(09/001) Person Killed by the Police in Hakkari…
The conflict between the security forces and civilians who dug ditches on the roads in Yüksekova district of Hakkari protest in the recent operations and pressures continued on 1 September 2015. Ali Kaval (18) was killed for being shot at legs and head when security forces opened fire from an armoured vehicle.

The police officer Olgun Kurbanoğlu was killed during an armed attack on 1 September 2015 in the city centre of Karakoyunlu district of Iğdır.
2 soldiers were wounded in Şırnak when an armoured vehicle carrying gendarmerie soldiers was attacked on 1 September 2015 with long barreled weapons.
(09/003) Hunger Strikes in the Prisons…
The prisoners incarcerated several prisons and convicted in PKK and KCK cases continue hunger strike started to protest in the recent military operations and arrests. Hunger strike reached its 18th day as off 1 September 2015.
9 prisoners incarcerated in Adıyaman E-type Prison and started hunger strike were reportedly transferred to other prisons without their demand.

(09/004) Operations and Attacks in the Southeast…
Police officer Burhan Gatfar who was heavily wounded during an armed attack against a police vehicle on 1 September 2015 in Batman died in the hospital. One police officer was also wounded during the attack.
2 soldiers were wounded during the armed attack on 1 September 2015 against the Milli Battalion in Uludere district of Şırnak.
One soldier died and 2 soldiers were wounded when a military troop was attacked on 2 September 2015 nearby Tekeli village of Şemdinli district in Hakkari.
2 police officers were wounded when a bomb exploded on 2 September 2015 in Derik district of Mardin during the passage of an armoured vehicle.
Regional Traffic Branch of Security Directorate in Karakoçan district of Erzurum was attacked on 2 September 2015 with long-barreled weapons and 3 police officers were wounded.
Governorate of Erzurum announced on 1 September 2015 that 32 regions in the province were decided to be military security zones for 15 days from 1 September 2015 to 15 September 2015. Entrance of civilians to the military security zones was also banned.
Governorate of Hakkari announced on 2 September 2015 that several regions in Yüksekova and Şemdinli districts were decided to be military security zones from 6 September 2015 to 20 September 2015. Entrance of civilians to the military security zones was also banned.
Justice and Development Party (AKP) member Nurettin Toktamış and his son Cevat Toktamış were reportedly abducted by PKK militants on 2 September 2015 in Büyükçiftlik town of Yüksekova district in Hakkari.
One militant was reportedly killed and one militant was captured during the operations conducted since 2 September 2015 in the rural areas of Karakoyunlu district of Iğdır.
One chief police officer and 3 police officers died when a bomb exploded on 3 September 2015 during the passage of an armoured vehicle in Dargeçit district of Mardin.

An armed attack was organised on 1 September 2015 from the region under the control of IS/ISIS in Syria to Kilis province. One soldier died during the attack and one soldier is reportedly missing.
(09/006) Killing by Unidentified Assailants in Diyarbakır…
B.B. and M.S. who were detained in connection with the killing of Yunus Koçak, former Chair for Justice and Development Party (AKP) youth wings in Diyarbakır, person in front of his pharmacy reportedly confessed the murder. The assailants did not disclose the reason of the attack.

According to the news appeared in the press on 2 September 2015, Palestinian L.B. (21) and his/her father were captured on 2 September 2015 when they were trying to pass the border from Syria to Turkey nearby Güveççi village of Yayladağı district in Hatay. L.B. (21) was reportedly raped and his/her father was beaten by a soldier. Public Prosecutor in Yayladağı launched an investigation in connection with the allegations.

5 persons who were detained during a road control on 1 September 2015 in Van were allegedly subjected to torture at Security Directorate.
Yaşar Er who visited his son Hüseyin Er in police custody announced that he was allowed to see his son for 5 minutes and there were bruises and traces of beating on his face.
(09/009) Use of Tear Gas in Mardin…
Neslihet Kazan (51) was shot at head and wounded on 2 September 2015 when the police was randomly throwing tear gas canisters in Nusaybin district of Mardin. The police was using tear gas arbitrarily; there was no incident in the district.
(09/010) Persons Beaten by the Police in Adana…
According to the news appeared in the press on 2 September 2015, Mustafa Rençber and 3 other civilians were beaten by a group of 6 police officers in Adana Court House on the grounds that they were waiting on the corridor. Police officers beat the civilians for minutes and security cameras recorded the incident. The civilians were detained after the incident. Mustafa Rençber, his Orhan Rençber and his friend Ali Kartal were reportedly arrested on the allegations of “resisting security forces”.

According to the news appeared in the press on 1 September 2015, PKK leader Abdullah Öcalan incarcerated in İmralı High Security Prison was not given the book set “Democratic Nation Solution” written by him on the allegations that the books were making propaganda of an illegal organisation.

