MESOP : The Two-administration discussions in KRG

The President of Kurdistan Region Masoud Barzani warns people to be aware of the agenda of some people from in and outside the Kurdistan Region who want once again ignite civil war.

In a letter to the Kurdistan Regional Government, the political parties and the people of Kurdistan, Barzani writes: “Today our nation is more than ever closer to success, larger gains and pride; sadly a new method of betrayal is practiced to go against the nation of Kurdistan which is through statements and writings calling for civil war, disputes and the split of the Region into two-administrations.”

He writes that these are acts of betraying the people and land of Kurdistan and serves the enemies of Kurdistan which should not be allowed to exist. “This is not the freedom of expression. This is an issue threatening the national and ethnic security of Kurdistan and threats all the hard-gained achievements.”

Barzani calls on the Parliament, the KRG, and the public prosecutor to take actions against these illoyal people and find a legal solution to prevent those ideas going to the public before their can threat our nation.

The president of Iraq’s Kurdistan Regional Government (KRG) has said during a visit to Peshmerga forces operating in Arbil and Mosul that the autonomous region is insistent about its independence, while also calling for unity against a recent call for dual management in the Kurdish region.
“We have two options on the table: Either independence or dependence. We will choose the first,” said Barzani, according to his official website.
The “dual administration” suggestion had been proposed by the opposition Goran (Change) movement in northern Iraq, referring to an administration ruled through the city of Sulaymaniyah, where the Patriotic Union of Kurdistan (PUK) under the leadership of Jalal Talabani is strong, and Arbil, where the Barzani-led Kurdistan Democratic Party (KDP) mostly exerts authority.

“The ones who speak of two wills are the ones who have not learned the lesson of history,” Barzani said in a statement published on the KRG’s official website, Rudaw TV reported.“No one can divide the Kurdistan Region. The ones who are disturbed by unity and integrity can maintain their lives in another place that they prefer. We have not martyred lives only to remain under orders,” he added.

“The enemy has done its worse but could not wear out the will of our nation. We do not have to experience this sort of an affliction over again. Among the two options in front of us – independence or dependence – we will chose independence,” he also stated.

Addressing the Peshmerga forces as the “commander in chief,” Barzani stressed that conflicts among various parties should not be reflected in the ongoing war against the Islamic State of Iraq and the Levant (ISIL).

Kurdistan Democratic Party bloc within the Council of the province of Sulaymaniyah, demanded head of the provincial council a clarification on some of his statements.

Head of the Kurdistan Democratic Party bloc within the Council of the province of Sulaymaniyah Ziad Kake in an interview with the site Kurdiu said his bloc demanded head of the provincial council Haval Abu Bakr a clarification on an earlier statement to him about converting the city of Sulaimaniya to an independent province, pointing out the need to know whether his words express his personal opinion or the viewpoint of a particular party or the Council.

He described the statements as extremely dangerous.

SULAIMANI – A Kurdish academic has warned that some parties may be plotting to separate Sulaimani province from the Kurdistan Region.

Kaiwan Azad told BasNews that internal conflict between Kurdish political parties have led some of them to consider such an action. “Splitting the Kurdistan Region in any way would be a national betrayal,” he said.

Head of Sulaymaniyah Provincial Council Haval Abubakr who is from Change [Gorran] Movement recently said that the perceived lack of services in the province are encouraging people to discuss the idea of an autonomous region in Sulaimani.

Azad pointed out that the Patriotic Union of Kurdistan (PUK) and Gorran (Change Movement) believe that the Kurdistan Democratic Party (KDP) neglects Sulaimani in favour of the Erbil and Dohuk provinces.

“The parties complain about service shortages such as gas, electricity and water in the province.”

Azad rejected the idea of establishing cantons such as those created in Syrian Kurdistan, saying that the administrative system does not fit Iraqi Kurdistan.

He stressed that the Kurdistan Region is not an independent country and internal conflict could allow neighbouring countries, especially Iran and Turkey, to intervene in its affairs.

“The PUK and Gorran are in the same position with Iran and are said to be considering the creation of an autonomous region in Sulaimani to compete with the KDP,” Azad said.

BasNews approached both the PUK and Gorran for a quote, but has so far received no response.
