The Road to Geneva: the Who, When, and How of Syria’s Peace Talks
ARON LUND – FRIDAY, JANUARY 29, Carnegie Endowment – A new round of Syrian peace talks, known as Geneva III, was supposed to begin on January 25 but ended up being postponed to January 29. Now that the day has arrived, they’re still not quite ready to begin—but UN envoy Staffan de Mistura is putting on a brave face.
He has already met with the Syrian government delegation headed by President Bashar al-Assad’s UN representative Bashar al-Jaafari, but other invitees remain absent.
The reasons for these delays are complex, but the primary issue is a dispute over who should be allowed to represent the Syrian opposition and perhaps whether it is useful to think in terms of a single Syrian opposition at all. Opposition groups and individuals who participated in the December Riyadh meeting as well as Russian-backed individuals have been invited in various capacities, while so far Kurdish groups are excluded. And while no one expects any significant progress toward a resolution of the Syria conflict to emerge from the meetings, de Mistura is hard at work trying to establish Geneva III as a framework for conflict management and the mitigation of Syrians’ horrific suffering.
THE HIGH NEGOTIATIONS COMMITTEE
In preparation for the talks, some of the governments seeking President Assad’s ouster tried to unite the Syrian opposition behind a joint delegation at a conference in Riyadh in early December. The meeting gathered exiled politicians, armed rebels, hardline Islamist groups, military defectors, and dissidents so moderate that they’re still allowed to reside in Damascus. However, the talks excluded salafi-jihadi extremists like al-Qaeda’s Nusra Front and, of course, the self-proclaimed Islamic State, as well as the biggest group of Syrian Kurds. (More on that below.) Saturday, 30 January 2016 – I was tempted to pick a more grandiose and exaggerated title like: the decline and fall of Western civilization, or a more dramatic variation on Oswald Spengler’s book The Decline of the West, but then thought better of it and settled on the less gloomy but still sober; the diminished West.
This week the turbaned president of Iran Hassan Rowhani, a man steeped in Persia’s history and proud of its imperial legacy, visited Rome, Paris and Berlin. He sought new beginnings with the West, now that Iran has come out of the cold following its nuclear agreement with the P5+1 countries.The man from the East knew that the multicultural and very accommodating West is more than eager to do business with a resurgent Persia, and contracts worth tens of billions of dollars were signed and sealed, but not over toasts at lavish banquets held in opulent halls with their exquisite paintings of voluptuous odalisques and nude statutes of Greek and Roman Goddesses, warriors and Emperors. 31 Jan 2016 – Many civilian Syrians mainly women and children were seriously injured when Russian jets indiscriminately attacked the Syrian internally displaced’s camps near the Turkish border in Latakia northern countryside, Syria Live Network (S.L.N.) reported. Russian bombardment coincided with Assad heavy artillery on the same camps which cast terror in the hearts of the Syrian displaced who did not know where to go and what to do, S.L.N. added. January 31 2016 – International has challenged Russia’s response to findings of war crimes by its forces in Syria, saying that Moscow has “failed to substantively address evidence they violated the laws of war”. – On December 23, Amnesty summarized 25 Russian attacks and documented six of them in Homs, Idlib, and Aleppo Provinces that killed at least 200 civilians and about a dozen fighters. KURDISH MILITIA WARN: WE WILL RESPOND TO TURKISH ARMY “CONTINUAL ATTACKS”
The Kurdish militia YPG has warned that it will respond to attacks by the Turkish Army in northern Syria.
The YPG said on Saturday that Turkish units had crossed the border near the village of Sermisax, 13 km (8 miles) west of the Turkish town of Derik. It claimed that the Turkish Army fired on civilian protesters, although there were no casualties.
The armed wing of the Kurdish Democratic Union Party (PYD) said:
We will no longer remain silent in face of growing aggression of the Turkish Army who are desired to cause provocations. We intend to be fully clear in warning the Turkish leadership and their military that if they continue violating our borders, we shall defend our land and people.
Ankara considers the PYD as a front for the Turkish Kurdish insurgency PKK. It has warned the YPG not to move west of the Euphrates Rivers, a prospect heightened by recent Kurdish advances against the Islamic State in northern Syria. www.mesop.de