According to the news appeared in the press on 3 September 2015, a court case was launched against the teacher Hatice Yüksel who was suspended from duty for taking part in a public statement and the teacher Mehmet Doğan who was supporting Hatice Yüksel. The case was reportedly launched for calling the Governor of Eskişehir province Azim Tuna “Public Enemy”.
The indictment wants the teachers to be sentenced according to the Article 125 TPC for “insulting a public officer”. Eskişehir Penal Court of First Instance No 10 will start to hear the case on 10 December 2015.

2 new domains of Dicle News Agency (DİHA) which were launched on 2 September 2015 were also banned by Telecommunication Communication Presidency. Access to 5 domains of DİHA was previously banned.

On 1 September 2015, gendarmerie soldier raided Kırımkaya village of Karaçoban district in Erzurum and detained Kazım İpek on the allegations of “insulting State President”.
Kazım İpek was arrested under the Article 299 TPC for the expressions he used during the funeral of a soldier who died in a recent armed clash.

The police intervened a group of students who wanted to open a stand on 2 September 2015 on Konur Street in Ankara and detained 9 persons under beatings.

The police conducted house raids on 2 September 2015 in Eskişehir and detained 9 persons on the allegations of “taking part in the Peace Day demonstration” and “insulting State President”.

Cevdet Şenlik (18) and Metin Tekinalp (19) were wounded on 1 September 2015 when Special Forces opened fire against a group of persons who were protesting recent operations and killings by security forces.
(09/020) Peace Day March Intervened in İstanbul…
Peace Day march organised by Joint June Movement on 1 September 2015 in İstanbul was prevented by the police. The demonstrators were intervened when they wanted to march on İstiklal Avenue from Tünel Square to Galatasaray Square. The police dispersed the crowd by using tear gas and water cannons on the grounds that marching on İstiklal Avenue was forbidden. 14 persons were detained under beating during the intervention.

On 1 September 2015, gendarmerie soldiers raided Kekelî village of Bulanık district in Muş and detained 9 persons.
The police raided on 1 September 2014 Peoples’ Democratic Party (HDP) office in Kosova quarter of Konak district in İzmir and detained 3 persons including HDP Co-Chair for Konak district Mahsun Koç.
9 persons were reportedly detained in Karakoçan district of Elazığ on the allegations of “being member of Patriotic Revolutionary Youth Movement (YDG-H)”.
Special Forces prevented a group of persons who were going to Doğubeyazıt district to Ağrı to take part in the Peace Da demonstration on 1 September 2015. 13 persons were detained for possessing a banner saying “We salute self-governance decision of people”.
The detainees were released after a while. But Rıdvan Kahraman and Erhan Muğlay were detained on 2 September 2015 upon Public Prosecutor’s objection to release decision. They were detained on the allegations of “being member of an illegal organisation”.
Erhan Demir who was among 3 persons detained during house raids n Adana was arrested on 1 September 2015 on the allegations of “being member of an illegal organisation”.
Sinan Akbaş was also arrested in Silopi district of Şırnak on the allegations of “being member of an illegal organisation”.
8 persons including HDP Co-Chair for Nazımiye district of Tunceli province Zülfü Yüksel who were detained during the house raids conducted on 29 August 2015 in Nazımiye were arrested on 2 September 2015 on the allegations of “being member of an illegal organisation”.
Şeyhmus Demir (20) who was among 4 persons detained in Bismil district of Diyarbakır and 4 persons detained in Eyyübiye district of Şanlıurfa were arrested on the allegations of “being member of an illegal organisation”.
The siblings Ayşe Yıldız and Mehmet Sait Yıldız were detained during house raid conducted on 2 September 2015 in Batman.

On 1 September 2015, unidentified persons attacked Peoples’ Democratic Party (HDP) premises in Elmadağ district of Ankara. The attack caused material damage.

Ankara Peace Penal Court No 3 reportedly decided upon request of Ankara Security Directorate to authorise security forces for body, vehicle, belongings, and private information search from 25 August 2015 to 25 September 2015.

2 machinists were wounded on 3 September 2015 when a bomb exploded during the passage of a freight train nearby Düziçi district of Osmaniye.
8 soldiers were wounded on 3 September 2015 when a mine exploded during the passage of an armoured vehicle nearby Bulanık district of Muş.

Çağlayan (İstanbul) Heavy Penal Court No 5 continued on 3 September 2015 to hear the case launched in connection with the assassination of Hrant Dink. The court rejected the demands of lawyers of Dink family and adjourned the hearing to 22 December 2015.

The police officer Ahmet Şahbaz who was under arrest and on trial for killing Ethem Sarısülük on 1 June 2015 during the Gezi Park demonstrations was released on 3 September 2015 to be tried without remand.

