MESOP TODAYS FLASH : PYD/PKK confiscates property && houses of refugees to Europe

16 Sep 2015 – PYD to confiscate abandoned property in Al-Hasakah – The semi-autonomous Kurdish Democratic Party (PYD) government in Al-Hasakah province issued a decree on Tuesday authorizing the confiscation of property belonging to residents who have left the province. “The confiscated property will not be returned, unless the self-administration issues a specific decision stipulating it,” Jad al-Hasakawi, an Arab member of the Youth Union of Al-Hasakah, told Syria Direct on Wednesday. “I don’t think this is likely” added al-Hasakawi, noting that the decision will have a wide impact, as he estimated that “30 percent” of Al-Hasakah has left the province because of fighting with the Islamic State. The PYD will use the confiscated property to house fighters with its armed wing, the YPG, said al-Hasakawi.  www.mesop.de

MESOP TODAYS OPINION : Kurdistan’s Missed Chance for Reform

SEPTEMBER 15, 2015 Christine McCaffray van den Toorn , Raad Alkadiri – Carnegie Endowment – Political deadlock within the Kurdistan Regional Government is hindering the shift from an executive to a parliamentary system. Over the past few weeks, disputes have grown over whether to extend Kurdistan Regional Government (KRG) President Masoud Barzani’s mandate for another two years. Barzani’s political rivals have sought to make any extension conditional on establishing a parliamentary system in Kurdistan. However, Barzani and his Kurdistan Democratic Party (KDP) are refusing to yield power or to introduce any of the meaningful changes demanded, insisting the president has every legal right to remain in office. WEST KURDISTAN (SYRIA)

MESOP TODAYS COMMENTARY : Faysal Itani – Resident Fellow at the Atlantic Council, focusing on Syria and its neighbors.

In Zabadani, Signs of a New and Worrying Iranian Strategy in Syria / Bassam Barabandi, a former Syrian diplomat, is a co-author.

Amid promises from Iran of a peace plan for Syria, lets get one thing straight: The Islamic Republic is not negotiating over its key interests in Syria, but advancing them more directly, and possibly with less concern for Bashar al-Assad’s fate. Furthermore, Assad’s woes are not pressuring Iran to negotiate, but embedding it more deeply in Syria. Rather than bring peace, this will probably worsen the war’s sectarian character, strengthen jihadist groups, and make a lasting settlement less likely than ever. U.S. and Israel Criticize Russian Escalation in Syria

U.S. Secretary of State John Kerry called Russian Foreign Minister Sergey Lavrov to discuss Russia’s apparent buildup of forces in Syria, saying. Russia’s action, Kerry said, “risks exacerbating and extending the conflict, and undermining our shared goal of fighting extremism if we do not also remain focused on finding a solution to the conflict in Syria via a genuine political transition.” Israeli Prime Minister Benjamin Netanyahu also expressed concern about the potential for escalation. He will visit Moscow next week to meet with Russian President Vladimir Putin to “present the threats against Israel that arise as a result of the increased flow of advanced weapons into the Syrian arena and the trickle of deadly weapons to Hezbollah and other terrorist organizations,” Israeli officials said. FACHSCHAFTSINITIATIVE GENDER STUDIES – 13. SEPTEMBER 2015 | FSIGENDERSTUDIESHU
