On January 21, 2022, the Taliban released Issue 192 of its official monthly Arabic-language magazine, Al-Somood, which includes an extensive article and accompanying diagrams titled, “The Campaign to Build the Islamic Emirate,” by the Al-Qaeda-affiliated writer Abu Walid Al-Masri aka Mustafa Hamid. The article lists the challenges which face the Islamic Emirate of Afghanistan in the military and civilian sectors and highlights, among other things, the challenges posed to the establishment of a “jihadi army,” and the country’s reserves of rare earth minerals – especially lithium and uranium – as something that could “change the course of the history of Afghanistan.”
