Given the cross-border nature of Black Friday’s planning and organisation, France re-imposed border controls, at a time when other countries (such as Sweden) within the Schengen area were already doing so, or considering the option as a result of the refugee crisis. The suggestion that one of the perpetrators of the Paris attacks had passed himself off as a Syrian refugee led to an immediate transformation of the Syrian exodus into a security issue by a number of states, beginning with Poland, and more broadly in the political debate. Xenophobia and souverainisme can now advance behind the veil of counter-terrorism.
