MESOP : 1. ESCALATING – Putin Orders U.S. Out of Syria, Starts Bombing

Vladimir Putin allegedly ordered U.S. planes to leave Syrian territory on Wednesday, just hours before Russian airstrikes began, a senior U.S. official told Fox News. CNN reported that Russian jets began bombing targets in Syria Wednesday. Earlier Wednesday, lawmakers in Moscow approved Putin’s request to use armed forces abroad, but Kremlin Chief of Staff Sergey Ivanov said the move referred only to the use of Russia’s air force in Syria. “The operation’s military goal is exclusively air support of the Syrian armed forces” and their battle against ISIS, Ivanov said, according to Russian news agency TASS. MESOP Warning Update: Russia Expanding Facilities at Tartus Naval Base

By Christopher Kozak with Hugo Spaulding and Daniel Urchick (ISW) 1 Oct 2015 – Recent indicators suggest that Russia intends to upgrade its naval facility in the Port of Tartus along the Syrian Coast in tandem with its ongoing air operations based out of Bassel al-Assad International Airport in neighboring Latakia Province. On September 28, Russian media sources reported the deployment of at least two repair and supply vessels to Tartus with an onboard escort of “anti-terror group” Naval Infantry personnel. The deployment of these vessels comes in ostensible support of recently-announced naval exercises in the eastern Mediterranean Sea involving several warships from the Russian Black Sea Fleet, including the guided missile cruiser Moskva, the destroyer Smetlivy, and the tank landing ship Saratov. Nonetheless, the two repair vessels are designed to equip military ports by installing mooring buoys, breakwaters, and floating landing stages or docks – making them valuable assets in efforts to modernize the base at Tartus. Although Russian President Vladimir Putin has portrayed Russia’s latest military buildup as an effort to combat ISIS, Russia’s first airstrikes in Syria on Wednesday targeted opposition groups fighting Syrian President Bashar al-Assad instead, killing at least 36 civilians. MESOP RESEARCH : What Americans really think about the Syrian refugee crisis

A Pew Research Center survey released on September 29 shows a mixed and polarized response among Americans to the Syrian refugee crisis. By a narrow margin of 51 to 45 percent, the public approves of the Obama administration’s decision to accept more refugees. Democrats favor this move by 69 to 29 percent, while Republicans oppose it by a similar margin of 67 to 30. The split among Independents, with 51 percent in favor and 43 percent opposed, closely mirrors the population as a whole. www.mesop.de

France has launched a probe into Syrian President Bashar al-Assad’s regime for alleged crimes against humanity, a judicial source said Wednesday, after world powers sparred at the United Nations over the embattled leader’s fate. Paris prosecutors opened a preliminary inquiry on September 15 into alleged crimes committed by the Syrian government between 2011 and 2013, the source told AFP. The French investigation is largely based on evidence from a former Syrian army photographer known by the codename “Caesar,” who defected and fled the country in 2013, bringing with him some 55,000 graphic photographs. A family of Syrian migrants is demanding to be settled in “Germany or nothing,” refusing to live in any other European country. Heute hat die russische Luftwaffe ihre ersten Luftangriffe in Syrien geflogen. Und natürlich ging es nicht etwa gegen den Islamischen Staat, sondern gegen syrische Rebellen. Dazu schreibt Adopt a Revolution:Verdammt! Russland behauptet, in Syrien gegen ISIS vorzugehen. Doch heute morgen wurde ?Talbasieh bombardiert, wo unser Projektpartner aktiv ist. ISIS wurde in der Stadt bislang noch nie gesehen – dafür wir sie vom Assad-Regime belagert.