The feminists Helin Ertekin, Sibel Yalçın, Gamze Taşçı, Dilan Özer and Bejna Güney who wanted to put up a banner on 3 September 2015 on the walls of Family and Social Policies Directorate in Mersin saying “We do not want a ministry indifferent to women and responsible for child deaths (Kadından sorunlu, çocuk katliamlarında sorumlu bakanlık istemiyoruz)” were detained.

One person in Dicle district and one person in Eğil district were reportedly detained during the operations conducted on 3 September 2015 in Diyarbakır.
Fırat Güreç, Mehmet Güreç, Evren Oğuz, Sunay Yaman, M. Sıddık Özbakış and M. Rahim Gök who were detained in Doğubayazıt district of Ağrı were arrested on 3 September 2015 on the allegations of “being member of an illegal organisation”.
Mahmut Yıldız, Fuat Kaya, Veysi Can, Raif Keleş and Siracettin Keleş who were detained during the operation conducted by gendarmerie soldiers in Gaveşvan village of Patnos district in Ağrı were arrested on the allegations of “being member of an illegal organisation”.

(09/030) Operations and Attacks in the Southeast…
A police station in Tunceli city centre was attacked on 4 September 2015. One police officer, 2 PKK militants and civilian Ayten Gülhan (30) died during the clash that broke out after the attack. An ambulance driver and a police officer were also wounded.
Lokman Bayar (22) died when a vehicle was attacked on 4 September 2015. The soldier Nuri Karakaş and driver’s nephew T.B. (6) were wounded. The attack was reportedly organised on the grounds that there was a non-commission officer in the vehicle.
One soldier was wounded when a mine exploded on 4 September 2015 in the rural area of Başkale district in Van.
One militant in Şırnak and 2 militants in Uludere district reportedly died during the armed clashes on 3 September 2015.
According to the official announcement by the General Staff 16 soldiers died and 6 soldiers were wounded when a bomb exploded during the passage of a military convoy nearby Dağlıca village of Yüksekova district in Hakkari. On the other hand PKK announced that 31 soldiers died during the attack.
Celal İnan wa shot to death when PKK militants opened fire against a vehicle for not obeying stop warning on 5 September 2015 in Şemdinli district of Hakkari. Justice and Development Party Chair for Şemdinli district Miran Kaya was reportedly driving the vehicle.
2 police officers died and 8 police officers were wounded when an armoured vehicle was attacked on 5 September 2015 in Sur district of Diyarbakır.
2 soldiers were wounded when 8th Gendarmerie Regimental Command in Şırnak was attacked on 5 September 215.
One police officer was wounded when the Governorate in Mazıdağı district of Mardin was attacked on 6 September 2015.
2 soldiers were abounded during an armed clash that broke out on 7 September 2015 nearby İncesu hamlet of Altınsu village in Şemdinli district of Hakkari.
One police officer was wounded when a bomb exploded on 7 September 2015 in the city centre of Başka district of Van during the passage of an armoured vehicle.
14 police officers died when a bomb exploded on 8 September 2015 during the passage of a police service and police vehicle nearby Hasanhan village of Aralık district in Iğdır. The service was carrying police officers to Dilucu Border Gate.
The police officer Murat Savaş Kale (30) died when PKK militants opened fire against a civil vehicle on 8 September 2015 nearby Alacık village on the road between Tunceli and Erzincan.
One police officer died and 3 police officers were wounded when a bomb exploded on 8 September 2015 during the passage of an armoured vehicle in Dargeçit district of Mardin.
8 police officers were allegedly wounded during the armed attacks against armoured vehicles on 7 September 2015 in Cizre district of Şırnak.
Governorate of Ağrı announced that the implementation of security military zone on Tendürek Mountain was prolonged for 15 days on 4 September 2015.
According to the news appeared in the press on 7 September 2015, Governorate of Batman announced that 8 regions in the Sason, Kozluk and Hasankeyf districts were decided to be military security zones for 15 days starting from 1 September 2015. Entrance of civilians to the military security zones was also banned.
(09/031) Cizre under Siege…
On 4 September 2015, Governorate of Şırnak declared curfew in Cizre district and security forces started conducting operations in the district after the curfew declaration.
The curfew in the district continues as of 9 September 2015. 10 persons were killed during the attacks of the security forces.
Even the funerals were not allowed in the district. The bodies are reportedly kept in the refrigerators. Many persons were also wounded during the attacks. Security forces do not allow the ambulances to bring the casualties to the hospital.
Sait Çağdavul (19) was killed on 4 September 2015 when the police threw a bomb in Nur quarter.
Mehmet Emin Levent (21) was also killed the same day when the police opened fire.
Hacı Ata Borçin (70) and Xetban Bülbül (65) reportedly had heart attacks and died because of the explosions in the district.
Muhammed Tahir Yaramış (35 days) died on the grounds that the police did not allow the ambulance to enter the a quarter to bring the baby to hospital.
Cemile Cağırga (13) was shot to death on 7 September 2015 when security forces opned fire against the Cudi quarter from armoured vehicles located on the hills.
Osman Çağlı (18) who shot by the snipers on 7 September 2015 died of blood loss on the grounds that he was not allowed to be taken to hospital.
İbrahim Çiçek (80) who had health problems on 8 September 2015 died on the grounds that security forces did not allow ambulance to enter the quarter.
Özgür Taşkın (20) was wounded when police officers opened fire against Yafes quarter on 9 September 2015. He died on the grounds that security forces did not allow ambulance to hospitalise him.
Meryem Süne (53) was shot to death on 9 September 2015 while sitting in front of her house in Yafes quarter when the police opened fire from an armoured vehicle.

