Kurdish Syrian Parties Sign Agreement

22.10.2014 –  Diyako Murad – BasNews, Erbil – After a week of meetings and negotiations between Kurdish political parties of Syrian Kurdistan (Rojava) in Iraqi Kurdistan, the parties has sign an agreement on how to rule Syrian Kurdistan.BasNews has learned that the agreement, followed after the parties met with the Kurdistan Region President Massoud Barzani and the parties signed the accord after meeting with Barzani.

On October 14, both major councils of Rojava including the Kurdish National Council in Syria (KNCS) and the People’s Council of Western Kurdistan (Syrian Kurdistan) started their meeting and negotiation in Dohuk under the supervision of Barzani in order to reach an agreement and unite in ruling Rojava. On Wednesday October 22nd, both councils signed the agreement between both councils that consists of several points. They are expected to hold a press conference on Wednesday night where they will be revealing the content of the agreement.  

“We both sides agreed on three points including, democratic administration, as well as identifying a political source and a joint military force for Syrian Kurdistan,” said member of the Secretary General of KNCS, Nasraddin Ibrahim to BasNews. Ibrahim revealed that both sides have agreed on the disputed points, but did not give detail about the content of the agreement. “On Wednesday night in a press conference, we will reveal the points that we both sides have been agreed on,” said Ibrahim. Member of People’s Council of Western Kurdistan and Senior PYD Figure, Alldar Khalil told BasNews, “Our agreement with KNCS is on identifying the source of power in Rojava that will be distributed as following. 40% of the of the power will be for KNCS representatives and 40% will be for our council’s representatives.”  

About the other 20% remaining power positions, Khalil stated, “20% remaining will be for other party members that they will be chosen jointly by both councils.”

“The number of the members will consist of 30 persons that 12 of them will be from KNCS and 12 other members will be from our council. However, the other six remaining members will be jointly chosen between both councils and other political parties in Rojava,” added Khalil.  

He mentioned that KNCS will participate in the democratic administration cantons of Rojava and the name of the administration will remain the same as it is now. Commenting on the formation of the joint military force in Rojava, Khalil said that when both councils return back to Rojava, a joint committee will be formed from both sides in order to negotiate with People’s Protections Unit (YPG) and the head of administration defense to form a joint force based on the result of the negotiation. About the time set for the implementation of the agreement, Ibrahim pointed out, “a special committee will be formed from both councils that within the first two months, all the points of the agreement will be translated into actions,” and Khalil also emphasized that the agreement and its points will be implemented in two months.
