Kurdish canton imposes new ‘luxury’ tax on residents living in Europe

SYRIA DIRECT 4 Feb 2016 – A new law by the Kurdish self-administration governing parts of northeast Syria requires residents of age for mandatory military service who have moved to Europe from Kurdish-held territories to pay $200 for each year they do not return. The regulation was part of an updated “self-defense duty” law adopted last month.The Kurds’ Jazira canton stretches across the northern half of Al-Hasakah province. It is the easternmost and largest of four cantons that make up Rojava, a swathe of de facto autonomous territories in northern Syria ruled by the PYD-led self-administration. This past September, a member of the Youth Union of Al-Hasakah told Syria Direct that fighting had forced “30 percent” of the province’s residents to leave, whether for Turkey, Iraq or beyond. MESOP FLASH : Idlib ‘on the verge of a catastrophe’ as regime severs vital supply route, and with it, cuts off fuel access

AMMAN: 4 Fb 2016 – Syria Direct – Regime forces reportedly broke through the nearly four-year rebel siege on Nubl and Zahraa in northwestern Aleppo province Wednesday, effectively severing Idlib’s oil supply and portending a humanitarian “catastrophe” in the rebel-held province.

Late Wednesday, regime ground forces supported by heavy Russian air cover reached the encircled, Shiite-majority towns, reported pro-regime media. “Army units operating in the north Aleppo countryside, in collaboration with National Defense Forces, broke the siege on the towns of Nubl and Zahraa by terrorist groups,” reported state media agency SANA on Wednesday.

MESOP TODAY’S REPORT : GENEVE STARTING FINISHING

Though U.N. Special Envoy for Syria Staffan de Mistura announced the formal start of peace talks in Geneva on Monday, delegates from the Assad regime and opposition say meetings have not begun and could be nearing collapse. Opposition groups canceled a meeting with de Mistura yesterday afternoon to protest what they are calling an “unprecedented” escalation of the Russian air campaign in Aleppo and Homs. De Mistura is also reportedly pushing for the implementation of ceasefires, but opposition groups are not receptive to the proposal and note the lack of goodwill measures taken by the Assad regime. Riad Hijab, the head of the opposition High Negotiations Committee, is expected to arrive in Geneva today and delegates are optimistic that he can be a unifying force for the opposition. MESOP GENEVA REPORT : On Eve Of Geneva Talks, Criticism Within Syrian Opposition Over Consent To Negotiating With Syrian Regime

February 3, 2016Special Dispatch No.6290 – MEMRI – Peace talks in Geneva between the Syrian opposition and the regime of Syrian President Bashar Al-Assad, originally slated to begin on January 29, 2016, finally did start on February 1. On the eve of the talks, several unaffiliated pro-opposition Syrian pundits published articles harshly criticizing the Syrian High Negotiations Committee (HNC), which was chosen at the December 2015 opposition conference in Riyadh to lead the negotiations. Besides criticizing the international community’s failure to press the Assad regime and its allies on implementing the humanitarian measures decided by the UNSC, the writers claimed that the HNC had backed down from the principles that the opposition has, for the past five years, insisted on as preconditions for negotiations – first and foremost the Assad regime’s removal. Instead, the HNC had yielded to U.S. and international pressure to negotiate with the regime as it continues to bomb and starve the Syrian people. They also expressed doubts regarding the committee’s ability to actualize the Syrian people’s demands.

At a separate conference in London, more than 70 world leaders are gathering to try to raise $9 billion to support humanitarian aid to refugees fleeing Syria and the expected costs of reconstruction. This is the fourth donor conference to meet to raise funds for Syria since the start of the civil war. “This is not just in the interests of Syria and her neighbours,” British Prime Minister David Cameron told the conferences. “It is in the interests of Europe too. February 03 2016 – Byy Scott Lucas – eaworldview – Political talks over Syria’s five-year crisis immediately ran into trouble in Geneva on Tuesday, as a regime-Russian offensive pressed rebels north of Aleppo city. The opposition-rebel bloc in the Geneva talks pointed to a withdrawal by Friday, as there was no advance towards ceasefires, detainee releases, and access to aid for besiegedareas. MESOP Syria conflict: Government ‘cuts Aleppo rebel supply route’

3 February 2016 BBC – Syrian government forces are reported to have broken a siege of two towns north-west of Aleppo, severing a key rebel supply route into the city.State TV said troops and allied militiamen, backed by Russian air strikes, had reached Nubul and Zahraa.A military source told the AFP news agency that opposition-controlled areas of Aleppo were now cut off from Turkey, to the north, which backs the rebels.