The police entered the Yenişehir quarter in Nusaybin district of Mardin on 4 September 2015 to close the ditches in the quarter. Lokman Süne was shot when the police opened fire and died in the hospital.

Special Forces intervened a demonstration on 5 September 2015 in Silopi district of Şırnak staged to protest in recent attacks in Cizre and killed Muttalip Pusat (28). Yasin Uysal (30) was heavily wounded during the attack.

The police opened fire against a motor bike on 6 September 2015 in Tarsus district of Mersin on the grounds of not obeying stop warning during road control. Murat Özdemir (28) died and Mehmet Çopur (23) was wounded during the incident.
(09/035) Child Shot by Soldiers in Hakkari…
Afghani Minlal Kerimi (10) who was wounded when gendarmerie soldiers opened fire against a minibus on 7 September 2015 nearby Şapatan Gendarmerie Station in Şemdinli district of Hakkari on the allegations of not obeying stop warning died in the hospital.

Deniz Gökay was heavily wounded when gendarmerie soldiers opened fire against a vehicle on 5 September 2015 nearby Akbulak Gendarmerie Station in Muradiye district of Van on the allegations of not obeying stop warning.
(09/037) Attacks against HDP, Hate Crime and Hate Murders throughout Turkey…
After the bomb attack against a military convoy in Dağlıca, Peoples’ Democratic Party (HDP) premises and Kurdish people were attacked starting from 7 September 2015 throughout Turkey.
128 premises of the HDP were attacked on 7 September and the attacks continued on 8 September. Nationalist Movement Party (MHP) and Grey Wolves organised meetings on 8 September 2015 to condemn terror. The participants of the meetings attacked the HDP premises after the meetings. HDP premises in Alanya district of Antalya and the shops of Kurdish people in Kırşehir were also set to fire.
In Manavgat district of Antalya, The shops without Turkish flags were also set to fire.
HDP Headquarters in Ankara besieged in the evening and tried to be set to fire. Entrance floor and second floor of the building were burnt, information processing unit and applications of MP candidates were reportedly set to fire by the attackers.
By the end of the second day, the number of premises attacked reached 400. At least 50 HDP members who were either in the premises or trying to defend the premises were detained. On the other hand, only one attacker was detained throughout Turkey.
The attackers also attempted to lynch HDP supporters of Kurdish people. On 6 September 2015, Sedat Akbaş (21) was stabbed to death for talking in Kurdish on the phone in İstanbul.
İ.Ç. was tried to be lynched in Seydikemer district of Muğla for sharing a photograph wearing peshmerga cloth. He was captured by the attackers; his clothes were taken off and torn to pieces. He was beaten and taken to the city centre where he was forced to kiss an Atatürk statue.
The attackers also targeted seasonal workers. 350 workers were attacked in Ilgın district of Konya. The workers left the district. The houses and vehicles of Kurdish workers were set to fire in Beypazarı district of Ankara. They also left the district.
(09/038) Worker Deaths…
Worker’s Health and Job Safety Assembly announced on 3 September 2015 that at least 158 workers died in August 2015 during work accidents due to untaken security measures. At least 1138 workers died in first 8 months of 2015.
(09/039) Killing by Unidentified Assailants Investigation in Diyarbakır…
Bilgin Bölükbaş (19) and Mustafa Akçil (46) who were detained in connection with the killing of Yunus Koçak, former Chair for Justice and Development Party (AKP) youth wings in Diyarbakır, in front of his pharmacy were arrested on 4 September 2015 on the allegations of “intentional killing”. They reportedly confessed the murder previously, but did not disclose the reason of the attack.
(09/040) Curfew in Diyarbakır…
Governorate of Diyarbakır declared curfew in Sur district on 6 September 2015 where 2 police officers were killed recently. After the curfew declaration, security forces conducted operations in the district. E.G. (7) was shot and wounded when the police opened fire. Abdullah Erdem (25) and Saliha Opçin (39) were heavily wounded during the police attacks

D.Ö. (15) was reportedly beaten by the police for minutes on the ground of ditching on 6 September 2015 in Nusaybin district of Mardin. The police stopped beating when D.Ö. fainted.

