for women surviving sexual enslavement by Islamic State. They are both from Kocho, one of the villages near Sinjar, Iraq, which was taken over by Islamic State in the summer of 2014, and are among the thousands of Yazidi girls and women abducted by Islamic State militants and forced into sex slavery. Murad is also a promoter for recognition of the Yazidi genocide. The award ceremony will be held in Strasbourg on 14 December 2016.

26 Oct 2016 – Turkey is not prepared to take a step back in its spat with Baghdad. The mood in Ankara remains defiant despite Baghdad’s insistence that Turkey not be allowed to participate in the Mosul operation and demands that Turkish troops in Bashiqa near Mosul be withdrawn. Prime Minister Binali Yildirim reiterated Turkey’s position over the weekend in a TV interview. Yildirim said plans for Turkey’s participation in the Mosul operation were ready, and he underlined that Turkey would also be at the negotiating table determining the future of the city.

MESOP “MOSUL UPDATE” : ISIS Holds Up Iraqi Forces South of Mosul
October 27 – 2016 MESOP / eaworldview – Islamic State fighters are maintaining resistance against Iraqi forces south of Iraq’s second city Mosul.
On Wednesday, the 10th day of the Iraqi-Kurdish offensive, ISIS continued to hold a line in the region of Shora, 30 km (20 miles) from Mosul.An advance group of Iraqi special forces have closed within 3-4 km (2-2.5 miles) of Mosul to the east, but have stopped for other forces to join them and to make ground on other fronts.To the north, Kurdish peshmerga continue to surround Islamic State fighters in Bashiqa, a key town for supply lines about 20 km (12.5 miles) from the center of Mosul. In a sudden shift on 19 October, the Turkish-led Euphrates Shield operation moved on the town of Tal Rifaat in northern Aleppo, held by the Kurdish-led Syrian Democratic Forces (SDF), instead of its original plan to seize the city of al-Bab from the Islamic State group.The offensive resulted in dozens of casualties as Turkish warplanes and artillery were used to target Kurdish targets. This attack was later suspended on 24 October in order to pursue the original goal of capturing al-Bab.Although military confrontations between Turkey and Syrian Kurds are expected, the exact reasons that led to these sudden changes in beginning and ending the offensive remain largely unclear. Clown ist nicht gleich Clown. Gute Clowns sollten sich deshalb jetzt distanzieren von jenen, die in ihrem Namen ihr Unwesen treiben. Nach den Horrorattacken dürfen wir jetzt nicht alle Clowns über einen Kamm scheren. Wurden die Attentäter von uns allein gelassen? Machen sie einfach nur ein „Gesprächsangebot“ an die Gesellschaft?
Ein Gespenst geht um in Deutschland, greift Menschen an und macht die Polizei ratlos. Es sind selbst ernannte Horror-Clowns, die auf unseren Plätzen und Straßen ihr Unwesen treiben. Das Phänomen ist relativ neu und kommt – wie fast alles – aus den USA.Bundesweit wurden schon über 300 Vorfälle gemeldet, wobei die Dunkelziffer weit höher sein dürfte. Allein am vergangenen Wochenende gingen bei der Polizei in Nordrhein-Westfalen 86 Notrufe ein. Eine erste bundesweite Übersicht zeigt Rostock mit 26 Vorfällen an der Spitze; es folgen Essen-Mülheim (12), München (elf) Gelsenkirchen (neun), Stendal (acht), Köln, Düsseldorf und Düren (je sieben). – Auch in Gütersloh, Krefeld und Bielefeld waren Horror-Clowns mit Baseballschlägern, Äxten und Kettensägen unterwegs, als würden sie sich um eine Rolle in einem Film von Stephen King bewerben.
Bis jetzt ist kein Muster erkennbar. Die Fachleute stehen vor einem Rätsel. Die Angriffe seien „ein völlig neues Phänomen, das Grenzen auch strafrechtlicher Art überschreitet“, sagt Harald Dreßing, Leiter der Forensischen Psychiatrie am Zentralinstitut für Seelische Gesundheit in Mannheim. 26.10.2016 – 18:56 Uhr Die durch ein Titelbild des Magazins „National Geographic“ weltberühmte Afghanin Sharbat Gula ist im pakistanischen Peschawar festgenommen worden. Jetzt droht ihr eine schlimme Strafe: sieben bis 14 Jahre Haft sowie eine Geldstrafe von bis zu 5000 Dollar (4600 Euro). Vorwurf: Sie soll mit falschen Papieren in Pakistan gelebt haben. Das sagte Shahid Ilyas von der pakistanischen Ermittlungsbehörde FIA am Mittwoch der Nachrichtenagentur AFP. Gula war 1984 während der sowjetischen Besetzung Afghanistans von dem Fotografen Steve McCurry in einem pakistanischen Flüchtlingslager fotografiert worden. Die Aufnahme der damals Zwölfjährigen, die mit ihren grünen Augen direkt in die Kamera schaut, wurde zur Ikone der Reportage-Fotografie.

„Wenn die Zuteilung von Rechten für eine Gruppe für die Aberkennung grundlegender Ansprüche einer anderen instrumentalisiert wird, hat die berechtigte Gruppe die Pflicht, die Bedingungen abzulehnen, unter denen die politische und gesetzliche Anerkennung und Berechtigung verteilt werden. Damit ist nicht gesagt, dass wir bestehende Rechte aufgeben sollen, sondern bloß, dass wir erkennen müssen, dass Rechte nur im Rahmen eines allgemeinen Kampfes für soziale Gerechtigkeit einen Sinn haben; werden sie differenziell verteilt, so wird durch die taktische Durchsetzung und Rechtfertigung von Rechten für Schwule und Lesben Ungleichheit installiert.“

Meinungsfreiheit Benimm und Erkenntnis – Was tun gegen den allenthalben geäußerten Hass? Wo es keine rechtliche Handhabe gibt, hilft nur noch Moralisieren. Das ist ein Strukturwandel der Öffentlichkeit, der nichts Gutes verheißt.