The offensive threatens to derail UN efforts to start peace talks in Geneva.Basma Kodmani, a member of the umbrella group representing opposition factions, the High Negotiations Committee, said the government’s encirclement of Aleppo was a “horrible development” that sent the message that “there is nothing to negotiate. Iran Daily: 12 Iranian Troops, Including General, Killed in Syria in 2 Days

February 04 – 2016 – by Scott Lucas – eaworldview – In the last 48 hours, Iran’s media have confirmed the deaths of another 12 Iranian troops, including a Brigadier General, in Syria.

Almost all of the casualties were Islamic Revolutionary Guards Corps members. Brigadier General Mohsen Ghajarian, who fought in the Iran-Iraq War in the 1980s, became the commander of an IRGC armored brigade in 2010. Few details were given about the time and location of the deaths, although Ghajarian was said to be “in Aleppo Province” and one soldier was killed “on the outskirts of Aleppo“. This week an offensive, led by Hezbollah and including Iraqi militia alongside the Syrian military, has seized territory north of Aleppo city. MESOP GENERATING MONEY WITH NECMETTIN K. – Kirkuk receives petrodollars from Kurdistan government

KAMARAN AL-NAJAR, PATRICK OSGOOD AND RAWAZ TAHIR of Iraq Oil Report – February 3rd, 2016 – Kirkuk’s provincial government confirmed Tuesday that it has received $10 million for oil exported and sold independently by the Kurdistan Regional Government (KRG).The payment follows a deal struck between the KRG and Kirkuk Gov. Najmaldin Karim in December, brokered with Turkish diplomatic encouragement, that functions to bind the autonomous Kurdistan region and Kurdish-led Kirkuk province even closer together, and to weaken the cash-strapped federal government’s grip on the oil-rich place. www.mesop.de

Erdogan and his allied media have been harping for some time on the message that the parliamentary system in Turkey has become obsolete and must be replaced by a presidential system. Naturally, Erdogan has fully mobilized his Justice and Development Party (AKP) for that goal. Erdogan is perfectly blunt about his goals and generously offers clues that eliminate the need for speculation. Wieder einmal geht Deutschland einen Sonderweg, den es als europäischen ausgibt. Dass er das nicht ist, zeigt nicht nur die einhellige Ablehnung der deutschen Migrationspolitik in Ost- und Südosteuropa, sondern auch die geringe Neigung der westeuropäischen Länder, sich ihre Asylpraxis von Berlin vorschreiben zu lassen. Nicht einmal Schweden und Österreich sind noch bereit, Merkels Weg mitzugehen. Der amerikanische Historiker Victor Davis Hanson vermutet, die Deutschen wollten beweisen, dass sie „die skrupelloseste postmoderne Nation des Westens sind, um der Welt 77 Jahre nach dem Ausbruch des Zweiten Weltkrieges zu versichern, dass sie nicht mehr die skrupelloseste nationalistische sind.”

Man kann den deutschen Trieb zur Selbstaufgabe allerdings auch ganz anders sehen. Der Realisierung des Elitenprojektes eines supranationalen europäischen Bundesstaates kommt er nämlich zweifellos entgegen, weil nationale Widerstände das Durchregieren behindern und die Konstruktion eines europäischen Demos die allmähliche Auflösung der nationalen Demen voraussetzt. Arabisch soll für alle Kinder an Schulen in Deutschland verpflichtend sein – für diese Idee setzt sich der Präsident einer Hamburger Privat-Uni (Kühne Logistics) ein: “Wir würden damit anerkennen, ein Einwanderungsland zu sein.” Nicht nur Flüchtlingskinder, die aus dem Nahen Osten nach Deutschland kommen, sollten in die deutschen Kinder Arabisch lernen”, schreibt der Informatik-Professor in einem Gastbeitrag für die Wochenzeitung “Die Zeit”.

Abgeschobene Asylbewerber Berlin will für Rückführung von Nordafrikanern zahlen

Die Abschiebung abgelehnter Asylbewerber aus Nordafrika scheitert bislang oft daran, dass Länder wie Marokko oder Tunesien ihre Landsleute nicht wieder aufnehmen wollten. Das will die Bundesregierung jetzt ändern – offenbar auch mit Geld. Hin & Her. – Erdogan zum Beispiel kassiert viel für Refugees von Berlin/Brüssel, die beiläufig auch bei seinem Berliner Anhänger Ramasan Aslan dessen Hotelkette belegen (Bettpreis pro Jahr 18000 Euro mit Frühstück), der dann davon den Wahlkampf Erdogans finanziert, was sich wiederholen lässt, wenn man Flüchtlinge immer mal wieder retourniert. www.mesop.de