The ear of Hamza Dikmen, Mayor of Dargeçit district in Mardin, who was detained on 4 September 2015 in connection with an attack caused to death of 4 police officers was reportedly stitched for being beaten in custody.
(09/043) Torture and Ill-treatment in İstanbul…
According to the news appeared in the press, 4 persons who were detained on 6 September 2015 in Gazi quarter of Sultangazi district in İstanbul were beaten in custody in Anti-Terror Branch.
(09/044) Remanded Children on Trial in Ankara…
Sincan Juvenile Court continued on 4 September 2015 to hear the case against 11 children incarcerated in Sincan (Ankara) Juvenile Prison launched upon official complaint of 24 prison guards on charges of “wounding and insulting public officers” and “damaging public property”.
It was revealed out on 2 January 2014 that 11 juveniles were tortured by the guardians. Z.Ş., mother of one of the juvenile K.Ş. (16), stated after she talked with his son that the children were tortured after their hands were cuffed and they were stripped naked and hosed cold water. The investigation started upon official complaint is not concluded, but the guardians issued official complaint against the children.
The court decided to wait for the expert’s report and adjourned the hearing to 25 December 2015.

The prisoners incarcerated several prisons and convicted in PKK and KCK cases continue hunger strike started to protest in the recent military operations and arrests. Hunger strike reached its 26th day as of 9 September 2015.
According to the news appeared in the press on 6 September 2015, 8 prisoners who were incarcerated in Malatya E-type Prison and started hunger strike were reportedly given solitary confinement sentences.

The Dutch journalist Frederike Geerdink living in Diyarbakır was detained on 5 September 2015 by the Anti-Terror branch police.
(09/048) Media Buildings Attacked…
On 6 September 2015 in İstanbul, a group of 200 persons attacked the Hürriyet Media Tower in Bağcılar district on the grounds that they were protesting the paper for way they published an expression of the State President Recep Tayyip Erdoğan on the web site of the paper hurriyet.com.tr. The attack was supported by the Justice and Development Party (AKP) MP Abdurrahim Boynukalın. The attack caused material damage.
Media Towers were also attacked on 8 September 2015. The police did not prevent the attackers and the group dispersed after a while. The printing facilities of the paper in Ankara were also attacked the same day.

The police intervened a group of persons who gathered on 7 September 2015 in Güneş quarter of Akdeniz district of Mersin to for the declaration of self-governance. 2 persons were wounded when the police opened fire and one persons was detained.
(09/050) Protest Prevented in Diyarbakır…
The police intervened a group of persons who staged a demonstration on 7 September 2015 in Bağlar district of Diyarbakır to protest in the recent deaths and curfew in Cizre district of Şırnak. The police opened fire with real bullets to disperse the crowd and 2 persons including a child were wounded.

The police prevented the members of Revolutionary Party (Devrimci Parti) who wanted to stage a demonstration on 4 September 2015 in front of the Turkish Union of Chambers and Commodity Exchanges to protest in the B-20 meeting in Ankara. 17 persons were detained under beatings during the intervention.

On 7 September 2015, gendarmerie soldiers intervened the action of the workers who were recently fired from Ortadoğu Rulman Sanayi (ORS) factory in Polatlı district of Ankara. The crowd was dispersed with tear gas and 7 workers were detained.

4 persons who were among 13 persons detained during operations conducted against the members and executives of Peoples’ Democratic Party (HDP) in Karakoçan district of Erzurum were arrested on 5 September 2015 on the allegations of “being member of an illegal organisation”.

In the rural areas Şemdinli district of Hakkari, the bodies of 7 militants who died during an armed clash were found on 9 September 2015.
According to the official announcement by the General Staff, 2 militants were killed during the operations conducted after the bomb attack on 5 September 2015 against a military troop in Dağlıca village of Şemdinli district of Hakkari.
A police officer was killed, 2 police officers and one civilian were wounded during the armed attack against police houses in Tunceli on 9 September 2015.
8 militants were reportedly killed during an armed clash on 9 September 2015 in the rural areas of Şenkaya district of Erzurum.
2 police officers were wounded when a police vehicle was attacked on 10 September 2015 during patrol nearby Justice and Development Party (AKP) premises in Diyarbakır.

According to the announcement on 8 September 2015, Şahin Şimşek who was serving for compulsory military service in Şemdinli district of Hakkari died. He was Kurdish origin and registered to Haymana district of Ankara. He allegedly died during an armed clash or committed suicide.

After the declaration of curfew in Cizre district of Şırnak on 4 September 2015, the number of the casualties reached 19 during the operations of security forces in the district.
A group of HDP executives including Co-Chair Selahattin Demirtaş, MPs, and ministers wanted to go to Cizre for solidarity. The convoy of the group was stopped in Midyat district of Mardin. Security Forces did not allow the group. But the group decided to go to Cizre on foot. The group spent the night in İdil district. On 10 September 2015, the group decided to go back to İdil district when security forces did not allow the group to enter Cizre and threatened them to intervene and disperse.
Bahattin Sevinik (50) and Suphi Sarak (50) died on 9 September 2015 when their house was attacked with a rocket launcher.
During the attacks on 10 September 2015 in Nur quarter, Eşref Edin was killed and 4 persons were heavily wounded.
Zeynep Taşkın (18) and Maşallah Edin (35) were killed by the snipers. Sait Nayici (17) was shot to death.

After the bomb attack in Dağlıca village of Hakkari which led to death of 16 soldiers according to the official announcement by the General Staff, attacks against the Peoples’ Democratic Party (HDP) premises continued on 9 and 10 September 2015.
Unidentified persons organised an armed attack against the HDP premises in Uşak. A group of ultra-nationalists attacked in Bolu province the East and Southeast Anatolia Solidarity and Development Association (Doğu ve Güneydoğu Yardımlaşma Dayanışma ve Kalkınma Derneği) and a kebab house. The attacks caused material damage.
HDP premises in Marmaris district of Muğla, İstanbul, Bursa, Kocaeli, İzmir, Erzincan, Bartın and Kahramanmaraş were also attacked.
D.H.C. who was detained in connection with setting HDP Head Quarters to fire was arrested on 9 September 2015 on the allegations of “damaging premises, buildings, and properties of political parties”, “preventing political rights”, and “attempt to theft”.

Eskişehir Heavy Penal Court No 1 concluded on 11 September 2015 to hear the case against retired Colonel Ali Osman Akın and active Lieutenant Colonel Kemal Alkan launched on charges of ordering the killing of Nezir Tekçi.
The court acquitted the defendants. The indictment wanted the defendants to be sentenced for ordering the killing of Nezir Tekçi for not revealing information on PKK militants and exploding his body with a land mine.
Nezir Tekçi had been detained on 26 April 1995 in Yekmal (Aşağı Ölçek) village of Yüksekova district in Hakkari by the soldiers from Bolu 5th Commando Brigade and had disappeared since then. He had been allegedly killed by soldiers for not providing information about PKK militants in the region.
His father Halit Tekçe made the first official complaint in 1997 concerning the disappearance and Military Prosecutor in Van decided not to prosecute on 15 December 1997.
In 2010, the investigation restarted upon testimony of Yunus Şahin who was serving for compulsory military service on the day of the incident and witnessed the killing of Nezir Tekçi. Meanwhile upon official complaint by his family, a court case was launched against the soldiers in September 2011. But the case was transferred to Eskişehir for security reasons.

13 Kurdish workers in Taşkesti town of Mudurnu district in Bolu were attacked on 13 September 2015 by a group of racists. The attack was organised on the allegations that they were burning Turkish flag. The attackers besieged the construction area and waited for hours to lynch the workers and to set the building to fire. Although Governor of Bolu province Aydın Baruş announced that the workers were going to be sentenced, the attacked the workers. Konya Juvenile Court No 3 continued on 11 September 2015 to hear the case against M.E.A. (16) launched on charges of “insulting the State President”. The indictment wants the defendant to be sentenced according to the Article 299 TPC.
The court sentenced the defendant to 11 months and 20 days’ imprisonment and suspended the sentence.
M.E.A., student in Meram Industrial Vocational School, was arrested on 24 December 2014 for insulting State President in a speech s/he made in the name of “Populist High School Students Group (Halkçı Liseliler Grubu)” during a commemoration on 23 December 2014 in Konya. S/he was released next day. Only one day after the application, Ministry of Justice gave permission to the Public Prosecutor in Konya to open a court case against M.E.A.

According to the news appeared in the press on 12 September 2015, although there was no court decision, some of the internet service providers prevented internet user from reaching the web site of daily Cumhuriyet.
The office of the weekly journal Nokta in Kağıthane district of İstanbul was raided by the police on the night of 12 September 2015. The raid was allegedly conducted in connection with an investigation concerning the cover of the 18th issue of the journal on the allegations of “making propaganda of an illegal organisation” and “insulting State President”. The police also seized copies of the issue. Access to twitter account of the journal was also banned by the Public Prosecutor in İstanbul.
A new domain “www.diclehaberajansi.link” of Dicle News Agency (DİHA) which was launched was also banned by Telecommunication Communication Presidency on 13 September 2015. Access to 16 domains of DİHA was previously banned.

Following the armed clashes started on the night of 12 September 2015 in Sur district of Diyarbakır and an attack with a rocket launcher in Silvan district which led to death of a police officer, Governorate of Diyarbakır declared curfew in the district on 13 September 2015.
The police intervened the persons who were protesting the curfew decision in Sur district and 4 persons were wounded during the intervention. Makbule Ermiş (80) was also shot at her foot when she was looking for her son on the streets.
Despite the curfew, groups of persons tried to enter the district. The police intervened the groups and Peoples’ Democratic Party MP Çağlar Demirel was wounded with a tear gas canister. The police also intervened groups in Bağlar district. M.K. was shot with a tear gas canister on their balcony and wounded.

Çağlayan (İstanbul) Heavy Penal Court No 13 continued on 11 September 2015 to hear the case against 35 persons launched in connection with the Gezi Park demonstrations staged near the Prime Minister’s Office in Dolmabahçe Palace on 3 June 2013.
The indictment wants the defendants including members of Beşiktaş sports club supporters group Çarşı to be sentenced aggravated life imprisonment on the allegations of “attempt to overthrow the government” and “attempt to occupy Prime Minister’s Office”.
In his opinion as to the accusations, the Public Prosecutor wanted the defendants to be acquitted. The court adjourned the hearing to 29 December 2015.
The case was allegedly launched upon complaints by police officers. But 4 police officers who did complaint against the defendants testified at the hearing on 2 April 2015 to the effect that they did not see or have any contact with the defendants during the demonstrations and withdrew their complaints.

Çağlayan (İstanbul) Heavy Penal Court No 3 continued on 11 September 2015 to hear the case against 46 journalists and correspondents launched after the operation conducted on 20 December 2011 against the premises of Dicle News Agency and several other news agencies in connection with a KCK investigation.
The indictment wants the defendants to be sentenced for “being member of an illegal organisation” and “being leading member of an illegal organisation”.
At the previous hearing of the case, the lawyers defended that the files of the case should be sent to the Constitutional Court on the grounds that the Temporary Article 14/4 of the Anti-terror Law and the Article 1 of the Law No 6526 on Amendments in Anti-Terror Law, Law on Criminal Procedures and in other laws were against the constitution. The court accepted the demand and decided to ask the Constitutional Court.
Since the Constitutional Court did not answer the question, the court adjourned the hearing to 15 January 2016 to wait for the decision of the Constitutional Court.

On 15 September 2015, the police besieged the Şehit Fırat quarter of Edremit district in Van and opened fire against a group of persons protesting recent developments. Vedat Balık (18) was shot and heavily wounded during the intervention. He died on the allegations that the police did not allow ambulance or health officers to help him.
The police also besieged the same night the Hacıbekir quarter of İpekyolu district in Van and Mahsun İlkaş (20) was heavily wounded when the police opened fire.

Reşid Simito (21) died when military troops opened fire when a group of persons wanted to pass the border from Afrin canton of Rojava to Kilis province in Turkey on 16 September 2015.
(09/088) Extra-judicial Execution Trial…
On 14 September 2015, Ankara Heavy Penal Court No 6 continued to hear the case against 18 retired and regular soldiers launched in connection with the killings of the HPG militants Sunullah Keserci and Necmeddin Ahmed Hasan, and villager İbrahim Atabay (18) on 6 October 2009 in Buğulukaynak (Kel) village in Çaldıran district of Van.
According to the indictment, the militants were unarmed and trying to leave the village during the incident. But Beşir Atalay, who was the Ministry of Interior Affair then, alleged that the militants died during an armed clash.
After hearing the demands of the lawyers, the court rejected the demand for the arrest of the defendants and adjourned the hearing to 12 October 2015.
The case was transferred to Ankara for security reasons. The grave of Sunullah Keserci was reportedly opened on 26 September 2014 and the body was transferred to İstanbul Forensic Institute for autopsy and examination. The court still waits for the report of Forensic Institute.

Karşıyaka (İzmir) Heavy Penal Court started on 15 September 2015 to hear the case against the police officer Deniz G. launched in connection with the killing of Emrah Demir (21). After hearing the demands of the lawyers, the court rejected the demand for the arrest of the defendant and adjourned the hearing to 10 November 2015.
Emrah Demir was shot to death by the police officer Deniz G. on 14 December 2014 in Menemen district when they had a dispute. The police officer is on trial in this case without remand and the court will start to hear the case on 15 September 2015.

Ankara Heavy Penal Court No 6 continued on 17 September 2015 to hear the gendarmerie intelligence service JİTEM case against 16 defendants including 5 on-the-run defendants launched in connection with the killings of 26 persons including Musa Anter in Diyarbakır and neighbouring provinces.
After the presentations of the lawyers, confessor Hamit Yıldırım testified at the hearing. The court rejected to release the only remanded defendant Hamit Yıldırım to be tried without remand and combining the case with the JİTEM case at Diyarbakır Heavy Penal Court No 1. The court adjourned the hearing to 9 November 2015.

According to the news appeared in the press on 15 September 2015, a court case was launched against Onur Erem, journalist with the daily Birgün, on the allegations of “insulting the State President”. The case was launched in connection with the news entitled “Google da biliyor: Hırsız, katil AKP ve Erdoğan” (google knows: AKP and Erdoğan are Murderers and Thieves) and published in the paper on 8 May 2015.
The indictment wants the defendant to be sentenced according to the Article 299 TPC. Çağlayan (İstanbul) Penal Court of First Instance No 50 will start to hear the case on 28 January 2015.

According to the news appeared in the press on 17 September 2015, Ankara Penal Court of First Instance No 29 concluded to hear the case against journalist Aytekin Gezici launched on the allegations of insulting the State President. The court sentenced the defendant to 5 years and 9 months’ imprisonment under the Article 299 TPC for “insulting the State President” and to 1 year and 9 months’ imprisonment under the Article 125 TPC for “insulting public officer”. The sentences were commuted to fine.

Anadolu (İstanbul) Penal Court of First Instance concluded on 18 September 2015to hear the case against 15 persons launched in connection with a protest staged on 10 November 2014 in İstanbul. The police intervened by using tear gas and rubber bullets the demonstration staged to protest against cutting down of trees in Validebağ Grove in Üsküdar district of İstanbul and the construction in the grove. 15 persons were detained during the intervention.
After final testimonies, the court acquitted 14 defendants and dropped the case against Koray Çaoğlu who died during the suicidal attack in Suruç. The indictment wanted the defendants to be sentenced for “violating the Law on Meetings and Demonstrations” and “resisting security forces”.

On 18 September 2015, PKK militants abducted the non-commissioned officer S.Ö. for a while when they closed the road between Tunceli and Erzincan.
Governorate of Hakkari made a public statement on 21 September 2015 and announced military security zones in several regions in Şemdinli and Yüksekova districts for 15 days until 5 October 2015. Entrance of civilians to the military security zones was also banned.

Çatak (Van) Civil Court of Peace continued on 30 September 2015 to hear the case launched with the demand of opening the mass grave of 27 PKK militants who had been killed during an armed clash on 12 October 1998 nearby Çatak district of Van. The bodies of the militants were not given to their families but buried in a mass grave nearby Govkan (Badirgalı) village.
The court decided not to be responsible with the case and sent the files to Çatak Civil Court of First Instance.
The report of the Forensic Institute certifying that the bodies were not identified was read at the previous hearing of the case. Gendarmerie General Command previously sent a letter to the court concerning the incident and accepted that 22 persons had been killed during the military operations in the region. But they also alleged that 14 of the persons were of Syrian origin.

Halil Kara who was forcibly taken to the Court House on 5 January 2015 in Antalya by his debtors to lift demand for execution of debt secretly called the police for help. He hid in the tea seller’s shop in the Court House to call the police, but they had a dispute. The police intervened the dispute and detained Halil Kara for swearing the owner and the workers of the tea shop. After the incident, a court case was launched against Halil Kara on charges of “damaging public property”, “resisting security forces”, and “threatening and swearing”.
According to the news appeared in the press on 26 September 2015, Antalya Penal Court of First Instance No 15 concluded to hear the case. The court sentenced Halil Kara to 3 years 5 months and 7 days’ imprisonment for “resisting security forces” and “swearing police officers”.
The court also sentenced the police officers K.Y. and M.K. to punitive fine of 180 days for “simple wounding”. The police raided a building on 28 September 2015 in Diyarbakır where the premises of Dicle News Agency (DİHA), the daily Azadiya Welat, Aram Publishing, and the association Kurdi-Der. The police searched the premises and detained 32 persons. After the forensic tests for gunshot residue, the detainees were released.

Ankara Penal Court of First Instance 42 started on 28 September 2015 to hear the case against Ahmet Bıyıklı and Mehmet Ali Başaran upon official complaint by the General Staff on the allegations of alienating people from military service according to the Article 318 TPC. Ahmet Bıyıklı launched the web site www.askeregitmeyin.com (~ donotgoformilitaryservice.com) and Mehmet Ali Başaran was writer with the web site.
The indictment wants the defendants to be sentenced to terms of imprisonment up to 2 years. After the testimony of Mehmet Ali Başaran, the court adjourned the hearing to 14 January 2015.
